I'M WITH PLANNING AND I'M PRESENTING A EXTENSION APPLICATION NUMBER EXT 20 DASH ZERO ONE TO THE 10TH EXTENSION TO MAJOR SUBDIVISION APPLICATION NUMBER MAS ZERO THREE DASH ZERO ONE FIVE.

ALSO KNOWN AS PARKWAY PHASE TWO.

THE APPLICANT IS PARKWAY SOUTH INC.

THE REQUEST IS TO EXTEND THE EXPIRATION DATE OF THEIR PROOF 10 AND MAP BY ONE YEAR SO THAT IT WOULD EXPIRE IN 2021.

THE MAP WAS ORIGINALLY APPROVED BY THE PLANNING COMMISSION ON JULY 13TH, 2005 TO SUBDIVIDE 312, LOTS TO APPROXIMATELY 1,100 RESIDENTIAL LOTS FOR THE RECORD, EVEN THOUGH THE APPROVAL WAS 4,162 LOTS.

THE ACTUAL TENANT MAP IS ONLY ABOUT 932 LOTS.

THE FOR SOME REASON, THEY HAD INCLUDED PHASE ONE, WHICH WAS ALSO APPROVED IN 2003 AS MAJOR SUBDIVISION MAS ZERO THREE DASH ZERO ONE ZERO.

SO AGAIN, FOR THE RECORD, THE ACTUAL TENANT MAP INCLUDES ABOUT 900 LOTS THIS TIME THAT HAS BEEN EXTENDED MULTIPLE TIMES, UH, FOUR TIMES BY THE PLANNING COMMISSION AND FIVE TIMES BY THESE STATES.

UH, IT ALSO IS BEING CONSIDERED AS PART OF A DEVELOPMENT AGREEMENT THAT THE PLANNING COMMISSION HAD RECOMMENDED, UH, THE BOARD APPROVE ON JULY 8TH.

SO THE PURPOSE OF THIS EXTENSION APPLICATION IS TO ENSURE THAT THE MAP WILL NOT EXPIRE BEFORE THE BOARD OF SUPERVISORS CONSIDER THE DEVELOPMENT AGREEMENT.

ALSO KNOWN AS DA 19 DASH ZERO ZERO ONE ON JULY 28TH TO 2020.

THE PROJECT SITE HIGHLIGHTED HERE IN RED IS LOCATED ON THE EAST SIDE OF HIGHWAY 33 ON THE NORTH AND SOUTH SIDE OF PARKWAY BOULEVARD.

IT'S LOCATED WITHIN THE COMMUNITY SPECIFIC PLAN.

UH, ALTHOUGH THE IMMEDIATE SURROUNDING AREA IS MOSTLY UNDEVELOPED.

UH, MOST OF THE DEVELOPED PORTION OF THE SANTA ANA COMMUNITY SPECIFIC PLAN IS LOCATED NORTHWEST HERE IS THE PROOF 10 OF MAP.

AS YOU CAN SEE THE HOLLOWED OUT AREA OF THIS MAP SHOWS, UH, PHASE ONE AND THEN THE REST OF THE ACTUAL SUBDIVIDED LOTS ARE PHASE TWO.

UH, THE PROJECT SITE IS DESIGNATED LOW DENSITY.

RESIDENTIAL LAND USE AND ZONED ARE ONE 5,000 SINGLE FAMILY RESIDENTIAL, UH, BECAUSE THERE'S NO CHANGE TO THE PROJECT PROJECT SITE, THE SURROUNDING AREA, THE PROJECT CAN BE FOUND CONSISTENT AGAIN WITH THE GOALS AND POLICIES OF THE GENERAL PLAN, THE SANTA NELLA COMMITTEE SPECIFIC PLAN, AS WELL AS APPLICABLE PROVISIONS OF THE ZONING CODE SUBDIVISION MAP ACT AND TITLE 17 OF THE COUNTY CODE.

UH, STAFF HAS DETERMINED THAT THERE IS NO FURTHER ENVIRONMENTAL REVIEW REQUIRED TO PURSUANT TO SECTION ONE FIVE ONE EIGHT TWO RESIDENTIAL PROJECTS PURSUANT TO A SPECIFIC PLAN.

THIS IS BECAUSE THE PROJECT SCOPE WAS, UH, WITHIN THE CENTENNIAL COMMITTEE SPECIFIC PLAN AND WAS ANALYZED AS PART OF THE EIR THAT WAS PREPARED FOR THE SPECIFIC PLAN AND CERTIFIED MARCH 27, 20 2001 BY THE BOARD OF SUPERVISORS, BECAUSE THERE HAD BEEN NO CHANGES TO THE PROJECT PROJECT SITE OR THE ENVIRONMENTAL CHARACTER OF THE SURROUNDING AREA.

AGAIN, THERE IS NO FURTHER ENVIRONMENTAL REVIEW REQUIRED.

NOTICE OF THIS PUBLIC HEARING WAS PUBLISHED IN NUMBER SAID

UH, HOURS OF PROPOSED OPERATION ARE 8:00 AM TO 6:00 PM, MONDAY THROUGH FRIDAY AND 9:00 AM TO 6:00 PM ON SATURDAYS AND SUNDAYS.

THE PROJECT SITE IS DESIGNATED GO HIRE URBAN COMMUNITY MIXED USE LAND USE, AND ZONED C2 GENERAL COMMERCIAL.

BEFORE I MOVE FORWARD IN THE PRESENTATION, I WOULD LIKE TO NOTE THAT I'M A REVISION TO THE CONDITIONS OF APPROVAL THAT YOU RECEIVED IN YOUR PACKET, UM, HAS BEEN MADE.

HERE, WE HAVE A SITE PLAN FOR THE PROJECT.

ALL FEATURES OF THE SITE ARE EXISTING, INCLUDING THE EXISTING SHOP AREA, RESTROOMS, OFFICE, AND PARKING SPACES AS WELL.

HERE, WE HAVE AN IMAGE OF THE PROJECT SITE, WHICH SHOWS THE EXISTING BUILDING AND SITE, UH, NO CHANGES.

AS I MENTIONED TO THE STRUCTURE, OUR PROPOSAL HERE, WE HAVE AN IMAGE OF AN AUTO PARTS STORE ACROSS THE STREET FROM THE PROJECT SITE.

AND HERE WE HAVE AN IMAGE OF AN EXISTING RESIDENCE LOCATED DIRECTLY WEST OF THE PROJECT SITE ACROSS LEPTO AVENUE.

AND I JUST WANTED TO NOTE WITH THESE IMAGES THAT IT SHOWS THAT IN THAT AREA, THERE'S A MIX OF COMMERCIAL, RESIDENTIAL, AND A VARIETY OF OTHER LAND USES IN THE PROJECT OF SANITY.

THE PROPOSED TIRE SHOP IS CONSISTENT WITH THE GOALS AND POLICIES OF THE GENERAL PLAN RELATED TO URBAN DEVELOPMENT.

THE PROPOSALS ALSO CONSISTENT WITH THE GOALS OF THE MIXED USE DESIGNATION AND APPLICABLE PROVISIONS OF THE DELL HIGH COMMUNITY PLAN AS CONDITIONED.

THE PROJECT IS ALSO CONSISTENT WITH THE ZONING CODE.

STAFF HAS FOUND THAT NO FURTHER ENVIRONMENT OR REVIEW IS REQUIRED PURSUANT TO SECTION ONE, FIVE, THREE ZERO ONE EXISTING FACILITIES HAVE THE SECRET GUIDELINES.

The modification includes the demolition of a 41,200 square foot animal shelter and the construction of an 85,800 square foot freestall barn, within the existing footprint of the facility. The project site is located at the northeast corner of S. Healy Road and E. Reilly Road in the Merced area, identified as Assessor's Parcel Numbers (APNs) 066-033-004, 066-110-030, 066-271-002 and 066-271-003. The property is designated Agricultural land use in the General Plan and is zoned A-1 (General Agricultural). I WILL BE PRESENTING THIS PROJECT FOR OUR STAFF PLANNER, PAM NOVARIS WHO UNFORTUNATELY WASN'T ABLE TO ATTEND TODAY'S MEETING.

THIS PROPOSED PROJECT IS QP NUMBER 16 DASH ZERO ZERO ONE FOR THE NUNES DAIRY.

THE APPLICANT IS ANTONIO NUNES.

UH, THE REQUEST IS TO EXPAND THE EXISTING DAIRY FROM 1,276 ANIMALS.

I'M SORRY.

LET ME GET USED TO THIS FROM 1,276 ANIMALS TO 2100 ANIMALS.

THERE ARE CURRENTLY 776 MILK AND DRY COWS, 428 HEIFERS AND 72 COWS ON THE DAIRY FACILITY.

NOW THE PROPOSAL WILL EXPAND THE NUMBERS FROM OR TO 800 1800 MILK AND DRY COWS AS WELL AS 300 CALVES WITH THE HEIFERS BEING RELOCATED OFFSITE.

THIS REPRESENTS AN INCREASE OF 824 ANIMALS ON THE SITE.

THERE ARE APPROXIMATELY 18 ACRES OF ACTIVE DAIRY FACILITIES AND APPROXIMATELY 189 ACRES OF FARMLAND FOR CROPS AS WELL AS APPLICATION, AS PART OF THIS REQUEST, THE EXPANSION ALSO INCLUDES THE DEMOLITION OF A 41,200 SQUARE FOOT ANIMAL SHELTER, AS WELL AS THE CONSTRUCTION OF A NEW 85,800 SQUARE FOOT FREESTALL BARN WITHIN THE EXISTING DAIRY FOOTPRINT.

TAKING A LOOK AT THE VICINITY OF THE PROJECT SITE.

THE PROJECT SITE IS LOCATED ON THE NORTHWEST NORTHEAST CORNER OF RILEY ROAD IN HEALEY ROAD IN THE MERSEYSIDE AREA.

THE PROJECT SITE CONSISTS OF FOUR PARCELS IDENTIFIED HERE IN RED.

AGAIN, TOTALING APPROXIMATELY 207 ACRES.

THE DAIRY FACILITIES ARE LOCATED ON 18 ACRES OF THE PROJECT SITE.

SO TAKING A LOOK AT, AT THE AREA WE HAVE HERE, WE CAN SEE THE EXISTING DAIRY FACILITY WITH THE FREESTALL BARN TO THE SOUTH.

WE'VE GOT SOME WASTEWATER LAGOONS, I'LL MILK PARLOR, COMMODITY BARN, AND SOME SINGLE FAMILY RESIDENCES TO THE WEST AND THE NORTHWEST OF THE PROJECTS, LOOKING AT THE SITE PLAN, THE AREAS THAT ARE SHOWED HATCHED ARE THE PROPOSED AREAS TO BE DEMOLISHED WITH THE NEW FREESTALL BARN SHADED IN BLUE, IN THE MIDDLE OF THE DAIRY FACILITY.

YEAH.

IN TERMS OF THE OPERATIONS.

THIS PROPOSED PROJECTS EXPANSION WILL INCREASE THE NUMBER OF EMPLOYEES FROM SEVEN TO NINE.

IT WILL ALSO INCREASE THE NUMBER OF DAILY VEHICLE TRIPS FROM 21 TO APPROXIMATELY 31, INCLUDING FIVE TRUCK TRIPS.

UH, THERE'S NO CHANGE TO THE WASTE MANAGEMENT SYSTEM

THIS INCLUDES FLUSH AND SCRAPE SYSTEMS, A WASTEWATER BEING APPLIED TO LAND APPLICATION AREA, AS WELL AS SOLID MANURE BEING REMOVED AND EXPORTED TO LAND APPLICATION AREAS.

IN TERMS OF CONSISTENCY WITH THE GENERAL PLAN, THE GENERAL PLAN DESIGNATION IS AGRICULTURAL STAFF HAS REVIEWED THE PROPOSAL FOR CONSISTENCY WITH A GENERAL PLAN AND HAS FOUND THE PROJECT TO BE CONSISTENT WITH LOCAL CODES AND REGULATIONS, INCLUDING THE LAND USE AGRICULTURAL TRANSPORTATION AND CIRCULATION ELEMENTS, AS WELL AS THE NATURAL RESOURCES AND THE HEALTH AND SAFETY ELEMENTS, UH, WITH MITIGATION PROJECT, UH, CAN BE FOUND CONSISTENT WITH, UH, OR EXCUSE ME, THE AIR QUALITY WATER ELEMENT AND RECREATION AND CULTURAL RESOURCES, UH, ELEMENTS, UH, CAN BE FOUND CONSISTENT WITH THE GENERAL PLAN AS WELL.

THE PROJECT SITE IS ZONED GENERAL AGRICULTURAL.
