FIRST ITEM ON THE AGENDA, M S 25 022. GOOD MORNING COMMISSIONERS. MY NAME IS ANNA BROWNING. THE PROJECT BEFORE YOU TODAY IS MINOR SUBDIVISION, NUMBER M S 25 022 FOR THE APPLICANT, DANIEL HURTADO.

THE PROJECT IS A REQUEST TO SUBDIVIDE AN APPROXIMATELY 24,600 SQUARE FOOT PARCEL INTO TWO PARCELS, RESULTING IN PARCEL ONE, APPROXIMATELY 14,072FT² AND PARCEL TWO APPROXIMATELY 10,573FT².

THERE'S NO DEVELOPMENT PROPOSED WITH THE PROJECT, AND THE PROJECT SITE IS DESIGNATED LA GRANDE URBAN COMMUNITY AND LOW DENSITY RESIDENTIAL

LAND USE IN THE GENERAL PLAN AND ZONED R-1 SINGLE FAMILY RESIDENTIAL.

THIS IS THE VICINITY OF THE PROJECT SITE. THE SITE IS OUTLINED IN RED AND CONSISTS OF ONE PARCEL TOTALING APPROXIMATELY 24,600FT².

LOCATED ON THE WEST SIDE OF SOUTH FRESNO ROAD, APPROXIMATELY 125FT SOUTH OF SOUTH SANTA FE AVENUE IN THE LA GRANDE AREA.

THE SURROUNDING AREA IS MADE UP OF AGRICULTURAL LAND USES TO THE EAST AND RESIDENTIAL LAND USES TO THE NORTH, SOUTH AND WEST. HERE IS A CLOSER VIEW OF THE PROJECT SITE.

THE SITE CONSISTS OF A SINGLE FAMILY HOME AND A RESIDENTIAL SHOP.

THE HOME HAS WASTEWATER. THE HOME HAS WASTEWATER MANAGED BY AN ONSITE SEPTIC SYSTEM AND WATER SERVICES PROVIDED BY THE LA GRANDE COMMUNITY SERVICE DISTRICT.

THE PARCEL HAS STREET FRONTAGE ONTO SOUTH FRESNO ROAD.

HERE IS THE BOUNDARY OF THE LA GRANDE URBAN COMMUNITY IN RED, AND THE PROJECT SITE IS IDENTIFIED WITH THE STAR.

THIS IS THE TENTATIVE MAP WHICH DISPLAYS BOTH PROPOSED PARCELS.

PARCEL ONE APPROXIMATELY 14,027FT² OUTLINED IN RED AND PARCEL TWO.

APPROXIMATELY 10,573FT² OUTLINED IN BLUE. PARCEL ONE WOULD MAINTAIN THE HOME.

THE LA GRANDE COMMUNITY SERVICE DISTRICT HAS PROVIDED A CANNON WILL SERVE LETTER DATED SEPTEMBER 8TH, 2025, INDICATING THAT THE DISTRICT WOULD PROVIDE SEWER SERVICES TO PROPOSED PARCEL ONE.

PRIOR TO CONNECTING TO THE DISTRICT, THE APPLICANT WOULD BE REQUIRED TO DESTROY THE SEPTIC SYSTEM PER ENVIRONMENTAL HEALTH STANDARDS. WATER SERVICES WOULD CONTINUE TO BE PROVIDED BY THE LA GRANDE COMMUNITY SERVICE DISTRICT, AND THE PROPOSED PARCEL WOULD CONTINUE TO HAVE STREET FRONTAGE ONTO SOUTH FRESNO ROAD. PARCEL TWO WOULD MAINTAIN THE RESIDENTIAL SHOP PER CANNON WILL SERVE. LETTER DATED OCTOBER 17TH, 2025.

THE LA GRANDE COMMUNITY SERVICES DISTRICT WOULD PROVIDE BOTH WATER AND SEWER SERVICES FOR PROPOSED PARCEL TWO.

PARCEL TWO WOULD ALSO HAVE STREET FRONTAGE OFF SOUTH FRESNO ROAD.

THE PROJECT IS CONSISTENT WITH THE APPLICABLE GENERAL PLAN POLICIES INCLUDING BUT NOT LIMITED TO GOAL, LU ONE GOAL LU DASH FIVE POINT A AND LU DASH FIVE POINT C.

REGARDING THE CONTINUED SUPPORT OF LAND WITHIN URBAN COMMUNITIES WITH ADEQUATE SERVICES AVAILABLE, THE PROJECT CAN BE FOUND CONSISTENT WITH THE LA GRANDE COMMUNITY PLAN, INCLUDING POLICY LU DASH ONE, WHICH ENCOURAGES A VARIETY OF DIFFERENT HOUSING TYPES WITHIN THE COMMUNITY. THE PROJECT CAN ALSO BE FOUND CONSISTENT WITH THE APPLICABLE PROVISIONS OF THE SUBDIVISION MAP ACT AND TITLE 17. FINALLY, THE PROJECT IS CONSISTENT WITH THE APPLICABLE GOALS AND DEVELOPMENT STANDARDS OF THE MERCED COUNTY ZONING CODE.

MEETING THE MINIMUM PARCEL SIZE REQUIREMENTS OF THE R-1 SINGLE FAMILY RESIDENTIAL ZONING DISTRICT, AS OUTLINED IN SECTION 18.12. STAFF HAS FOUND THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM ENVIRONMENTAL REVIEW.

PURSUANT TO SECTION 15315 MINOR LAND DIVISIONS OF THE SCL GUIDELINES.

THE PROJECT CONSISTS OF THE DIVISION OF PROPERTY IN AN URBANIZED AREA ZONED RESIDENTIAL INTO FOUR OR FEWER PARCELS, AND IS IN CONFORMANCE WITH THE GENERAL PLAN AND ZONING, WITH NO VARIANCES OR EXCEPTIONS REQUIRED FOR THE SUBDIVISION.

THE PROPOSED PARCELS WOULD HAVE ADEQUATE SERVICES AVAILABLE BY THE LA GRANDE COMMUNITY SERVICES DISTRICT AND WOULD HAVE ACCESS AVAILABLE TO LOCAL STANDARDS.

FINALLY, THE PROJECT SITE DOES NOT HAVE A SLOPE GREATER THAN 20% AND HAS NOT BEEN INVOLVED IN A DIVISION OF A LARGER PARCEL WITHIN THE PREVIOUS TWO YEARS.

NOTICE OF THE PUBLIC HEARING WAS PUBLISHED IN MERCED COUNTY TIMES AND MAILED TO PROPERTY OWNERS WITHIN 300FT OF THE PROJECT SITE ON MARCH 26TH,
