THE COUNTY IS CONDUCTING BUSINESS IN COMPLIANCE WITH SOCIAL DISTANCING REQUIREMENTS AND CITY.

FOR THE PUBLIC LIMITED TO 25, WE HAVE ALSO PROVIDED SOME OVERFLOW SPACE ON A FIRST COME FIRST SERVE BASIS FOR MEMBERS OF THE PUBLIC WHO DO NOT WISH TO ATTEND IN PERSON.

WE HAVE BEEN ACCEPTING PUBLIC COMMENTS VIA EMAIL AND VOICEMAIL.

WE WILL NOW START WITH INVOCATION BY SIA SEAN CENTRAL GRACE HMONG ALLIANCE CHURCH, WHO WILL BE JOINING US REMOTELY.

WE'RE PUT DOWN SEEMS TO BE FAVORITE FORMS THAT HUMOR AND MARGINALIZE OTHER PEOPLE ARE CONSTANTLY DEMANDED AND DEGRADE AT WORK BEING CRITICIZED AND TALK AT WHEN SOMEONE COMES ALONG AND GIVE YOU A SIMPLE PRAISE, LIKE GOOD JOB, IT MAKES A WORD DIFFERENCE.

THE FACT YOU MIXED, YOU'RE STILL GOOD.

THE DAY GOES QUICKLY OR MAKING YOU FEEL PROUD OF YOURSELF.

UNFORTUNATELY IN MOST WORKPLACES, THE MESSAGES COME THROUGH LOUD AND CLEAR THAT PEOPLE REALLY DON'T MATTER.

BUT YOU ARE KNOWN FOR BEING AN ENCOURAGER AT YOUR WORK WHERE EVERYWHERE YOU GO, YOU'LL BE TOP OF THE CLASS BECAUSE ENCOURAGEMENT IS SO DIFFICULT TO FIND THESE DAYS GOT CAUGHT US TO COMMUNICATE INTO SUPPORT EACH OTHER, ESPECIALLY IN A TIME LIKE THIS, WHERE FAMILIES ARE STRUGGLING, TEMPERAMENT HAS BECOME A NEW NORMS IN BLAMING.

OTHER HAS BECOME A LACK OF RESPONSIBILITY.

GOD DIDN'T CREATE THOSE PEOPLE YOU WORK WITH.

HE DIED FOR THEM.

THAT'S HOW MUCH THEY MATTER.

WHEN YOU GIVE A LITTLE AFFIRMATION TO PEOPLE YOU WORK WITH, OR THE PEOPLE YOU SERVE, EVEN THE ONE YOU DISAGREE WITH, YOU ARE TELLING THEM, YOU MATTER TO GOD, YOU MATTER TO ME BECAUSE AT THE END OF THE DAY, WE ARE HERE TO ENCOURAGE EACH OTHER AND LIFT EACH OTHER UP.

HERE ARE THE THREE BASIC WAYS WE COULD AFFIRM OTHERS AND BECOME A BETTER ENCOURAGING.

NUMBER ONE, ACTIVE LISTENING, GALATIANS SIX TWO SAYS SHARE EACH OTHER'S BURDEN.

AND IN THIS WAY, OBEY THE LAW OF CHRIST.

ONE OF THE GREATEST GIFTS YOU CAN GIVE PEOPLE IS ATTENTIVE EAR.

WHEN YOU LISTEN, YOU'RE SAYING YOU MATTER, I VALUE WHAT YOU HAVE TO SAY, AND I VALUE WHO YOU ARE.

THEREFORE TAKE TIME TO LISTEN.

I'D ASK YOU WHEN I TELL YOU THIS STORY THAT YOU REMEMBER WHAT WE JUST DID WHEN WE PLEDGE ALLEGIANCE TO THE FLAG, WE SAID JUSTICE FOR ALL.

I WANT TO TELL YOU A STORY ABOUT CHILD SUPPORT, OBEYING THE LAW.

THE IMPORTANCE OF THE TRUTH HAD ABUSE OF POWER.

LET ME START WITH, I RECEIVED A WAGES HOLDING NOTICE FROM MERSEYSIDE COUNTY EMPLOYEES.

THE FATHER THAT THE WAGE ASSIGNMENT WAS AGAIN.

YEAH, YOU JUST PROVIDED ME A COPY OF A CURRENT COURT ORDER STATING HE WAS THE PRIMARY CARETAKER WITH THE MAJORITY OF CUSTODY AND THAT HE OWED ZERO CHILD SUPPORT BOTH CURRENT AND PAST.

SO I WROTE TO MERSEYSIDE COUNTY CHILD NOTIFIED THEM OF WHAT I HAD AND ASKED THEM IF THEY HAD AN ORDER THAT SUPERSEDED THIS ORDER.

I GOT A THREATENING LETTER FROM HER SAD COUNTY CHILD SUPPORT DIVISION THAT IF I DIDN'T FOLLOW THEIR NOTICE, THEY WOULD TAKE LEGAL ACTION AGAINST ME.

AFTER CHECKING WITH MY ATTORNEY, I COULD BE HELD LIABLE FOR NOT PROVIDING THE COURT ORDER FOR NOT FOLLOWING THE COURT ORDER THAT I WAS ALSO PROVIDED.

SO I WROTE ANOTHER LETTER TO HIM OR SAID, COUNTY EXPLAINING WHAT I HAD AND THAT THEY NEEDED TO PROVIDE ME WITH SOMETHING THAT SUPERSEDED THAT I NEVER HEARD ANYTHING FROM HIM.

AGAIN, THE FATHER, THE MERSEYSIDE COUNTY IS GOING AFTER IS MY SON AND THE CHILD IN QUESTION IS MY GRANDSON.

THE NEXT THING MY SON TELLS ME IS MERSEYSIDE COUNTY CHILD SUPPORT HAS TOLD DMV TO SUSPEND HIS DRIVER'S LICENSE FOR PASS THROUGH CHILD SUPPORT AND CURRENT CHILD SUPPORT.

REMEMBER HE'S A PRIMARY CARETAKER RESPONSIBLE FOR THE DAILY DUTIES OF THIS CHILD.

MY GRANDSON, THE KNICKS, THE STORY CONTINUES.

WE SAID COUNTY EMPLOYEES FOR MERCY AND COUNTY CHILD SUPPORT FILED DOCUMENTS HERE IN MERSAD COUNTY.

AND THOSE DOCUMENTS ARE UNTRUTHFUL MISLEADING AND ABSOLUTELY FALSE.

HOW DO I KNOW THAT THEIR FAULT? BECAUSE THE COURT ORDER IN SAN JOAQUIN COUNTY ISSUED BY JUDGE AG BEYOND THE HONORABLE J JUG BEYOND IT'S ALL IN CONTRADICTION TO THAT.

AND MERCE SAID, COUNTY HAS A COPY OF THAT QUARTER.

THEY KNOW WHAT IT SAYS.

WHY DID THE TAXPAYERS HAVE TO TOLERATE THIS KIND OF BEHAVIOR AND ABUSE OF POWER FROM GOVERNMENT EMPLOYEES? SENATOR LINDSEY GRAHAM SAID THE OTHER DAY, PEOPLE WHO LIED TO THE PFIZER COURT NEED TO GO TO JAIL.

THIS IS THE SAME LEGAL ISSUE.

IN THIS CASE, YOU CAN'T PROVIDE FALSE INFORMATION TO THE COURT.

IT'S ILLEGAL.

THE ACTIONS OF MERSEYSIDE COUNTY CHILD SUPPORT ARE UNACCEPTABLE TO ME AS A TAXPAYER, A FATHER AND A GRANDFATHER.

AFTER I TALKED TO SUPERVISOR RODRIQUEZ, AFTER HIM MAKING A PHONE CALL TO SOMEBODY, I RECEIVED A CALL FROM THE ATTORNEY FOR MERCY ED CHILD SUPPORT.

AND THEY TOLD ME THAT THEY WERE GOING TO GO TO COURT AND TELL THE TRUTH.

AND I SAID, CAN YOU PUT THIS IN WRITING? LIKE ALL THE FALSE INFORMATION THAT YOU PUT IN WRITING UNDER PENALTY OF PERJURY? AND THEY SAID, WELL, NO, WE CAN'T.

YOU CAN'T DO THAT.

YOU CAN'T TELL THE TRUTH, BUT YET YOU CAN LIE, STOP, WHATEVER YOU'RE THINKING, SIR, YOUR THREE MINUTES ARE UP.

WELL, ON JULY 4TH, THERE WERE 91 PEOPLE THAT, THAT ONE PERSON HAD INFECTED AND THEY HAVE, IT'S KIND OF A NICE LITTLE THING.

I INVITE YOU TO PLEASE CHECK IT OUT BECAUSE IT'S A CASE STUDY OF SOMEONE DOING THE CONTACT TRACING THAT SAYS, WHO GOT CAUGHT.

AND I THINK THIS THING SPREADS SO QUICKLY, THE REASON I'M USING THIS AS AN EXAMPLE IS IT'S, WE'RE IN A TIME WHERE WE GOT TO DO EMERGENCY VERY BASIC, FUNDAMENTAL INVESTMENT INTO OUR MOST VULNERABLE.

UM, I WAS REQUIRED TO SUBMIT, UH, 20 SIGNATURES AND IN THE PROCESS I W I NEEDED IT.

I ENDED UP NEEDING TO, UH, OBTAIN 50 ELECTIONS IN ORDER, AND I WAS ONLY

ABLE TO HAVE 20 OR SO BEING VERIFIED.

AND AT THAT TIME, I, UH, WELL, MAYBE IT WAS, UH, THE ADDRESSES WERE NOT, UM, WRITTEN CORRECTLY.

THERE, THERE WERE NOT MATCHING THE SIGNATURE WHO ARE NOT MATCHING FROM THE PEOPLE THAT I THINK THOSE SIGNATURES FROM.

UH, AND JULY, I WAS LIKE REPAIR MYSELF OR AGAIN FOR, UH, ELECTIONS OR NOVEMBER, UH, AS I'M RUNNING FOR CITY COUNCIL, UH, FOR MY LOCAL CITY LIVING, THEN I NEEDED IT IN THE PROCESS.

I NEEDED IT TO OBTAIN ANOTHER 20, UH, VERIFY SIGNATURES FROM REGISTER WATERS IN THE PROCESS, UM, TURNED IN 45 SIGNATURES TO HAVE 21 VERIFIED.

IN ADDITION, MY COLLEAGUE DAVID MARIANI WILL BE PROVIDING ADDITIONAL INFORMATION RELATED TO THE PROPOSED BUSINESS ASSISTANCE PROGRAM.

TO GIVE YOU A LITTLE BRIEF

HISTORY REGARDING THE CARES ACT ON MARCH 27TH, 2020, THE CORONAVIRUS AID RELIEF AND ECONOMIC SECURITY ACT WAS SIGNED INTO LAW.

THIS LEGISLATION AUTHORIZED MORE THAN $2 TRILLION TO COMBAT COVID-19 AND ITS ECONOMIC EFFECTS.

THE CARES ACT ESTABLISHED THE CRONE OF EILA CORONA VIRUS RELIEF FUND, AND APPROPRIATED 150 MILLION TO THAT FUND FUNDING INITIALLY WENT TO THE STATES AND CERTAIN COUNTIES AND CITIES WITH POPULATIONS OVER 500,000.

HOWEVER, WITHIN THE CALIFORNIA STATE BUDGET ACT THIS YEAR, MERSEYSIDE COUNTY WAS ALLOCATED APPROXIMATELY $28.9 MILLION FOR FISCAL YEAR 2021.

IN ADDITION, ON JUNE 30TH, THE COUNTY EXECUTIVE OFFICER SUBMITTED A CERTIFICATION FOR RECEIPT OF THOSE FUNDS, ALONG WITH THE, UM, AGREEMENT THAT WE WILL MEET THE ALLOWABLE USES FOR THOSE FUNDS.

OKAY.

REGARDING THE ALLOWABLE USES IN ACCORDANCE WITH THE CARES ACT, THE CORONAVIRUS RELIEF FUNDS ARE TO ADDRESS ACTIONS NECESSARY TO DIRECTLY RESPOND TO THE PUBLIC HEALTH CRISIS.

AND THE EXPENDITURES MUST BE ADDRESSING MEDICAL OR PUBLIC HEALTH NEEDS AS WELL AS SECOND ORDER EFFECTS OF THE EMERGENCY, SUCH AS PROVIDING AN ECONOMIC SUPPORT TO THOSE SUFFERING FROM EMPLOYMENT OR BUSINESS INTERRUPTIONS DUE TO COVID-19, THE FUNDS CANNOT BE USED TO COVER LOST REVENUE RESULTING FROM COVID-19.

HOWEVER, THERE ARE CURRENTLY PROPOSALS WITHIN THE FEDERAL GOVERNMENT LEVEL TO EXPAND THE GUIDELINES FOR THIS UTILIZATION.

IN ADDITION, THE STATUTE ALSO SPECIFIES THAT THE EXPENDITURES MUST BE NECESSARY RELATED TO THE COVID-19 PUBLIC HEALTH EMERGENCY AND ALLOWS FOR THE LOCAL GOVERNMENTS TO DETERMINE, UM, THAT LEVEL OF, UH, NECESSITY BASED ON THE LOCAL NEED.

IN ADDITION, THE CARES ACT SPECIFIES THAT PAYMENTS CAN ONLY BE USED TO COVER COSTS THAT WERE NOT ALREADY BUDGETED AS OF MARCH 27TH WITHIN OUR LOCAL MERSEYSIDE COUNTY BUDGET.

AND THEN ALSO THE COSTS HAVE HAD TO OCCUR BETWEEN MARCH 1ST, 2020 AND DECEMBER 30TH, 2020.

AS I SAID EARLIER, THE COUNTY MUST GO THROUGH A CERTIFICATION PROCESS IN ORDER TO RECEIVE THOSE FUNDS.

THE COUNTY MUST AGREE TO ADHERE TO THE FEDERAL AND THE STATE STAY AT HOME REQUIREMENTS AS REQUIRED, INCLUDING EXECUTIVE ORDER AND 33 20 AS WELL AS ANY ADDITIONAL EXECUTIVE ORDERS AND ALSO GUIDANCE PROVIDED BY THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH USE OF THE FUNDS MUST BE IN ACCORDANCE WITH THE PROVISIONS OF THE BUDGET ACT CONTROL SECTION 11.90.

IN ADDITION, WE MUST BE ABLE TO REPORT ON ALL THOSE EXPENDITURES, AS WELL AS SUMMARIZE THE COLLABORATION AND NON DUPLICATION OF THE FUNDING IN A REPORT TO THE STATE ON SEPTEMBER 1ST, 2020, AND ALSO THAT WE WOULD RETURN ANY FUNDS THAT WERE UNSPENT BY OCTOBER 30TH, 2020, UNLESS PROVIDED AN EXTENSION BY THE DEPARTMENT OF FINANCE, BASED ON OUR EXPENDITURE AND PROJECTION FOR THE REMAINING FUNDS.

WE MUST ALSO RETAIN RECORDS TO BE ABLE TO SUPPORT THE, ANY EXPENDITURES WHERE COVID-19 ELIGIBLE.

SO AS CEO BROWN MENTIONED, UM, THE PLAN THAT'S BEFORE YOU FOR CONSIDERATION TODAY, UM, DOES PROVIDE YOU FLEXIBILITY BECAUSE OF SOME OF THE UNCERTAINTIES THAT ARE ASSOCIATED WITH COVID-19 AS EARLIER STATED THE ALLOCATION IS ON A TIMELINE THAT INCLUDES MONTHLY INSTALLMENTS, UH, WITH US RECEIVING THE FIRST ON JULY 31ST, UM, AT ONE SIXTH AND THEN MONTHLY INSTALLMENTS THEREAFTER, BASED ON THE PLAN AND ASSOCIATED EXPENDITURES.

IN ADDITION, UM, AS EARLIER MENTIONED, THERE COULD POTENTIALLY BE A CHANGE AND THERE ARE CURRENTLY PROPOSALS AT THE FEDERAL LEVEL, UH, THAT COULD CHANGE THE GUIDANCE OR MANDATES FOR USE OF THIS FUNDING THAT COULD INCLUDE, UM, BEING ABLE TO EXPAND THE USE, UM, REGARDING THE TIMELINE.

IT COULD INCLUDE COVERAGE OF LOST REVENUE, AND THEN IT COULD ALSO PROVIDE ADDITIONAL FUNDING.

IN ADDITION, DUE TO THE DYNAMIC SITUATION OF COVID-19, UM, THE PLAN ALLOWS FOR FLEXIBILITY SO THAT WE CAN BEST PIVOT DEPENDING ON WHAT THE TRANSMISSION LEVELS OR ISSUES ARE ARISING WITHIN THE COUNTY.

SO REGARDING THE PROPOSED PLAN, THE COUNTY'S CARES ACT PLAN ALLOCATES 28.9 MILLION TO THE PROPOSED CATEGORIES.

WE'RE PROPOSING THREE BUCKETS, UM, THE FIRST BEING CONTINUITY OF OPERATIONS AND EMERGENCY RESPONSE.

AND I WILL GO INTO EACH ONE OF THESE SECTIONS A LITTLE BIT IN MORE DETAIL.

UM, BUT THAT FIRST IS ABOUT 65% OR ABOUT $18.6 MILLION.

THE NEXT IS FOR PROPOSED COMMUNITY SUPPORT AT ABOUT 25%, ABOUT $7.2 MILLION.

AND THEN ALSO INCLUDING A PROPOSED RESERVE CONTINGENCY AT ABOUT 10%, $3 MILLION.

IN ADDITION, IT'S IMPORTANT TO NOTE THAT ON JULY 28TH, THIS BOARD APPROVED A BUDGET TRANSFER FOR FISCAL YEAR 1920 IN THE AMOUNT OF $9.75 MILLION FOR COSTS INCURRED BY COUNTY DEPARTMENTS FROM MARCH 1ST, 2020 THROUGH JUNE 30TH, 2020 IN RESPONSE TO THE PANDEMIC THAT ORIGINAL BUDGET TRANSFER INCLUDED, UM, JUST OVER 9.5 MILLION FOR COUNTY CONTINUITY.

AND THEN, UM, ABOUT 262,000 FOR A COMMUNITY SUPPORT EFFORTS.

SO A LITTLE BIT MORE INFORMATION REGARDING THE CONTINUITY OF OPERATIONS AND EMERGENCY RESPONSE WITHIN THIS AREA.

THERE ARE SEVERAL DIFFERENT SUB CATEGORIES THAT COULD FIT IN HERE.

THE FIRST IS FOR SALARY AND BENEFIT COSTS.

AND IN ORDER TO MEET THAT NEED, THE INDIVIDUAL MUST BE SUBSTANTIALLY DEDICATED TO RESPONDING OR MITIGATING THE EFFECTS OF COVID-19.

AND AS EARLIER STATED A SUBSTANTIAL PORTION OF THE ORIGINAL FUNDS THAT HAVE ALREADY BEEN ALLOCATED INTO THIS AREA WERE FOR THE FIRST HALF OF THE MARCH THROUGH JUNE OF THIS YEAR, IN ADDITION FUNDS COULD GO TO RETROFITTING COUNTY FACILITIES, AND THAT WOULD INCLUDE PHYSICAL CHANGES TO ACCOMMODATE SOME OF THE SOCIAL DISTANCING NEEDS BARRIERS FOR PUBLIC COUNTERS, UM, SANITATION SUPPLIES AND EQUIPMENT SIGNAGE IN ORDER TO ENSURE A SAFETY, NOT ONLY FOR EMPLOYEES, BUT ALSO FOR THE PUBLIC THAT COME TO OUR FACILITIES.

IN ADDITION, THIS WOULD ACCOUNT FOR, UM, TECHNOLOGICAL UPGRADES THAT MAY BE NEEDED IN ORDER TO SUPPORT OUR TECHNOLOGY INFRASTRUCTURE AND PLATFORMS, AS WELL AS, UH, TELEWORKING ENHANCEMENTS, TO BE ABLE TO CONTINUE TO, TO PROVIDE SERVICES DURING COVID-19.

ANOTHER AREA INCLUDES, UH, PERSONAL PROTECTIVE EQUIPMENT AND SANITATION SUPPLIES, AS WELL AS BEING ABLE TO EXPAND OUR COUNTYWIDE TESTING AND CONTRACT TRACING.

CURRENTLY, THERE ARE A COUPLE OF TESTING FACILITIES THAT ARE PROVIDED THROUGH THE STATE.

HOWEVER, IT'S IMPORTANT TO NOTE THAT, UM, AS, AS CURRENTLY WE HAVE AN END DATE FOR THOSE.

AND SO IF THOSE DO END IN THE STATE DOES NOT CONTINUE, WE WOULD WANT TO BE ABLE TO CONTINUE TO PROVIDE NOT ONLY TESTING AT THAT LEVEL, BUT CONTINUE TO EXPAND.

ALSO THIS WOULD INCLUDE FOR, UM, POTENTIAL UPGRADES RELATED TO, UM, PARKS ASSOCIATED WITH COVID-19 AND THEN ALSO ANY OTHER ELIGIBLE COUNTY-WIDE EXPENSES.

YES, THE NEXT MAJOR AREA FOR YOUR CONSIDERATION WOULD BE THAT COMMUNITY SUPPORT SECTION JUST OVER SEVEN, $2 MILLION, UM, A PORTION OF THAT, UM, THAT WILL BE FOR YOUR CONSIDERATION AND THAT, UM, MR. MARIONI WILL BE PRESENTING ON LATER IS ON THAT BUSINESS ASSISTANCE PROGRAM.

AND THAT WOULD BE WITH A PROPOSED, UM, ALLOCATION OF ABOUT $3.1 MILLION, WHICH HE'LL GO INTO A LITTLE BIT FURTHER.

IN ADDITION, SOME OF THE OTHER AREAS THAT WOULD FIT WITHIN THIS CATEGORY INCLUDE HEALTHCARE SUPPORT, AND THAT WOULD BE FOR ASSISTANCE TO HEALTHCARE SERVICE PROVIDERS, SKILLED NURSING FACILITIES AND CLINICS IN ORDER TO BE ABLE TO ASSIST WITH PROVIDING EQUIPMENT AND SUPPLIES, BE ABLE TO HELP WITH PATIENT SURGE CAPACITY TESTING AND ALTERNATIVE CARE SITES.

UH, IN ADDITION, UH, THERE COULD BE A CATEGORY INCLUDING FOOD ASSISTANCE TO BE ABLE TO, UM, ASSIST AND SUPPORT NOT ONLY, UM, THE COUNTY FOOD BANK, AS WELL AS, UM, FOOD PANTRIES AND ENSURE THAT THOSE MOST VULNERABLE, UM, HAVE FOOD ITEMS TO BE ABLE TO ASSIST WITH THE IMPACTS OF COVID IN ADDITION, UH, HOMELESS AND HOUSING ASSISTANCE SERVICES.

UM, ONE OF THE AREAS THAT HAS ALREADY BEEN UTILIZED WITHIN THIS IS OUR PROJECT ROOM KEY.

AND SO IN ORDER TO BE ABLE TO, UM, CONTINUE WITH THAT, THAT WOULD FIT WITHIN THIS CATEGORY AS WELL AS BEING ABLE TO PROVIDE ASSISTANCE TO, UM, OUR MOST VULNERABLE POPULATION, UH, THROUGH OTHER HOUSING ASSISTANCE SERVICES, AS WELL AS TO, UM,

AND THIS REALLY IS DESIGNED TO SPEAK TO THAT FLEXIBILITY THAT CEO BROWN TALKED ABOUT EARLIER.

UM, IT COULD BE UTILIZED TO INCREASE ANY OF THE PREVIOUSLY MENTIONED ALLOCATIONS, UM, TO BE ABLE IF SOMETHING ELSE IS IDENTIFIED, UM, DOWN THE ROAD OR IN THE EVENT THAT, UM, THE CARES ACT FUNDING REQUIREMENTS CHANGE OR THE, THE STATE HAS REQUESTED THAT WE FOCUS ON A PARTICULAR AREA AT THIS TIME, I'M GOING TO ASK THAT CEO, CEO BROWN GO INTO, UH, SOME ESTIMATES FOR YOUR CONSIDERATION.

SO AS WE SAID, WE TRIED TO, UH, TO THE PLAN WITH A FRAMEWORK THAT PROVIDES FLEXIBILITY.

UM, SO THE FRAMEWORK THAT WE WOULD BE SUBMITTING TO THE STATE DOES NOT INCLUDE DOLLAR AMOUNTS RELATED TO THESE DIFFERENT CATEGORIES, OR, I MEAN THE MAJOR CATEGORIES, BUT NOT THE SUB CATEGORIES OF EACH ONE.

HOWEVER, THE QUESTION ALWAYS BECOME, AND WE DO WANT TO BE TRANSPARENT IS, YOU KNOW, WHAT DOES IT LOOK LIKE? AND VERY OPENLY, THESE ARE JUST SOME BEST ESTIMATES.

IT DOES NOT MEAN THAT THESE ARE FIXED IN THIS OR THE PATH THAT WE'RE SUGGESTING THAT YOU REALLY FOLLOW.

UM, BUT I WANT TO SHARE WITH YOU THAT AFTER WORKING WITH ALL YOUR COUNTY DEPARTMENTS, WORKING WITH SOME OF THE I'LL CALL, THE HEALTHCARE PROVIDERS, SOME OF THE OTHERS RELATED TO THE PROVIDERS SERVING THE MOST VULNERABLE AND HOMELESS, AND THOSE, THE ESTIMATED TO GET THROUGH DECEMBER WAS AT $53 MILLION WE HAD SUBMITTED.

SO IT'S JUST SHARING WITH YOU THAT, UH, JUST WORKING WITH YOUR COUNTY DEPARTMENTS AND SOME OF YOUR PARTNERS THAT YOU ALREADY WORK WITH AND SERVING SOME OF THOSE POPULATIONS, WE QUICKLY GOT TO A NUMBER THAT'S ALL, YOU KNOW, NOT QUITE DOUBLE, BUT IT'S SIGNIFICANT.

SO THAT'S WHY WE DECIDED TO TRY TO CREATE A FRAMEWORK AND TRY TO IT'S FROM A GENERAL, GET SOME GENERAL GUIDANCE ON AREAS.

YOU MIGHT LIKE US TO FOCUS AS WE TRY TO MANAGE THIS, UM, JUST TO START OFF AS, UH, MS. PIERCE ACKNOWLEDGED, UH, YOU KNOW, IN THE CONTINUITY AND EMERGENCY RESPONSE, WE'VE GOT $18 MILLION AS KIND OF A, THE FRAMEWORK.

UM, AND THERE WAS A COUPLE OF HUNDRED THOUSAND UNDER THE NEXT CATEGORY, BUT IT'S ABOUT NINE POINT, UH, YOU KNOW, $6 MILLION THAT SPAN FOR IT STILL.

WE'RE STILL TIGHTENING THAT UP.

UM, WE HAVE THROUGH THE ACCRUAL PERIOD THROUGH THE END OF THE YEAR, BUT IT'S GOING TO BE PLUS, OR MINUS 9.6 MILLION AS FAR AS THE RECOVER FOR COUNTY COSTS.

UM, I WILL SHARE WITH YOU, UH, WHEN YOU LOOK AT THAT 9.6 MILLION FOR A MARCH THROUGH JUNE, UH, BETWEEN PUBLIC HEALTH HSA, AND I'M GOING TO CALL THE PARTNERSHIP WITH, UH, YOU KNOW, THE SHERIFF'S OFFICE FOR, UH, ASSISTING PUBLIC HEALTH RELATED TO QUARANTINES ENFORCEMENT THROUGH THOSE PERIODS, THOSE ADDED UP TO ABOUT SIX AND A HALF MILLION OF THE 9.6, JUST FROM THOSE THREE DEPARTMENTS.

SO THOSE WERE THE BIG BULK OF YOUR USERS GOING FORWARD.

YOU, AND THIS IS AGAIN, JUST PLAINLY FOR AN EXAMPLE PERSPECTIVE.

UH, WE SAID, WHAT WOULD HAPPEN IF WE DON'T EVEN REIMBURSE THE COUNTY ANYMORE FOR SALARY AND BENEFITS GOING FORWARD FOR THE NEXT SIX MONTHS? UM, AND WE'VE TRIED TO SPREAD THAT OUT THROUGH THIS.

UM, I WILL TELL YOU IF YOU TAKE THAT $9.6 MILLION FOR THE THREE MONTHS FROM MARCH THROUGH JUNE, JUNE, AND WE CONTINUE DOING WHAT WE WERE DOING, THAT WOULD BE ANOTHER $19 MILLION.

WE COULD REIMBURSE OURSELVES THEORETICALLY,

WE'RE STILL TRYING TO GO THROUGH 3.7 MILLION.

THE ESTIMATE LAST WEEK WAS $8 MILLION THAT WE RECEIVED FROM OUR COUNTY STAFF THROUGH EVERYBODY TO RETROFIT COUNTY FACILITIES.

SOME OF THAT IS PROBABLY A STRETCH.

UM, YOU KNOW, WE'VE TRIED TO NARROW IT DOWN RIGHT NOW TO JUST UNDER FOUR, BUT SOME OF IT REALISTICALLY, YOU KNOW, IS IF YOU WERE TO TRY TO LOOK AT AND, YOU KNOW, REALLY LOOK AT SOME OF THE COUNTY DEPARTMENTS AND WHERE THERE'S THE WAY THE STAFF ARE LOCATED IN ORDER TO TRY AND HELP.

YOU KNOW, THAT WAS JUST AN ESTIMATE.

WE GAVE TELEWORK TECHNOLOGY.

THIS ESTIMATE WAS ACTUALLY CLOSER TO $2 MILLION.

WE'VE WENT DOWN TO HALF A MILLION RIGHT NOW, JUST FROM A FRAMEWORK.

UM, AND THAT DEALS WITH OUR VPN ARE PURCHASING MORE LAPTOPS AND, YOU KNOW, CHROMEBOOKS AND DIFFERENT THINGS AND OTHER INFRASTRUCTURE RELATED TO TECHNOLOGY, UH, PP AND DISINFECTANTS.

UM, THAT IS A LAG.

I MEAN, WE DON'T HAVE IT.

WE'VE SPENT ABOUT $200,000 SO FAR.

MAYBE THAT ONE'S A LITTLE HEAVY RIGHT NOW, BUT WE JUST WANTED TO MAKE SURE AS WE TRY TO PROCURE AND LOOK AT MAKING SURE OUR EMPLOYEES, AND WE HAVE TRIED TO SHARE SOME OF THAT WITH THE COMMUNITY.

SO THERE IS A, EVEN THOUGH IT'S UNDER THIS CATEGORY, WE DO KIND OF THAT 200, WE TRY TO SHARE A TESTING AND HEALTH SCREENING, UM, AS, UH, MS. PIERCE ALLUDED TO THE CONTRACTS WITH THE STATE FOR THE OPTUM SERVE HERE IN MARSET AND THE VERILY ON THE WEST SIDE, UM, THE AUSTIN SERVE IS ON A MONTH TO MONTH.

WE JUST LEARNED IN WITHIN THE LAST WEEK THAT THEY'VE EXTENDED IT THROUGH THE END OF SEPTEMBER.

UH, WE'RE OPTIMISTIC THAT WE'LL, THEY WILL EXTEND IT AGAIN, BUT WE CAN'T COMMIT THAT THEY WILL EXTEND THAT AGAIN.

WE ARE CURRENTLY LOOKING AT ESTIMATES.

THERE'S ABOUT FIVE DIFFERENT VENDORS THAT ARE BEING LOOKED AT AT THIS POINT IN TIME WITH A VARIETY OF STRUCTURES, UM, THAT COULD COST EASILY A HALF MILLION TO 750,000 A MONTH FOR TESTING ON JUST ONE OF THOSE.

SO THAT IS AN AREA WHERE TESTING COULD BECOME VERY EXPENSIVE VERY QUICKLY.

UH, IF WE HAVE TO COVER THE FULL COST, UM, EXPAND CONTACT TRACING, THERE'S BEEN MULTIPLE CONVERSATIONS THAT YOU WERE, YOU KNOW, WE'VE GOTTEN A GRANT WE'VE, WE'VE BEEN ABLE TO HIRE WE'VE REDIRECTED COUNTY EMPLOYEES.

UM, YOU KNOW, UH, WE'VE BEEN THE STATE'S UNIFIED SUPPORT TEAM, AS EVERYONE KNOWS, IS WORKING THEIR WAY THROUGH THE VALLEY LAST WEEK.

AND THIS WEEK, THIS WEEK HAPPENS YESTERDAY AND TODAY HAPPENED TO BE THE DAYS THAT THEY'RE HERE FOR US.

THERE WAS A, THERE WAS A SIGNIFICANT CONVERSATION YESTERDAY ON CONTACT TRACING WITH THEM.

UH, VERY CANDIDLY, WHAT THEY EVEN SHARED WITH US IS FROM OTHER COUNTIES, MANY OTHER COUNTIES ARE SAYING WITH THE NUMBERS WHERE THEY'RE AT, THERE ARE OTHER COUNTIES I'LL SAY ARE QUIETLY REPRESENTING THAT THEY ARE HAVING CHALLENGES KEEPING UP WITH.

UH, AND THEY'RE WONDERING HOW EFFECTIVE IT REALLY IS.

WE DO THINK THERE IS THOSE THAT, I MEAN, THERE ARE THE WAYS IF YOU CAN DO IT, BUT WHEN YOU'RE LOOKING AT THE NUMBERS, YOU GOT TO START LOOKING AT WHERE RESOURCE WISE, BUT WE DO THINK A SCENARIO WE COULD CONTINUE, SO WE SHOULD CONTINUE AND WE HAVE BEEN.

AND THERE HAVE BEEN SOME REQUESTS FROM THE HOSPITALS FOR HELPING FROM, YOU KNOW, SOME OF THEIR RESPIRATORY SYSTEMS AND THINGS LIKE THAT.

UM, YOU KNOW, BUT AGAIN, THAT'S SOMETHING THAT WE, WE DO NEED TO LOOK AT CAREFULLY CAUSE THEY HAVE RECEIVED THEIR OWN CARES, ACT DOLLARS, UH, ALREADY AND AVAILABLE FOOD ASSISTANCE.

UM, THIS IS A NUMBER THAT, UH, PROBABLY COULD BE LARGER.

UM, BUT IN REALITY, WE'VE TRIED TO WORK WITH THE FOOD BANK TO KIND OF LOOK AT

UM, WE DON'T WANT TO, AS OF JULY 1ST, THE PROJECT ROOM KEY PROGRAM WENT AWAY FROM THE STATE PERSPECTIVE.

AND, YOU KNOW, IN JULY SOMETIME WE DIDN'T WANT TO JUST STOP THAT.

AND SO WE ARE USING OTHER STATE, FEDERAL FUNDING SOURCES CURRENTLY, AND SOME CARES ACT TO TRY TO KEEP THAT GOING THROUGH THE END OF THE YEAR AND TELL THE NAVIGATION'S UP SO WE CAN TRANSITION.

I THINK WE ARE ALL AWARE THAT WHEN COVID FIRST HIT IN MARCH IN WORKING WITH THE HOSPITAL LEADERSHIP TEAMS, PROBABLY THE FIRST ASS, THE TWO FIRST ASS, THEY ASKED WHERE THE I'LL CALL THE SENIOR CARE FACILITIES.

AND THEN THE SECOND ONE WAS THE HOMELESS.

AND SO THEN ONE OF THEIR FIRST ASKS WAS HOW DO WE HELP PROTECT AND MAKE SURE THAT WE'RE TRYING TO MINIMIZE HOMELESS, YOU KNOW, AS FAR AS IN THE EMERGENCY FACILITIES AND YOU KNOW, TYPE THING.

AND SO PROJECT ROOM KEY HAS BEEN SUCCESSFUL AT THAT.

UM, AND WE DO THINK IT'S SOMETHING WE NEED TO CONTINUE.

UH, WE CAN TRY TO CONTINUE TO USE OTHER STATE, FEDERAL REVENUE SOURCES.

THEY ARE GETTING SLIM, UH, BUT THEY'RE FROM A HOUSING ASSISTANCE.

UM, I WILL SHARE, UH, AND IF I'M INCORRECT, PLEASE CORRECT ME.

BUT MY UNDERSTANDING IS WE HAVE CURRENT PROGRAM.

WE DO HAVE CURRENT PROGRAMS IN PLACE FROM A HOUSING ASSISTANCE THAT HELP FROM, UH, YOU KNOW, THOSE WHO ARE HAVING RENTAL ISSUES TO THE MOST VULNERABLE AND IT'S PLUS OR MINUS $4 MILLION.

THE WAY I UNDERSTAND THAT YOU ALREADY HAVE IN YOUR OPERATIONS TO PROVIDE ASSISTANCE TO THOSE THAT ARE MOST VULNERABLE THROUGH THE HOUSING, YOU KNOW, TYPE THINGS.

NOW THERE ARE ELIGIBILITY REQUIREMENTS.

THERE ARE THOSE THAT GO THROUGH, BUT THOSE ARE ALREADY BEING IN WORKS THROUGH HSA.

WE WOULD ENCOURAGE YOU TO CONTINUE WITH THOSE EXISTING PROGRAMS VERSUS CREATING NEW PROGRAMS. AT THIS POINT, UM, OUTREACH EDUCATION, UH, A MILLION DOLLARS IS JUST, IT IS KIND OF A LAG AT THIS POINT.

IT MAY BE A LOT, BUT I WILL TELL YOU, EVEN THOUGH THAT ONLY SHOWS ABOUT $6,000 FROM MARCH THROUGH JUNE AND JULY IS WHEN WE REALLY KICKED OFF AND WE'VE ALREADY SPENT 300,000 PLUS OR MINUS $300,000, YOU KNOW, AND A VARIETY OF EFFORTS FROM THE 50,000 MASS THAT'S BEING DISTRIBUTED TO THE COMMUNITY.

AND ACTUALLY IT'S MORE THAN THAT BECAUSE THROUGH PUBLIC HEALTH AND THROUGH US, UH, 10,000 GATORS FOR THE AG COMMUNITY, THE, THE OUTREACH WITH THE RADIO AND BILLBOARDS, AND JUST A VARIETY OF OTHER CAMPAIGNS WE'VE PROBABLY SPENT PLUS, OR MINUS 300,000 IN JULY ALONE ON RELATED TO THAT EFFORT, UM, COMMUNITY AND VETS HALLS, UH, WE DON'T HAVE ANYTHING SPECIFIC PLANNED RELATED TO STRUCTURE AT THIS POINT, UH, BECAUSE THEY HAVE NOT BEEN OPERATING.

UH, AND IT'S HARD TO WORK WITH THEM AT THIS POINT ON WHAT, I MEAN, WE COULD TRY TO PUT UP SOME OF THE, YOU KNOW, PLEXIGLASS BARRIERS AND THINGS LIKE THAT, BUT THE REAL EFFORT HERE WOULD BE, SINCE THEY'RE NOT OPERATING, THEY'RE NOT ABLE TO GENERATE THEIR NORMAL ROUTINE, UH, YOU KNOW, INCOME THAT THEY GENERATE TO STAY ALIVE AND PAY THEIR UTILITY BILLS.

SO FOR US, I THINK IT WOULD BE VERY VALUABLE TO, FOR YOUR VETERANS COMMUNITY, THOSE THAT HAVE THOSE, UH, OPERATE THOSE IS TO ASSIST THEM WITH SOME OF THEIR OPERATING EXPENSES THAT MAY NOT BE ENABLED TO COLLECTING.

AND EVEN THOUGH THE CARES ACT CURRENTLY DOES NOT PROVIDE FOR REVENUE LOSS THAT'S TO THE COUNTY, YOU CAN DO THINGS LIKE THIS RELATED TO THE COMMUNITY AND BUSINESS, YOU KNOW, IF IT'S RELATED AS KIND OF THAT PIECE, BUT AT THIS POINT YOU CAN'T THROW MY COUNTY JUST BECAUSE OUR SALES TAX IS DOWN RE PLUGGED OUT HAUL.

YOU MIGHT BE ABLE TO DO THAT WITHIN THE NEXT FEW WEEKS, BECAUSE THERE ARE POSSIBILITY THAT THAT'S PART OF THE DIFFERENT PROPOSALS THAT ARE BEING FLOATED AROUND AT THE FEDERAL LEVEL.

UM, SO THERE'S A PLUS OR MINUS $7 MILLION LEFT.

UH, THEY'RE JUST SPREAD IT OUT.

AND THEN THE 3 MILLION IS PURELY JUST KIND OF A PLACEHOLDER, IF THE, YOU KNOW, DEPENDING ON HOW THINGS GO, IF TESTING DOES STOP IN OCTOBER AND IT BECOMES MORE, IF THE FEDERER FEDERAL GOVERNMENT DOES DELAY AND EXTEND THROUGH MARCH ANOTHER 90 DAYS, THE ABILITY, UM, IT WAS JUST MORE OF A CAUTION,

UH, YOU KNOW, AND A PLACEHOLDER AT THIS POINT, WE WOULD PROBABLY BY THE MIDDLE END OF SEPTEMBER, HAVE TO START MAKING SOME DECISIONS BECAUSE AS, AS WAS POOR REPORTED BY OCTOBER, WE GOT HER BE REPORTING KIND OF HOW WE'RE GOING TO BE TRYING TO SPEND THIS BY THE END OF THE YEAR.

UM, IF, UH, UNLESS THE FEDERAL GOVERNMENT DOES EXTEND THOSE TIMEFRAMES.

UM, SO AT THIS POINT, UH, WE'LL JUST, UH, AGAIN, STAFF IS LOOKING FROM THE BOARD IN GENERAL GENERALITIES, UH, KIND OF, UH, WHERE YOU LIKE TO SEE US FOCUS OUR TIME AND ENERGY RELATED TO THESE.

UM, YOU KNOW, I THINK FROM OUR PERSPECTIVE, WHEN YOU LOOK AT PROTECTING OUR EMPLOYEES BY RETROFITTING FACILITIES, THE TELEWORK TECHNOLOGY, THE HOMELESS WITH PROJECT ROOM KEY AND COMMUNITY OUTREACH AND EDUCATION, WE DO THINK WE MIGHT BE ABLE TO FIND SOME OTHER FUNDING SOURCES TO HELP WITH THAT.

SO YOU MAY NOT HAVE TO USE ALL THE CARES ACT, BUT WE DON'T HAVE IT NAILED DOWN TODAY.

UM, WE WOULD SAY THAT, UH, YOU KNOW, THE BUSINESS GRANTS AND THE TESTING AND CONTACT TRACING ARE TWO AREAS WHERE WE THINK, YOU KNOW, THOSE ARE GOING TO HAVE TO REQUIRE RESOURCES.

AND THOSE WERE WHERE WE KIND OF, YOU KNOW, A NEED TO SET SOME DOLLARS ASIDE TO, FOR THE FUTURE.

UM, AND OF COURSE, I KNOW THIS MAY NOT PLAY WELL, BUT WE'RE JUST GOING TO BE VERY, AS STAFF RESPONSIBLE FOR THE OPERATION, WE ALWAYS HAVE A PREFERENCE TO TRY AND REIMBURSE OUR COSTS FROM A FISCAL SUSTAINABILITY STANDPOINT WHEN WE CAN.

SO WANTED TO PROVIDE A LITTLE BIT OF AN UPDATE OF THE CAMPAIGNS THAT HAVE, UM, BEEN GOING, UH, PARTICULARLY SINCE THE BEGINNING OF JULY.

UM, THE FIRST IS RELATED TO OUR MASCOT MERCER COUNTY CAMPAIGN.

THAT IS A PARTNERSHIP WITH OUR SIX CITIES AND DOES ENCOURAGE OUR COMMUNITY MEMBERS TO WEAR CLOTH FACE COVERINGS WHEN THEY LEAVE THEIR HOME.

UM, FOR, UH, THIS CAMPAIGN PARTICULARLY REALLY, UM, PUBLIC HEALTH, UH, IN PARTNERSHIP WITH THE HUMAN SERVICES AGENCY AND OTHER COMMUNITY PARTNERS HAVE PROVIDED A 39 OUTREACH EVENTS SINCE JULY 1ST AND HAVE REACHED A LITTLE OVER 4,100 INDIVIDUALS AT THOSE EVENTS THERE, DISTRIBUTING MASKS AND HAND SANITIZER AND EDUCATIONAL MATERIALS.

UM, IN ADDITION TO, UM, THE EVENTS THAT ARE NOTED, THERE ARE ALSO COMMUNITY PARTNERS WHERE PUBLIC HEALTH IS ABLE TO DROP OFF THOSE SUPPLIES AND EDGY EDUCATIONAL MATERIALS ON A WEEKLY BASIS.

UM, ONE OF THOSE AVENUES IS THROUGH OUR FOOD BANK, UH, TO BE ABLE TO PROVIDE THAT INFORMATION WHEN INDIVIDUALS COME IN FOR, UH, SERVICES.

UH, IN ADDITION, UH, WE HAVE OUR FARM WORKER OUTREACH THAT WE'LL BE STARTING THROUGH THE CENTRAL VALLEY OPPORTUNITY CENTER.

UH, CBOC HAS HIRED THEIR OUTREACH COORDINATOR AND ARE WORKING ON HIRING THEIR OUTREACH WORKERS AND THEY ANTICIPATE, UH, BEGINNING THAT, UH, OUTREACH, UM, IN THE FIELD ON AUGUST 24TH.

UM, IN ADDITION, UH, DOCTORS SANDOVAL AND PUBLIC HEALTH HAVE BEEN, UM, GOING OUT WEEKLY ON FRIDAYS TO PROVIDE, UM, IN THE FIELD, UM, OUTREACH AND EDUCATION TO OUR AGRICULTURAL COMMUNITY.

ONE OF OUR OTHER CAMPAIGNS IS THE READY TO OPEN MARCET COUNTY CAMPAIGN.

THAT'S ALSO IN PARTNERSHIP WITH OUR SIX CITIES, AND THAT IS A BUSINESS SELF-CERTIFICATION TO FOLLOW THE COVID-19 SAFETY PROTOCOLS, INCLUDING, UM, ENSURING THAT THE BUSINESS HAS, UH, COVID-19 SIGNAGE THAT THEY'RE PROVIDING TRAINING TO THEIR EMPLOYEES, AS WELL AS ENCOURAGING SCREENING OF THEIR EMPLOYEES, NOT ONLY BY THE BUSINESS, BUT ALSO BY THE EMPLOYEE THAT THE EMPLOYEE STAY HOME WHEN THEY'RE, UM, IN ADDITION HAS OF, UM, PHYSICAL, SOCIAL DISTANCING WITHIN THEIR BUSINESS, AND THEN ALSO PROVIDE, UH, DAILY ROUTINE SANITATION.

UM, TO DATE, WE HAVE 113 BUSINESSES THAT HAVE CURRENTLY, UH, CERTIFIED THROUGH THIS PROGRAM.

IN ADDITION, THERE'VE BEEN SEVERAL, UH, MULTIMEDIA CAMPAIGN APPROACHES, UH, FOR, UM, THE VARIOUS CAMPAIGNS.

AND THAT INCLUDES, UH, PUBLIC SERVICE ANNOUNCEMENTS, UM, THAT ARE CURRENTLY RUNNING IN ENGLISH AND SPANISH.

UM, WE'VE DEVELOPED, UH, SEVEN DIFFERENT PUBLIC SERVICE ANNOUNCEMENTS AND DO HAVE THOSE AVAILABLE IN ENGLISH, SPANISH, AND HMONG.

THREE OF THEM ARE CURRENTLY RUNNING IN ENGLISH AND SPANISH, AND WE'RE WORKING ON PRODUCING THE MON ONES TO GET THOSE OUT THERE AS WELL.

IN ADDITION, 15 DIFFERENT EDUCATIONAL VIDEOS HAVE BEEN PRODUCED, AND THOSE ARE AVAILABLE ON THE COUNTY WEBSITE, UH, AS WELL AS, UH, HAVE BEEN POSTED ON FACEBOOK AND OTHER SOCIAL MEDIA.

AND WE HAVE, UH, OVER A 112,000

AND AS FAR AS UNIQUE PAGE VIEWS FROM FEBRUARY, UM, TO, UM, LAST WEEK, WE'VE HAD, UH, A LITTLE OVER 489,000 VIEWS ON THAT PAGE.

AND THEN WE REACH A LITTLE MORE THAN 13,000 PEOPLE DAILY, UH, THROUGH THOSE DAILY STATUS REPORTS.
