SO MY NAME IS TIFFANY HO.

I'M A PLANNER THREE WITH THE ECONOMIC DEVELOPMENT DEPARTMENT AND I AM PRESENTING TO YOU TODAY.

EXTENSION APPLICATION NUMBER EXT 22-0152 MAJOR SUBDIVISION NUMBER MAS 06006.

THE SUBDIVISION WAS CALLED AND IS CALLED SANTA NELLA VILLAGE WEST FOR THE APPLICANT SANDY BROTHERS.

THE REQUEST IS TO EXTEND THE EXPIRATION DATE OF AN APPROVED TENTATIVE MAP MAJOR SUBDIVISION MAS 06006 BY TWO YEARS FROM FEBRUARY 9TH, 2023 TO FEBRUARY 9TH, 2025.

THE LETTER OR THE REQUEST WAS PROMPTED BY A LETTER DATED DECEMBER 8TH, 2022, FOR THE REASONS OF OBTAINING ADDITIONAL TIME TO ADDRESS UTILITY ISSUES RELATED TO WATER AVAILABILITY, AS WELL AS ONGOING MARKET CONDITIONS.

TO GIVE THE COMMISSION SOME BACKGROUND.

MAJOR SUBDIVISION 0006-006 SANTA NELLA VILLAGE WEST WAS APPROVED BY THE PLANNING COMMISSION ON AUGUST 9TH, 2006. THAT SUBDIVISION WAS TO SUBDIVIDE 345 ACRES INTO 881 SINGLE FAMILY RESIDENTIAL LOTS, A TEN ACRE ELEMENTARY SCHOOL WITH AN ADJACENT TEN ACRE PARK AND THEN A SMALL FOUR ACRE PARK ON THE NORTHWEST PORTION OF THE PROJECT.

ADDITIONALLY, THE PROJECT WOULD FEATURE TWO STORMWATER DETENTION BASINS AND VARIOUS OPEN SPACE AND TRAILS TO ACCOMMODATE THE MIGRATION OF SAN JOAQUIN FOX AND PROVIDE WETLAND PROTECTION MITIGATION MEASURES.

THE PROJECT IS LOCATED ON THE WEST SIDE OF SOUTH HIGHWAY 33, ABOUT 4300 FEET SOUTH OF WEST HENRY MILLER, HENRY MILLER AVENUE AND WAS SLOTTED TO BE BUILT IN EIGHT DIFFERENT PHASES.

SOME BACKGROUND ON THE EXTENSION HISTORY.

THIS PROJECT HAS BEEN EXTENDED NUMEROUS TIMES BY THE STATE, SEVEN EXTENSIONS IN TOTAL BY THE STATE, AND THEN TWO YEARS OF AN EXTENSION GRANTED BY THE PLANNING COMMISSION.

AS YOU MAY KNOW, THE PLANNING COMMISSION IS ALLOWED TO GRANT SIX YEARS OF EXTENSIONS.

SO WITH THIS PROJECT, IF IT WAS TO BE APPROVED, THEY WOULD HAVE ANOTHER TWO YEARS TO BE TO APPLY FOR EXTENSIONS.

THIS IS A VICINITY MAP OF THE PROJECT.

THE PROJECT SITE IS HIGHLIGHTED IN BLUE.

YOU CAN SEE THAT THE SITE SPANS MANY PARCELS AND IS LOCATED IN THE NORTHERN PORTION OF SANTA NELLA.

HERE IS THE PROPOSED TENTATIVE MAP WITH ALL THE LOTS KIND OF SUBDIVIDED AND SHOWN ON A MAP.

AS FOR GENERAL PLAN AND LOCAL COMMUNITY PLAN CODES AND REGULATION CONSISTENCY, THIS PROJECT WAS FOUND TO BE CONSISTENT WITH THE 2030 MERCED COUNTY GENERAL PLAN AND SANTA NELLA COMMUNITY SPECIFIC PLAN AT THE TIME OF APPROVAL.

THE PROJECT SITE WAS DESIGNATED LOW DENSITY, RESIDENTIAL AND GOLF LAND USE IN THOSE PLANS, AND THEN THE PROJECT SITE WAS ZONED R-1 SINGLE FAMILY RESIDENTIAL AND A-1 AGRICULTURAL GENERAL AGRICULTURAL.

THE GENERAL AGRICULTURAL PORTION IS THAT GOLF PORTION OF THE SITE AND IN THE COMMUNITY SPECIFIC PLAN, IT DOES STATE THAT A ONE IS AN IMPLEMENTING ZONING DISTRICT FOR GOLF.

AND WITH THAT SAID, AT THE TIME OF APPROVAL, THIS PROJECT WAS CONSISTENT WITH THE ZONING CODE AND SO THEREFORE THE EXTENSION WOULD NOT DRIVE ANY CHANGES TO THE PROJECT.

SO THERE AREN'T ANY CHANGES TO THE CONSISTENCY WITH THE GENERAL PLAN AND THE SANTA NELLA COMMUNITY SPECIFIC PLAN.

THE PROJECT ITSELF IS ALSO CONSISTENT WITH THE SUBDIVISION MAP ACT AND TITLE 17 OF THE MERCED COUNTY CODE.

FOR ENVIRONMENTAL REVIEW.

STAFF FOUND THAT NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED PURSUANT TO SECTION 151 RESIDENTIAL PROJECTS PURSUANT TO A SPECIFIC PLAN.

AGAIN, THIS PROJECT WAS APPROVED IN 2006 AT THAT TIME, KIND OF TEARING OFF OF THE SANTA NELLA COMMUNITY PLAN SPECIFIC PLAN EIR, WHICH WAS CERTIFIED BY THE BOARD OF SUPERVISORS IN 2001.

THE PROJECT WAS FOUND TO BE CONSISTENT WITH THE COMMUNITY SPECIFIC PLAN AT THAT TIME.

AND SINCE THERE ARE NO SUBSTANTIAL CHANGES TO THE PROJECT OR THE ENVIRONMENTAL CHARACTER OF THE SITE, THE PROJECT STILL REMAINS CONSISTENT WITH THE SPECIFIC PLAN . FOR PUBLIC COMMENTS.

PUBLIC NOTICE OF THIS HEARING WAS PUBLISHED IN THE MERCED COUNTY TIMES ON JANUARY 26TH, 2023, AND MAILED TO PROPERTY OWNERS WITHIN JANUARY 27TH, 2023. AT THE TIME OF THE STAFF REPORT, NO COMMENTS WERE RECEIVED, BUT AFTER THE STAFF REPORT WAS PUBLISHED, ONE COMMENT LETTER WAS RECEIVED AND IS PROVIDED TO YOU THE COMMISSION AS ATTACHMENT D AND TO THE PUBLIC AT THE FRONT DESK.

THE COMMENT SHOWED CONCERNS REGARDING WATER, ROAD CAPACITY, TRAFFIC, CONSTRUCTION, WORKING HOURS OF THE CONSTRUCTION CLEANUP, MOSQUITOES, STREET SWEEPING PARKS AND LANDSCAPING.

TO ADDRESS SOME OF THOSE CONCERNS I DID WANT TO HIGHLIGHT THAT IN TERMS OF THE WATER AS PART OF THE ORIGINAL SUBDIVISION CONDITIONS OF APPROVAL, THERE ARE MANY THINGS THAT ADDRESS THESE CONCERNS.

ONE CONDITION NUMBER FOUR WOULD REQUIRE A COMMITMENT FROM SANTA NELLA COUNTY WATER DISTRICT FOR THE PURPOSES OF WATER SERVICE AND SEWER SERVICE PRIOR TO RECREATION.

SO THEY MUST ACTUALLY OBTAIN COMMITMENTS FROM THEM FOR THAT SERVICE.

AS FOR ROAD CAPACITY CONDITIONS, 714 AND 15 WOULD HELP WITH ROADWAY CAPACITY, INCLUDING ROADWAY CONSTRUCTION, CONSTRUCTION OF A BRIDGE, AND THEN RECONSTRUCTION AND EXTENSION TO HIGHWAY 33.

FINALLY, FOR CONSTRUCTION, THE CONSTRUCTION REQUIREMENTS ARE OUTLINED IN ARTICLE THREE, WHICH INCLUDES NOISE AND GENERAL PERFORMANCE STANDARDS FOR HOW WE OPERATE CONSTRUCTION, INCLUDING WHEN WE NEED TO DO THOSE CONSTRUCTION OPERATING HOURS TO MINIMIZE NOISE IMPACTS.

OTHER CONCERNS THAT ARE NOT REALLY RELATED TO THE JURISDICTION I STILL WANT TO KIND OF CAPITALIZE ON SUCH AS LANDSCAPING.

CONDITION NUMBER TEN DOES STATE THAT FEES WILL BE PAID TO BASICALLY FUND A LANDSCAPING MAINTENANCE ROAD AND A ROAD MAINTENANCE ZONE FOR THE SUBDIVISION.

AND THEN, OF COURSE, WITH THE PARKS, THIS PROJECT WOULD INVOLVE CONSTRUCTION OF TWO PARKS.

SO THERE WOULD ACTUALLY BE PARKS AFTER IF THIS PROJECT WERE TO BE BUILT.

IN CONCLUSION, BASED OFF OF THE ITEMS TALKED TODAY IN THE SUMMER, THIS PRESENTATION AND THEN DETAILED IN THE STAFF REPORT STAFF HAS TWO RECOMMENDATIONS. THE FIRST TO BE PLANNING COMMISSION DETERMINED THAT NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED.

AND THEN THE SECOND FOR THE PLANNING COMMISSION TO APPROVE THE EXTENSION APPLICATION.

THIS CONCLUDES STAFF PRESENTATION.

A HANDFUL OF THINGS. I'M ACTUALLY GOING TO START WITH THE GENTLE LADY IN THE FRONT.

THANK YOU FOR PARTICIPATING IN THE PROCESS AND GIVING US YOUR CONCERNS AND ALSO GIVING US AND OUR STAFF AN OPPORTUNITY TO TO HOPEFULLY ADDRESS THOSE CONCERNS.

SO I WANT TO SAY THANK YOU FOR PARTICIPATING IN THE PROCESS.

SO I WANTED TO START THERE A HANDFUL OF THINGS TODAY.

ONE, I WANT TO JUST REALLY PUBLICLY ACKNOWLEDGE MR. ACHESON I'M VERY PROUD OF HIM FOR MANY DIFFERENT REASONS.

HE'S UNDERTAKEN A GREAT DEAL OF STRESS ON HIMSELF IN RECENT WEEKS WITH THE PASSING OF HIS WIFE, AND I JUST REALLY APPRECIATE HOW YOU HAVE CARRIED YOURSELF AND HOW YOU HAVE TAKEN CARE OF YOUR FAMILY AND HOW YOU AND DONNA ALWAYS CONDUCTED YOURSELVES AS AS HUSBAND AND WIFE, AND I THINK MORE IMPORTANTLY, AS BEST FRIENDS.

AND I AM VERY PROUD OF YOU.

AND I FEEL VERY BLESSED TO TO HAVE YOU IN MY LIFE.

ALSO, WANTED TO SHIFT GEARS HERE REAL QUICK.

THESE PAST SEVERAL WEEKS HAVE BEEN OF EXTRAORDINARY CHALLENGE TO THE COUNTY OF MERCED AND MANY OF OUR RESIDENTS.

I'VE HAD A GOOD BIRD'S EYE VIEW NOW FOR SEVERAL WEEKS AS IT RELATES TO, OBVIOUSLY THE STORM EVENTS THAT THAT HAMMERED NOT ONLY CALIFORNIA, BUT SPECIFICALLY MERCED COUNTY, MERCED COUNTY AS EACH OF YOU ARE WELL AWARE WAS WAS EXPRESSLY NAMED IN THE PRESIDENTIAL DECLARATION BECAUSE OF SOME OF THE ISSUES THAT OUR RESIDENTS ARE FACING.

AND WHILE THERE ARE A LOT OF POCKETS THROUGHOUT THE COUNTY, I'LL FOCUS MY COMMENTS TODAY SPECIFICALLY ON THE COMMUNITY OF PLANADA AS WELL AS MCSWAIN, TWO COMMUNITIES THAT ARE VERY DIFFERENT IN A LOT OF WAYS.

BUT I WILL TELL YOU, THERE'S A LOT OF COMMONALITIES AS WELL IN TERMS OF THE TYPES OF CHALLENGES THAT THAT PEOPLE IN THIS COMMUNITY ARE CURRENTLY FACING.

WE'RE TALKING ABOUT PEOPLE WHO HAVE IN MANY RESPECTS BOOTSTRAPPED EFFORTS SO AS TO HELP LIFT UP THEIR NEIGHBORS. AND THAT'S THAT'S THAT'S BEEN A BEAUTIFUL THING TO SEE AS A COUNTY.

WHAT I CAN SAY IS THAT THE COUNTY HAS A RAZOR SHARP FOCUS RIGHT NOW AS WE SPEAK ON WHAT CAN WE DO EVERY SINGLE DAY TO HELP EVERY SINGLE PERSON WHO'S BEEN IMPACTED RECOVER FULLY.

THAT'S OUR GOAL. AND SO EVERY SINGLE COUNTY DEPARTMENT, OUR COUNTY EXECUTIVE OFFICER, OUR BOARD, OUR ANCILLARY PARTNERS WITH BOTH CAL FIRE, THE SHERIFF'S DEPARTMENT, NONPROFIT ORGANIZATIONS, COMMUNITY BASED ORGANIZATIONS, THIS IS GOING TO BE A LONG THIS IS GOING TO BE A LONG HAUL. THIS IS NOT GOING TO BE DONE OVERNIGHT, THIS RECOVERY.

BUT I THINK THE UNDERLYING POINT IS ALL OF THOSE GROUPS THAT I JUST MENTIONED, WE'RE GOING TO BE STANDING SIDE BY SIDE THOSE COMMUNITIES UNTIL WHICH TIME THEY ARE FULLY 100% RECOVERED.

I KNOW THAT THAT'S A CONCERN.

BUT THIS COUNTY HAS HAS DONE A LOT OF REALLY GOOD WORK IN A VERY SHORT AMOUNT OF TIME, ESPECIALLY AT THE OUTSET, TO ENSURE THAT

THERE WAS THAT THERE WERE SHELTERS IN PLACE, THAT THERE WAS FOOD BEING PROVIDED, THAT THERE WERE CLOTHING BEING PROVIDED, THAT THERE WAS A DONATION NETWORK THAT WAS ESTABLISHED. THERE WAS A LOT OF VERY GOOD WORK THAT WAS DONE.

AND I JUST WANT TO SAY THANKS TO THIS COMMISSION, AS SEVERAL OF YOU REACHED OUT OVER THE COURSE OF THOSE EARLY DAYS WHEN WE WERE CHALLENGED, AND I REALLY APPRECIATE THAT A LOT.

AND I WOULD JUST HOPE THAT FOR FOLKS THAT ARE WATCHING AT HOME OR PEOPLE WHO ARE HERE IN THE AUDIENCE, YOU KNOW, JUST JUST, I THINK, DO RECOGNIZE THAT THIS IS A COUNTY OF FOLKS THAT HAVE PRETTY SIGNIFICANT HEARTS AND AND COMPASSION FOR WHAT PEOPLE ARE GOING THROUGH.

AND I JUST WANTED TO SHARE THAT WITH EACH OF YOU THAT, YOU KNOW, AGAIN, IN THOSE TWO THOSE TWO AREAS AND OBVIOUSLY THE CITY MAYOR SAID HAS GOT SOME CHALLENGES AS WELL.

SO I DON'T WANT TO LOSE SIGHT OF THE CITY.

BUT FROM A COUNTY PERSPECTIVE, YOU KNOW, OBVIOUSLY PLANADA AND MCSWAIN, THOSE COMMUNITIES ARE PRETTY HIGH ON THE LIST RIGHT NOW OF OF OF MAGNITUDE OF PRIORITY. SO JUST WANT TO TO CONTINUE TO WISH THOSE COMMUNITIES GODSPEED AND WARM WISHES AND JUST RECOGNIZE THAT THE COUNTY OF MERCED IS GOING TO BE STANDING WITH THEM EVERY STEP OF THE WAY TO ENSURE THAT THEY'VE GOT ACCESS TO INFORMATION, ACCESS TO SERVICES, ACCESS TO RESOURCES, AND THAT WE'RE NOT GOING TO WE'RE NOT JUST GOING TO SOMEDAY LEAVE.

WE'RE GOING TO BE THERE UNTIL EVERY SINGLE PERSON GETS THE HELP THAT THEY NEED.

SO WITH THAT BEING SAID, MR. CHAIRMAN, I'M GOING TO STOP THERE AND JUST SAY THANK YOU FOR YOUR TIME.

SO TODAY I AM PRESENTING SOME UPDATES ON OUR PLANNING ACTIVITIES, WHICH IS THE FRANKLIN BEECHWOOD INTERCONNECTIVITY PLAN.

AGAIN, TO GIVE THE COMMISSION SOME BACKGROUND ON THIS PROJECT, THE DEPARTMENT HAD APPLIED FOR A CAULDRON SUSTAINABLE COMMUNITIES GRANT OR SUSTAINABLE TRANSPORTATION PLANNING GRANT, WHICH WAS REALLY TO ENCOURAGE THE LOCAL AND REGIONAL PLANNING TO SUPPORT STATE GOALS AND ULTIMATELY ACHIEVE THE STATE'S GREENHOUSE GAS REDUCTION TARGETS OF 40 AND 80% BY 2030 AND 2050 RESPECTIVELY.

OUR PROJECT WAS AN APPLICATION TO DEVELOP A FRAMEWORK FOR MULTIMODAL TRANSPORTATION IMPROVEMENTS, OTHERWISE KNOWN AS ACTIVE TRANSPORTATION IMPROVEMENTS, SUCH AS IMPROVEMENTS THAT WOULD SUPPORT AND PROMOTE PEDESTRIAN BICYCLING AND PUBLIC TRANSPORTATION, IN AND AROUND FRANKLIN BEECHWOOD COMMUNITY WITH AN EMPHASIS ON ACTIVE TRANSPORTATION.

WE WERE NOTIFIED AN AWARD ON JUNE 18TH, 2020 AND RECEIVED A TOTAL OF $135,000, WITH A TOTAL PROJECT COST OF 1500 OR $152,000.

ON SEPTEMBER 15TH, 2020, THE BOARD OF SUPERVISORS ACCEPTED THE GRANT AND AUTHORIZED THE DEPARTMENT TO EXECUTE THE NECESSARY AGREEMENTS RELATED TO THE GRANT.

AND THEN ON 2021, WE RELEASED A REQUEST FOR PROPOSAL AND TJKM TRANSPORTATION CONSULTANTS WERE SELECTED AS THE WINNING BID.

REGIONAL GOVERNMENT SERVICES WAS PART OF THEIR PROPOSAL AND THEY WOULD BE PROVIDING OUTREACH SERVICES.

THE PROJECT GOALS WERE TO AGAIN CREATE A COMPREHENSIVE PLAN THAT FOCUSED ON MULTIMODAL INTERCONNECTIVITY INTERCONNECTIVITY, HANDFUL OF WORDS TO SAY WHICH REALLY MEANS CONNECTIONS BETWEEN NOT ONLY WITHIN FRANKLIN BEACHWOOD, BUT THE NEARBY COMMUNITIES SUCH AS MERCED, ATWATER AND CASTLE COMMERCE CENTER.

WOULD CREATE A PRIORITIZED LIST OF IMPROVEMENTS FOR SAFE, CONNECTED AND CONVENIENT MULTIMODAL TRANSPORTATION FOR PEOPLE OF ALL AGES, ALL ABILITIES AND ALL IDENTITIES.

THE PROJECT SCOPE INCLUDED ENGAGEMENT OF COMMUNITY AND PRIMARY STAKEHOLDERS, ASSESSMENTS OF EXISTING CONDITIONS, DEVELOPMENT OF MULTIMODAL IMPROVEMENT CONCEPTS AND CONCEPTUAL DESIGN ALTERNATIVES, IDENTIFICATION OF FUNDING SOURCES AND IMPLEMENTATION, AND THEN OVERALL, THE DEVELOPMENT OF THE PLAN AND REPORT.

OUR OUTREACH PLAN CONSISTED OF MANY DIFFERENT FRONTS.

THE FIRST WAS OUR WEBSITE INTERCONNECTFB.ORG WHICH HOSTED DOCUMENTS AND INFORMATION ABOUT MEETINGS AS WELL AS OUR WEBSITE SERVICE SURVEY AND MAP ENGINEER, WHICH I'LL TALK ABOUT IN THE NEXT SLIDE.

WE ALSO HAD A TWITTER AND FACEBOOK PAGE WITH THE SAME HANDLE INTERCONNECT FEE FOR INFORMATION BLASTS, AND THEN WE ALSO

DID EMAIL BLASTS, DOOR TO DOOR FLIERS, YARD SIGNS AND ADVERTISEMENTS ON THE BUS THAT WERE ALSO PROVIDED NOT ONLY IN ENGLISH BUT SPANISH TRANSLATION.

HERE IS A SCREENSHOT OF OUR WEBSITE SURVEY, WHICH INCLUDED MANY DIFFERENT LANGUAGES AGAIN, ENGLISH AND SPANISH TRANSLATION, AND AN ABILITY TO MAP ON GOOGLE MAPS A POINT OR ROAD THAT NEEDED IMPROVEMENT.

WE HAD A TOTAL OF FOUR COMMUNITY MEETINGS THROUGHOUT 2022 AND ONE IN 2023.

AND IN THESE MEETINGS WE DISCUSSED MANY DIFFERENT THINGS, SUCH AS THE PROJECT OBJECTIVES, EXISTING CONDITIONS, THE DESIGN CONCEPTS AND PRIORITIZATION AS WELL AS RECOMMENDATIONS AND OBTAIN FEEDBACK FROM THE COMMUNITY.

TRANSLATION SERVICES WERE PROVIDED AT ALL MEETINGS, AND THESE MEETINGS WERE HELD VIRTUALLY BECAUSE OF COVID.

WHEN WE HAD FIRST STARTED THE PROJEC.

WE DID HAVE ONE IN-PERSON MEETING, THE JULY 9TH JOINT WORKSHOP, WHICH WAS HELD AT JOE STEPHANIE ELEMENTARY SCHOOL, WHICH REALLY WAS TO GIVE AN OVERVIEW OF THREE DIFFERENT PROJECTS.

THE FRANKLIN BEECHWOOD PARK PLAN THAT WAS BEING IMPLEMENTED BY THE DEPARTMENT OF PUBLIC WORKS, THE COMMUNITY PLAN UPDATE AND THE INTERCONNECTIVITY PLAN AND REALLY DISCUSS HOW THESE WERE SEPARATE PLANNING EFFORTS THAT WERE OCCURRING IN THE SAME PLACE AND HOW THEY INTERACTED WITH EACH OTHER.

WE ALSO HAD TWO STAKEHOLDER ADVISORY MEETINGS THAT INCLUDED THE MERCED COUNTY ASSOCIATION GOVERNMENTS, THE CITY OF MERCED BICYCLE COMMISSION, DEPARTMENT OF PUBLIC WORKS AND OTHERS. AND THEN WE HAD ONE FOCUSED STAKEHOLDER MEETING THAT INCLUDED PUBLIC LIFE, HEALTH AND SAFETY, INCLUDING THE SHERIFF'S DEPARTMENT AND CAL FIRE. AND THAT MEETING WAS REALLY FOCUSED ON MAKING SURE THAT ANY IMPROVEMENTS THAT WE SUGGESTED WOULD NOT IMPEDE ANY SERVICES THAT THEY PROVIDED . FOR EXISTING CONDITIONS WE FOUND THAT MOST OF THE MEANS OF TRANSPORTATION IN FRANKLIN BEECHWOOD WAS DRIVING 95% OF TRIPS WERE WORK RELATED.

THERE ARE VERY LIMITED SIDEWALKS IN THE COMMUNITY, WITH ONLY 58% OF ROADS HAVING SIDEWALKS AND NO DEDICATED BIKE PATHS.

THERE WERE A FEW CLASS THREE BIKE PATHS OR BIKE PATHS THAT ARE REALLY ALONG THE STREET WITH NO SEPARATION OF TRAFFIC.

AND THERE ARE TEN BUS STOPS WITHIN THE COMMUNITY OR THE SURROUNDING AREA.

BUT HEADWAYS WERE ABOUT AN HOUR OR MORE.

BASED OFF OF THE FEEDBACK THAT WE GOT FROM THE COMMUNITY AT OUR WORKSHOPS AND ON THE SURVEY.

WE FOUND A LIST OF PRIORITIES SUCH AS THE LACK OF PEDESTRIAN FACILITIES, REDUCING CUT THROUGH TRAFFIC AND THINGS LIKE THAT.

AND WE WERE ABLE TO FORMULATE A COUPLE OF SUGGESTIONS AND RECOMMENDATIONS.

THE PLAN OUTLINED SOME ESTIMATED BUDGETS AND TIMELINES FOR COMPLETION AND CATEGORIZED THEM IN FOUR DIFFERENT WAYS SHORT TERM IMPROVEMENTS, MID-TERM, LONG TERM AND CAPITAL. THE THOUGHT PROCESS WAS SHORT TERM AND MID-TERM PROJECTS WOULD REDUCE FRONT END ENGINEERING AND PROVIDE INTERIM PROJECTS THAT WOULD HELP REDUCE SOME CONCERNS WHEN IT COMES TO TRAFFIC AND VEHICLE COLLISIONS, AND THEN ALSO PROMOTE BICYCLE AND PED ACTIVITY AS WELL AS LONG TERM PLANS WOULD BUILD UPON THOSE SHORT TERM PROJECTS, BUT INCLUDE SOME MORE TRADITIONAL PLANNING AND ENGINEERING.

AND FINALLY, CAPITAL PROJECTS WOULD FURTHER BUILD UPON THOSE PROJECTS, BUT REQUIRE A BIT MORE TIME BECAUSE THEY INCLUDED MULTI AGENCY COORDINATION, RIGHT OF WAY ACQUISITION AND UTILITY RELOCATIONS.

SOME EXAMPLES OF THOSE SHORT TERM PROJECTS WOULD INCLUDE ESSENTIALLY RETROFITTING SOME OF THE STREETS TO INCLUDE YIELD STREETS, WHICH WOULD ALLOW TWO WAY TRAFFIC AND ON STREET PARKING, BUT WOULD BE NARROW STREETS THAT USE PARKING AS NATURAL TRAFFIC CALMING.

AND THEN INCLUSION OF PAVED SHOULDERS RATHER THAN SIDEWALKS TO ALLOW FOR MULTI USE, PARKING, PED AND CYCLING.

HERE'S AN EXAMPLE OF A STREET SECTION THAT INCLUDES THAT YIELD WELL IN THIS ONE, THERE ISN'T A YIELD STREET, BUT THERE IS A PAVED SHOULDER THAT SHOWS YOU HOW THERE'S A SEPARATION FROM THE TRAFFIC FOR THOSE THAT ARE BIKING OR WALKING.

HERE IS ANOTHER EXAMPLE OF THE SHORT TERM RECOMMENDATION, AND THIS ONE IS A YIELD STREET WHERE THERE'S REALLY ONLY ONE DRIVING LANE AND THEN PARKING ON THE SIDES AND THEN PAVED SHOULDERS FOR PEDESTRIANS AND BICYCLISTS.

A MORE LONG TERM OR MID-TERM RECOMMENDATION WERE ROUNDABOUTS AND NOT IN THE TRADITIONAL SENSE THAT WE SEE, BUT REALLY RETROFITS WITHIN THE COMMUNITY WHERE THERE ARE MULTIPLE ISLANDS THAT REDUCE CUT THE TRAVEL LANES FOR PEDESTRIANS TO WALK ACROSS INTERSECTIONS AND INCLUDE ESSENTIALLY BULB OUTS THAT HELP WITH TRAFFIC CALMING. THE IDEA IS THAT SOME OF THIS WILL NOW KIND OF INFLUENCE DRIVING BEHAVIOR AND REDUCE FATAL CRASH RISK, WHICH IS REALLY ASSOCIATED

WITH SPEEDS OF VEHICLES TRAVELING.

A MORE LONG TERM ROUNDABOUT WOULD BE SOMETHING LIKE THIS WHERE THERE IS ALL FOUR SECTIONS THAT ARE INCLUDING THOSE THOSE RETROFITS AND ISLANDS.

AND THEN AS FOR A CAPITAL PROJECT, HERE'S ONE THAT'S GOING TO BE OUTSIDE OF THE COMMUNITY OF FRANKLIN BEACHWOOD, THAT'S ACTUALLY LOCATED IN THE CITY OF MERCED, BUT CAPITALIZES ON CONNECTIONS, RIGHT.

CONNECTIONS TO THE CITY OF MERCED BY CREATING A SHARED USE TRAIL FROM FRANKLIN BEACHWOOD USING EXISTING INFRASTRUCTURE SULLIVAN BIKE PATH AND ESSENTIALLY MAKING THAT POSSIBLE THROUGH A RECTANGULAR, RAPID FLASHING BEACON.

THERE'S ALSO AN INCLUSION OF A LIGHTING PLAN WITH SOME DESIGNS THAT WOULD HELP WITH FINANCING AND ALSO MAKE SURE THAT WE'RE DARK-SKY COMPLIANT AND INCLUDES A VARIETY OF STYLES HERE. SO NEXT STEPS IS WE WOULD PRESENT THE SAME PRESENTATION TO THE BOARD OF SUPERVISORS ON FEBRUARY 28TH AND ALSO USE THESE THIS PLAN TO INFORM OUR COMMUNITY PLANS UPDATE INCLUDING SECTIONS RELATED TO MOBILITY AND CIRCULATION, AND THEN KIND OF USE THIS PLAN TO HELP SUPPORT ANY EFFORTS TO SEEK FOR FUNDING AND WHEN NECESSARY, WITH COMMUNITY INPUT UPDATE THIS PLAN AS NEEDED.
