GOOD MORNING, MR. CHAIRMAN. MEMBERS OF THE COMMISSION.

TODAY, I'LL BE PRESENTING EXTENSION APPLICATION NUMBER EXT 20-013, WHICH IS THE SECOND EXTENSION TO MAJOR SUBDIVISION MAS 13 002 FOR THE ORIGINAL APPLICANT.

SOHNA SAHOTA. THEIR REQUEST IS TO EXTEND THE EXPIRATION DATE OF THE APPROVED TENTATIVE MAP BY ONE YEAR FROM OCTOBER 25, 2020 TO OCTOBER 25, 2021.

THE PROJECT IS TO SUBDIVIDE A TWENTY SEVEN POINT EIGHT EIGHT PARCEL ON A 24 ONE ACRE LOTS. THE PROJECT, ALSO KNOWN AS FLEMING HILLS, WAS APPROVED BY THE PLANNING COMMISSION ON OCTOBER 25, 2017.

ON AUGUST 11, 2020, THE PROJECT ENGINEER SUBMITTED A WRITTEN REQUEST TO EXTEND THE EXPIRATION DATE OF THE APPROVED TENTATIVE MAP BY TWO YEARS.

CONSISTENT WITH PAST PRACTICE, STAFF IS RECOMMENDING EXTENSION OF THE MAP BY ONE YEAR.

HERE WE HAVE THE VICINITY OF THE PROJECT SITE, THE PROJECT SITE OUTLINED IN RED IS DESIGNATED ATWATER RURAL RESIDENTIAL CENTER, AGRICULTURAL RESIDENTIAL LAND USE IN THE GENERAL PLAN AND ZONED RR RURAL RESIDENTIAL.

IT'S LOCATED AT THE SOUTHWEST CORNER OF FLEMING ROAD AND IN THIS SLIDE, WE SEE THE ORIGINAL TENTATIVE MAP FOR THE PROJECT OUTLINED IN RED SHOWING TWENTY FOUR LOTS PROPOSED BY MAJOR SUBDIVISION 13 002.

HERE WE HAVE AN IMAGE OF THE PROJECT SITE TAKEN FROM FLEMING ROAD AND SHOWS THE WEST END OF THE SITE CURRENTLY VACANT.

HERE WE SEE AN ENTRANCE TO THE PROJECT SITE FROM FLEMING ROAD, WHICH WILL SERVE AS AN ACCESS POINT TO THE EAST END OF THE SUBDIVISION.

THERE HAVE BEEN NO SIGNIFICANT CHANGES TO THE PROJECT PROJECT SITE OR SURROUNDING AREA SINCE THE PROJECT WAS ORIGINALLY APPROVED BY THE PLANNING COMMISSION IN 2017.

THE PROJECT REMAINS CONSISTENT WITH THE APPLICABLE GENERAL PLANNING AND ZONING CODE PROVISIONS, AS WELL AS THE SUBDIVISION MAP ACT AND TITLE 17.

AS PREVIOUSLY MENTIONED, THERE HAVE BEEN NO CHANGES TO THE ENVIRONMENTAL CHARACTER OF THE PROJECT SITE OR SURROUNDING AREA SINCE THE PLANNING COMMISSION APPROVED THE PROJECT AND ADOPTED THE NEGATIVE DECLARATION FOR THE PROJECT.

STAFF HAS FOUND THAT NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED PURSUANT TO SECTION ONE FIVE ONE SIX TWO SUBSEQUENT EIRS AND NEGATIVE DECLARATIONS OF THE CEQA GUIDELINES.

NOTICE TO THE PUBLIC HEARING WAS MAILED TO PROPERTY OWNERS WITHIN 300 FEET OF THE PROJECT SITE ON OCTOBER ONN EXCUSE ME OCTOBER 2ND ,2020 AND PUBLISHED IN THE SUN-STAR SAME DATE.

NO COMMENTS HAVE BEEN RECEIVED.

SO WITH THAT, STAFF HAS TWO RECOMMENDATIONS.

MOTION TO ADOPT THE CEQA DETERMINATION.

NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED AND MOTION TO APPROVE EXT 20-013.

THAT NOW CONCLUDES STAFFS PRESENTATION.
