GOOD MORNING, CHAIRMAN SPYCHER AND COMMISSIONERS.

MY NAME IS ANNA HERNANDEZ.

AND THE PROJECT BEFORE YOU TODAY IS MINOR SUBDIVISION NUMBER MS 24-013 FOR THE APPLICANT, SANTA FE AERO VISTA, LLC. THE PROJECT IS A REQUEST TO SUBDIVIDE A 40.8 ACRE PARCEL INTO TWO NEW PARCELS, RESULTING IN PARCEL SIZES OF. PARCEL ONE 20.4 ACRES AND PARCEL TWO 20.4 ACRES.

THERE IS NO DEVELOPMENT PROPOSED WITH THIS PROJECT, AND THE PROJECT SITE IS DESIGNATED FRANKLIN BEACHWOOD URBAN COMMUNITY AND INDUSTRIAL LAND USE IN THE GENERAL PLAN AND ZONED M-1 LIGHT MANUFACTURING.

THIS IS THE VICINITY OF THE PROJECT SITE.

THE PROJECT SITE IS OUTLINED IN RED AND CONSISTS OF ONE 40.8 ACRE PARCEL LOCATED ON THE NORTHEAST CORNER OF NORTH BEACHWOOD DRIVE AND NORTH SANTA FE DRIVE IN THE FRANKLIN BEACHWOOD AREA.

THE PROJECT SITE AND SURROUNDING AREA IS GENERALLY FLAT AND IS CHARACTERIZED BY INDUSTRIAL, AGRICULTURAL, AND RESIDENTIAL LAND USES WITH INDUSTRIAL LAND USES SITUATED ALONGSIDE BEACHWOOD DRIVE.

AGRICULTURAL LAND USES LOCATED ON THE EAST SIDE OF THE PROJECT SITE, AND RESIDENTIAL LAND USE IS LOCATED SOUTH OF THE PROJECT SITE ACROSS SANTA FE DRIVE.

THIS IS THE TENTATIVE PARCEL MAP WHICH DISPLAYS BOTH PROPOSED PARCELS.

PARCEL ONE 20.4 ACRES OUTLINED IN BLUE.

AND PARCEL TWO 20.4 ACRES OUTLINED IN RED.

THE PROJECT SITE CURRENTLY HAS SEVERAL BUILDINGS LOCATED ON PROPOSED PARCEL TWO USED AS STORAGE.

BOTH PARCELS WOULD HAVE WATER SERVICE PROVIDED BY THE CALIFORNIA AMERICAN WATER MEADOWBROOK DISTRICT.

SHOULD DEVELOPMENT OCCUR ON PARCEL ONE, A NEW SEPTIC SYSTEM WOULD BE REQUIRED AND PERMITTED TO STANDARD BY THE MERCED COUNTY DIVISION OF ENVIRONMENTAL HEALTH.

ADDITIONALLY, A 60 FOOT WIDE ACCESS EASEMENT FROM THE DRIVEWAY ON BEECHWOOD DRIVE IS PROPOSED FOR THE BENEFIT OF PARCEL ONE.

PARCEL TWO WOULD MAINTAIN THE EXISTING DRIVEWAY ACCESS OFF BEACHWOOD DRIVE AND AN ONSITE SEPTIC SYSTEM.

THE NATIONAL WETLANDS INVENTORY INDICATES THE POTENTIAL WATER FEATURES LOCATED ON THE SOUTHEASTERN PORTION OF THE SITE MAY BE FRESHWATER EMERGENT WETLANDS AND A RIVERINE.

THE APPLICANT PROPOSES TO BUFFER AND SETBACK 200FT FROM THE WETLAND FEATURE, WHICH WOULD BE ADEQUATE TO AVOID IMPACTS TO THESE FEATURES.

THE PROJECT IS CONSISTENT WITH ALL APPLICABLE GENERAL PLAN POLICIES, INCLUDING BUT NOT LIMITED TO GOAL LU 5.B, LU 5.D AND LU 5.E, AND IS CONSISTENT WITH THE APPLICABLE PROVISIONS OF THE SUBDIVISION MAP ACT AND TITLE 17 AND THE FRANKLIN BEECHWOOD COMMUNITY PLAN. ADDITIONALLY, THE PROJECT IS CONSISTENT WITH THE MERCED COUNTY ZONING CODE MEETING THE MINIMUM PARCEL SIZE REQUIREMENTS FOR THE M-1 LIGHT MANUFACTURING ZONE AS OUTLINED IN SECTION 118.16 OF THE ZONING CODE.

STAFF HAS FOUND THAT NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED PURSUANT TO SECTION 15315 MINOR LAND DIVISIONS OF THE CEQA.

GUIDELINES. THE PROJECT CONSISTS OF THE DIVISION OF PROPERTY IN AN URBANIZED AREA, ZONED INDUSTRIAL INTO FOUR OR FEWER PARCELS, AND IS IN CONFORMANCE WITH THE GENERAL PLAN AND

ZONING, WITH NO VARIANCES OR EXCEPTIONS REQUIRED.

THE PROJECT SITE HAS ALL SERVICES AND ACCESS AVAILABLE TO LOCAL STANDARDS.

THE PARCEL DOES NOT HAVE A SLOPE GREATER THAN 20% AND HAS NOT BEEN INVOLVED IN A DIVISION OF A LARGER PARCEL WITHIN THE PREVIOUS TWO YEARS.

NOTICE OF THIS PUBLIC HEARING WAS PUBLISHED IN THE MERCED COUNTY TIMES ON DECEMBER 26TH, 2024, AND MAILED TO PROPERTY OWNERS OF RECORD WITHIN 300FT OF THE PROJECT SITE ON DECEMBER 27TH, 2024.

NO COMMENTS WERE RECEIVED.

STAFF HAS TWO RECOMMENDATIONS TO DETERMINE THE PROJECT IS CATEGORICALLY EXEMPT FROM ENVIRONMENTAL REVIEW PURSUANT TO SECTION 15315 MINOR LAND DIVISIONS OF THE CEQA GUIDELINES AND APPROVE MINOR SUBDIVISION NUMBER MS 24-013 BASED ON THE ON THE FINDINGS INCLUDED IN THE STAFF REPORT AND SUBJECT TO THE RECOMMENDED CONDITIONS OF APPROVAL.
