WE HAD THAT CLOSED SESSION THIS MORNING AND STAFF WAS GIVEN DIRECTION.

AT THIS TIME, WE'LL HAVE THE INVOCATION AND THE PLEDGE OF ALLEGIANCE.

WE WILL HAVE AN INVOCATION LED BY PASTOR DAVE BRITTON OF THE NEW BEGINNINGS CHRISTIAN CENTER IN DELHI, AND THEN WE'LL HAVE THE PLEDGE OF ALLEGIANCE LED BY MR. HANSEN.

IF YOU'RE NOT A STREAMER LIKE ME, YOU MAY HAVE SEEN THE CALIFORNIA HOUSING FINANCE AGENCY'S COMMERCIALS ON THEIR MORTGAGE RELIEF PROGRAM THAT THEY'RE KICKING OFF.

UNDERNEATH THAT PROGRAM, READY TO LAUNCH IS ANOTHER ARM OF IT, WHICH WILL BE THE ACTUAL PROPERTY TAX RELIEF PROGRAM.

IF YOU WERE BURDENED OR HAD ACCRUED TAXES PRIOR TO JANUARY 1ST, 2020, THE PROGRAM WITH A CERTAIN INCOME REQUIREMENTS WILL PROVIDE RELIEF FROM DELINQUENT TAXES.

THE CALIFORNIA ASSOCIATION OF COUNTY TREASURERS AND TAX COLLECTORS WERE WORKING WITH THE STATE, THIS AGENCY, TO MAKE SURE THAT WE HAVE THE FUNDING ADEQUATELY BECAUSE WE, OF COURSE, DON'T ACCEPT PARTIAL PAYMENT, AND THAT WE'RE ABLE TO WORK AND MAKE IT A STREAMLINE PROCESS FOR OUR TAXPAYERS IN OUR COMMUNITY.

IF YOU CLICK ON IT NOW, IT SAYS THE PROGRAM IS YET TO BE LAUNCHED.

ONCE IT'S LAUNCHED, THAT INFORMATION AND APPLICATION PROCESS WILL BE AVAILABLE FOR THE TAXPAYERS.

IT'S JUST AN FYI, IT'S AGAIN, A 150 MILLION STATEWIDE FOR THESE DELINQUENT PROPERTY TAXES.

YOUR SUPERVISORS ARE ABOUT TO SPEND ABOUT $15.5 MILLION MOSTLY ON HUMAN SERVICES ADMINISTRATION FOR THE COUNTY.

I'D LIKE AN ANSWER BACK VIA MY EMAIL, WHICH I'M SURE YOU HAVE.

WHAT'S YOUR CONSTITUTIONAL MANDATE TO ALLOW YOU TO SPEND MONEY ON HEALTH AND HUMAN SERVICES FOR THE COUNTY THAT DOESN'T DIRECTLY BENEFIT THE WHOLE COUNTY?

IN REPORTING OUT, I DO HAVE TO SAY THAT I ATTENDED THE 99 SUMMIT, WHICH WAS IN TULARE COUNTY.

I ALSO PARTICIPATED IN TULARE COUNTY TOWN HALL IN REPRESENTATION OF MERCER COUNTY AND THE 99.

I ALSO REPRESENTED YOU A COUPLE OF WEEKS AGO IN WASHINGTON DC ON THE ONE VOICE TRIP.

MR. CHAIR, I WOULD LIKE TO SHARE MY COMMENTS ON THIS.

I FEEL LIKE HAVING OUR BOARD COMMENTS AT THE BEGINNING DOESN'T NECESSARILY ALLOW US TO REPLY TO OUR CONSTITUENCY WHENEVER THEY MAKE COMMENTS ON DIFFERENT THINGS, AND I LIKE TO COMPLEMENT SOME OF OUR STAFF AS WE GO.

USUALLY WE CAN COLLECT THAT AT THE END.

THAT'S JUST MY OPINION ON THIS. BUT THANK YOU FOR THE TIME.

BUT I'M JUST GOING TO SAY IT WASN'T ME, IT WAS OUR STAFF.

IT WAS COMMUNITY MEMBERS.

THEY CAME OUT AND SPENT THEIR TIME ASKING FOR RENOVATIONS TO THEIR PARK, AND CONTRIBUTING THEIR TIME AND COMMITMENT TO GIVING US INPUT ON WHAT THEY WANTED TO SEE THERE.

OF COURSE, I THINK OUR STAFF ARE APPLYING THAT GRANT AND DOING A WONDERFUL JOB AND NOT JUST THROUGH THE PROCESS, BUT ALSO THROUGH THE GROUNDBREAKING AND THEN THE OPENING.

I JUST WANT TO THANK EVERYBODY WHO WAS IN A MEETING.

IT TOOK, I THINK EVERYBODY TOGETHER, TO BRING ONE WHICH IS ONE OF OUR PARKS.

SO WE GOT MANY PARKS THAT HOPEFULLY WILL BE RENOVATED IN MERCER COUNTY.

I JUST WANTED TO THANK ALL THOSE PEOPLE THEY CALLED IN.

I ALSO WANT TO THANK COMMITTEE MEMBERS FOR CONSTANTLY CALL ME ABOUT, HAPPY NOW WITH THE PARENT LEADERSHIP TRAINING INSTITUTE WHICH IS TRYING TO EDUCATE COMMUNITY MEMBERS IN THE COMMUNITY ON ITS PARENT LEADERSHIP TRAINING INSTITUTE THAT EDUCATES THE PARENTS THROUGH A 15-WEEK PROCESS, AND EDUCATE THEM THROUGH, WE ARE AS GOVERNMENT HERE AND THE BOARD SUPERVISORS, EVERY COMMITTEE, THE CITY AND BOARDS, AND JUST ABOUT LIFE IN GENERAL.

I THINK IT EDUCATES THE PARENTS TO BE BETTER EDUCATED SO THEY CAN BE BETTER PARENTS IN OUR COMMUNITIES THESE DAYS.

ALSO IN REGARDS TO BOARD REPORT, I THINK I ALSO LIKE TO HAVE THE REPORTS AT THE ENDS WHERE WE COULD PROBABLY MAKE,

I ALSO LIKE TO REPORT THAT I, ALONG WITH SUPERVISOR JOSEPH, WENT TO A CONFERENCE IN ALASKA, BUT I DON'T HAVE MY NOTES WITH ME.

>> THANK YOU. I WILL ECHO WHAT BOTH OF THEM SAID, BUT I WANTED TO JUST SHARE A QUICK IN REGARDS TO THE BOARD COMMENTS AND I UNDERSTAND WHAT YOU'RE DOING TRYING TO BE MORE TRANSPARENT AND TRYING TO PUT IT UPFRONT AND EVERYTHING.

I GET THAT AND I APPRECIATE THAT AS WELL.

I JUST THINK AS THE MEETING GOES ON, SOME THINGS COME UP THAT WE THINK ABOUT ALONG THE WAY AND ALLOWS US AN OPPORTUNITY TO DISCUSS SOMETHING ELSE.

BUT AS SUPERVISOR ESPINOZA SAID, WE ATTENDED THE NACO WESTERN STATES AND TO REGIONAL CONFERENCE THIS PAST WEEK, WHICH WAS VERY INFORMATIVE.

I ATTENDED A LOT OF THE RURAL BROADBAND AND HOW IT AFFECTS US, ESPECIALLY AS IT RELATES TO TELEHEALTH AND EDUCATION AND ECONOMIC DEVELOPMENT.

ONE OF THE COOLEST THINGS ABOUT IT WAS TWO WEEKS AGO WHEN WE WERE IN ONE VOICE, WHEN WE MET WITH THE WHITE HOUSE INTERGOVERNMENTAL AFFAIRS DIRECTOR, WE HAD TALKED ABOUT HOW THE CITY OF GUSTINE WAS REALLY LACKING BROADBAND INFRASTRUCTURE.

AS DAIRIES AND AGRICULTURE SHIFTS MORE TO TECHNOLOGY, IT'S REALLY GOING TO START AFFECTING SOME OF THOSE COMMUNITIES.

WE REALLY IMPRESS UPON THEM THAT WE NEED TO LOOK AT RURAL BROADBAND AND RURAL INFRASTRUCTURE AND REALLY INVEST IN THAT TYPE OF STUFF.

THIS WAS TWO WEEKS AGO IN WASHINGTON DC, FAST-FORWARD TWO WEEKS AGO AT THIS CONFERENCE IN ALASKA, COMPLETELY APART FROM EACH OTHER.

THE SAME GUY WHO WAS IN THE WHITE HOUSE MEETING, SOMEBODY ASKED HIM A QUESTION.

HE ACTUALLY BROUGHT UP GUSTINE AND MERCED COUNTY AND THE FACT THAT THEY'RE VERY MUCH AWARE OF OUR RURAL BROADBAND ISSUES.

I WENT UP AND TALK TO HIM AFTERWARDS AND HE SAID, YOU GUYS MADE AN IMPACT.

IT'S REALLY IMPORTANT THAT YOU GUYS ARE OUT THERE AND TALK TO ME ABOUT THIS STUFF BECAUSE THEY KNOW NOW THEY HAVE A BETTER GRASP OF IT.

I THOUGHT THAT WAS REALLY COOL.

THE OTHER THING I HAD A LITTLE VOTING REGISTRATION ISSUE, I WANT TO MAKE SURE THAT PEOPLE UNDERSTAND.

JUST CHECK YOUR REGISTRATION, MAKE SURE EVERYTHING IS UP-TO-DATE AND EVERYTHING IS ALL GOOD.

SOMETIMES THINGS CAN GET A LITTLE CHANGED BUT MAKES SURE EVERYTHING IS ALL UP-TO-DATE AND EVERYTHING IS GOOD TO GO. THANKS.

>> I GUESS MR. CHAIR I JUST HAD A FEW ITEMS THIS MORNING.

FIRST, I DID WANT TO REPORT THAT AS EXPECTED, GOVERNOR [INAUDIBLE] DID RELEASE HIS 2022-23, MAY REVISION TO THE BUDGET ON MAY 13TH, 2022.

THIS INCLUDED HISTORIC BUDGET SURPLUS OF 97.5 BILLION.

ADDITION, THE ADMINISTRATION'S PROPOSED TOTAL GENERAL FUND BUDGET HAS ECLIPSED 300 BILLION FOR THE FIRST TIME, WHICH IS OBVIOUSLY SIGNIFICANT.

WHILE THE GOVERNOR DID TELL THAT THESE EXTRAORDINARY FIGURES, HE ALSO DID STRONGLY CAUTIONED THAT THERE ARE SEVERAL EXTERNAL FACTORS THAT WILL RESULT IN REVENUE FORECASTS BEING EQUALLY UNCERTAIN.

AS A RESULT, THE GOVERNOR HAS PROPOSED 37.1 BILLION IN BUDGETARY RESERVES AND PLANS TO PREPAY BILLIONS OF DOLLARS IN STATE DEBTS WITH SUPPLEMENTAL DEPOSITS TO THE STATES RAINY DAY FUND.

YOUR STAFF CONTINUES TO REVIEW THE LOCAL IMPLICATIONS OF THE MAY REVISE TO LOCAL PROGRAMS AND SERVICES ALONG WITH OTHER KEY PIECES OF LEGISLATION BEING CONSIDERED BUT I JUST WANTED TO PROVIDE A BRIEF SUMMARY THIS MORNING.

THEN SECONDLY, I DID WANT TO JUST EXTEND MY APPRECIATION TO THE A COMMISSIONER, OUR LOCAL LIBRARIAN, AND OUR DIRECTOR OF CHILD SUPPORT SERVICES.

I DID HAVE AN OPPORTUNITY TO VISIT THEIR OFFICES IN THE LAST WEEK, HAD A REALLY GOOD VISIT WITH ALL THREE DEPARTMENTS AS PART OF MY JUST GETTING STILL ACCLIMATED TO THIS ORGANIZATION.

AGAIN, JUST WANTED TO EXPRESS MY APPRECIATION TO THOSE INDIVIDUALS AND ALSO THEIR STAFF, A LOT OF GOOD DIALOGUE AND DISCUSSION AND JUST AN OPPORTUNITY

>> I'D LIKE TO REPORT THAT LAST WEEK THAT I ATTENDED THE SAN JOAQUIN VALLEY POLICY CONFERENCE AND HOUSING AND TRANSPORTATION WERE PROBABLY THE TWO MOST HIGHLIGHTED TOPICS ON THE AGENDA.

THE KEYNOTE SPEAKER TOLD US THE DIFFERENCE BETWEEN THE GENERATIONS, GEN XERS AND BABY BOOMERS AND I DIDN'T GET TO TIE IN TO THE CONFERENCE, BUT ANYWAY IT WAS INTERESTING, I GUESS.

ONE THING THAT I DO WANT TO REPORT IS THAT LEE ANN EAGER, WHO IS THE CHAIRWOMAN OF THE CALIFORNIA TRANSPORTATION COMMISSION, MADE COMMENT THAT SHE SUPPORTED TAKING HIGHWAY 99 FROM FOUR LANES TO SIX LANES THE WHOLE WAY.

REALLY THERE'S A COUPLE OF PROJECTS IN MERCED COUNTY.

I KNOW MOST PEOPLE THINK THAT WHAT'S HAPPENING ON THE FREEWAY HERE IN MERCED SAID RIGHT NOW IS WIDENING.

IT IS NOT IT IS JUST REDOING THE TWO EXISTING LANES.

ANYWAYS, IT WAS GOOD TO HEAR THE HEAD PERSON MAKE A COMMITMENT AND THEN FOLLOWING THAT, I GUESS THAT WAS TWO WEEKS AGO THEN LAST WEEK THE SUPERVISOR MCDANIEL AND I WERE INVITED OR ACTUALLY, WE'RE ALL INVITED BUT ATTENDED A RECEPTION OF THE CALIFORNIA TRANSPORTATION COMMISSION THAT WAS HELD AT FRESNO STATE ALUMNI HOUSE.

THERE AGAIN SHE PLEDGE TO HER DESIRE TO GET THAT ACCOMPLISHED.

WE'RE REALLY THANKFUL FOR THAT.

NOW OUR DISTRICT CALTRANS AND HER OFFICE ARE WORKING ON A PLAN OF HOW TO MAKE THAT HAPPEN ALONG WITH OUR ASSEMBLY MAN, ADAM GRAY AND HIS OFFICE.

WE'LL CALL THAT AN UPDATE.

JUNE IS ALL DADS MATTER MONTH AND WE'RE GOING TO HAVE A PRESENTATION HERE AND A LITTLE BIT [BACKGROUND] IF IT GETS PASSED [LAUGHTER] THERE YOU GO.

BUT ANYWAY, SO I JUST LIKE TO GIVE A SHOUT OUT TO LAMAR AND HIS TEAM FOR ALWAYS DOING WELL, TO KEEP DADS TRAINED AND UNDERSTAND THEIR ROLES.

IF THEIR PARENTS DIDN'T TEACH THEM, AT LEAST WE HAVE SOMEBODY THAT CAN COME ALONGSIDE THEM AND ENCOURAGE THEM TO BE GOOD DADS AND NOT ONLY TO BE GOOD DADS, BUT HOW IS THAT DONE, WHAT IT LOOKS LIKE.

THIS AFTERNOON I'M GOING TO BE WALKING IN DELHI WITH THE WATER DISTRICT MANAGER.

WE WORKED WITH SELF-HELP ENTERPRISES AND THE WATER DISTRICT OR I WORKED WITH SELF-HELP ENTERPRISES AND THE WATER DISTRICT TO PUT THEM TOGETHER.

THERE'S TWO LITTLE NEIGHBORHOODS THAT AREN'T HOOKED UP TO THE WATER SYSTEM.

MANY OF THEM ARE SO SMALL THAT IF THEIR WELL GOES OUT THEY'RE NOT GOING TO BE ABLE TO DRILL ANOTHER WELL.

IF ANY OF YOU KNOW PEOPLE WHO LIVE ON CORNER STREET IN DELHI OR IN THE FLOWER [INAUDIBLE] AREA, ENCOURAGE THEM TO HOOK UP.

IT'S FREE NOW, IT COULD COST UP TO $25,000 IF THEY DON'T HOOK UP BY DECEMBER.

THEN ANOTHER, THIS IS JUST AN INTERESTING POINT.

THERE'S TWO DONKEYS THAT ARE BOTH CRIPPLED THAT ARE STUCK ON AN ISLAND IN LAKE MCCLURE.

I KNOW THAT'S NOT MERCED COUNTY BUT MID WHO IS HERE RUNS THAT.

MERCED IRRIGATION DISTRICT, A GENTLEMAN NAMED KENNY SHEPARD WHO MOST OF YOU KNOW, HE GREW UP HERE AND KENNY IS IN THE RACING INDUSTRY TIES IN WITH NASCAR AND HAS A PRODUCTION COMPANY IN ATWATER THAT NOT MANY PEOPLE KNOW ABOUT, HAS TAKEN THE TIME TO GET A PLAN TOGETHER TO GET THESE DONKEYS OFF THAT ISLAND.

THE WATER IS RAISING IT ABOUT A FOOT AND I WOULD SAY WITHIN 10 DAYS THEY WOULD BE UNDERWATER AND THEY ARE SO CRIPPLED, I DON'T KNOW THAT THEY COULD SWIM.

ANYWAY, A FEW YEARS AGO THERE WAS A DONKEY IN THE SAME PREDICAMENT AND IT TOOK A YEAR-AND-A-HALF FOR THE GOVERNMENT TO GET HER OFF OF THE ISLAND.

FISH AND WILDLIFE WAS THE MAIN LEAD.

THESE FOLKS GOT TOGETHER AND IN THREE WEEKS, THE DONKEYS WERE LOADED LAST NIGHT AND THIS MORNING THEY'RE BEING FERRIED ACROSS THE LAKE TO SAFETY.

WE ALSO OFFER MEN SUPPORT GROUPS, IN SPANISH ON MONDAY NIGHTS AND THEN ON TUESDAYS AND THURSDAYS IN MERCED, AND ON WEDNESDAYS IN LOS BANOS, AND THOSE GROUPS ARE FACILITATED BY AN ALL DADS MATTER STAFF ALONG WITH A LICENSED CLINICAL SOCIAL WORKER.

IT'S JUST A FUN DAY AT THE PARK, A FREE COMMUNITY EVENT FOR FOLKS TO COME OUT WITH THEIR FAMILIES.

THERE WILL BE SOME SNACKS AND SOME PRIZES.

THERE WILL BE SOME MUSIC, THERE WILL BE FREE KIDDIELAND RIDES IN THE APPLEGATE PARK ZOO, WE'LL HAVE FREE ENTRANCE TO THAT.

THE MCOE HEAD START HEADS OUR PARTNER WITH US AND ARE DELIVERING A BALLOON ARTIST.
