WE WERE JUST DISCUSSING HOW WE KNOW EACH OTHER.

DON'T LOOK AT OUR PAST, JUST RECOGNIZE THE MEN YOU SEE HERE TODAY, RIGHT, PETE.

SO HE'LL START OUT WITH THE PRAYER AND THEN WE'LL DO THE PLEDGE OF ALLEGIANCE, LED BY JOSH PEDROZO, WHO INVITED PASTOR HERRERA HERE.

YOU GUYS ARE PRETTY MUCH AWARE OF THE DEVASTATION WE HAD IN THE COMMUNITY OF DOS PALOS.

TO SAY THAT I WAS UPSET WAS AN UNDERSTATEMENT ABOUT THE CIRCUMSTANCES SURROUNDING THIS.

BUT I WILL LET EVERYBODY HERE KNOW THAT I HAVE HAD PERSONAL CONTACT AND MEETINGS WITH OUR BHRS REPRESENTATIVES.

THINGS HAVE TO CHANGE.

THEY HAVE TO BY ANY STRETCH BECAUSE WHENEVER I GET AN AGENCY THAT CAN'T, WON'T, REFUSES TO, DON'T KNOW WHAT THE CIRCUMSTANCES ARE.

BUT IF THEY CAN'T SEND THEIR PROFESSIONALS OUT, THEN IT'S STILL IN MY LAP.

SOME OF THESE THINGS ARE GOING ON ARE NOT CRIMES.

THEY NEED TO HAVE SPECIALIZED HELP.

THE CONVERSATION I HAD YESTERDAY WITH OUR BHRS FOLKS WAS A GOOD ONE.

I HAVE A FEELING WE'RE GOING TO BE MOVING IN A GOOD DIRECTION.

HOWEVER, THEY'RE GOING TO NEED YOUR SUPPORT WHEN THEY COME TO YOU AND SAY HEY, BECAUSE WHEN I'M OUT AT THREE O'CLOCK IN THE MORNING AS THE SHERIFF AND I NEED A QUALIFIED PROFESSIONAL AND THEY'RE TELLING ME, NO, GOT NOBODY BETWEEN SEVEN P.M.

AND SEVEN A.M. WELL, THERE'S A LOT OF STUFF HAPPENS IN THE MIDDLE OF THE NIGHT.

I HAD AN ACQUAINTANCE WAS GRIEVING BEFORE BECAUSE OF HIS DAUGHTER'S DEATH, AND HE TOOK HIS OWN LIFE BECAUSE I DON'T KNOW IF HE'D REACHED OUT.

BUT THIS DOES HAVE A PROCESS, AND I JUST THINK WE'RE LETTING OUR CONSTITUENTS DOWN WHEN WE DON'T HAVE AN OPPORTUNITY TO SEND QUALIFIED PEOPLE.

SO I WILL TELL YOU THAT WHEN THEY REACH OUT TO YOU FOR HELP UNDERSTAND THAT THE IMPACT IS GREAT BECAUSE WHEN THEY CAN'T RESPOND NOW I'M PAYING OVERTIME FOR UNIFORMED OFFICERS TO GO THROUGH WHATEVER THE MOTIONS ARE THAT HAVE TO BE WHEN IT CAN BE PREVENTED.

SO THIS WASN'T THE PLANNED SPEECH I WAS GOING TO GIVE, BUT BECAUSE OF YESTERDAY'S MEETING IT, I THINK WE'RE GOING TO BE MOVING IN A GOOD DIRECTION.

BUT AS IT STANDS TODAY, IT STILL IS BROKEN AND NEEDS TO BE FIXED BECAUSE I'VE GOT PRISONERS. I GOT ONE INDIVIDUAL AT SIX FOOT THREE, THREE, FOUR HUNDRED AND THIRTY POUNDS NEEDS SOME HELP AND WHEN HE WANTS TO FIGHT, IT'S UGLY.

SO ANYWAY, PLEASE GIVE IT STRONG CONSIDERATION WHEN FOLKS FROM BHRS REACH OUT TO YOU FOR SUPPORT BECAUSE IT DOES IMPACT EVERYBODY THAT WE COLLECTIVELY SERVE.

I'M BASICALLY HERE JUST TO SAY THAT THERE'S BEEN SOME DISCUSSIONS IN THE COMMUNITY AND THERE'S A LOT OF PEOPLE UPSET OVER NOT BEING HEARD PUBLICLY ABOUT THE USE OF THE AMERICAN RESCUE PLAN MONIES.

AND SO THERE'LL BE SOME MORE, YOU KNOW, SOME MORE INFORMATION THAT'LL BE FORTHCOMING.

AND I THINK IT WOULD REALLY BE IMPORTANT FOR YOU TO SHOW, YOU KNOW, YOUR BELIEF IN DEMOCRACY AND PEOPLE'S INVOLVEMENT.

YOU KNOW, I KNOW THOSE ARE MONIES THAT HAVE BEEN TAXED.

I MEAN, THERE ARE TAXES, YOU KNOW, AND EVERYONE REALLY NEEDS TO HAVE AN OPPORTUNITY TO SAY HOW THEY SHOULD BE SPENT.

AND IT'S REALLY FROM THE GRASSROOTS.

IT'S FROM PEOPLE WHO LIVE IN YOUR DIFFERENT DISTRICTS.

AND I THINK IT'S IMPORTANT THAT YOU HEAR OUT.

SO HOPEFULLY YOU'LL SEE THE NEED TO CALL A TOWN HALL OR COMMUNITY MEETING OR WHATEVER, YOU KNOW, TO GIVE AN EAR TO PEOPLE THAT ARE NEEDING TO SPEAK WITH YOU, BUT MANY TIMES DON'T HAVE THE OPPORTUNITY TO DO THAT.

SO I DO WANT TO ENCOURAGE YOU TO DO PUBLIC TOWN HALL WHERE THERE WOULD BE DIALOG BETWEEN YOU AND YOUR CONSTITUENTS.

AND IF YOU WANTED TO DO ONE PER DISTRICT, FANTASTIC.

BUT I THINK THAT OUR COMMUNITY NEEDS TO BE HEARD.

HELLO, MY NAME IS PING SHAVING, THE MERCED COUNTY BOARD OF SUPERVISORS IS RECEIVING FIFTY FOUR MILLION DOLLARS FROM THE FEDERAL GOVERNMENT, CALLED THE AMERICAN RESCUE PLAN ACT, ALSO KNOWN AS ARPA FUNDS.

THE PURPOSE OF THIS FUND IS TO HELP THE COMMUNITY RECOVER FROM COVID 19.

THE BOARD OF SUPERVISORS IS JUST HAVING PUBLIC HEARING TO HEAR FROM THE COMMUNITY ON WHAT THEY WANT TO SPEND IT ON.

A PUBLIC HEARING IS NOT ENOUGH.

IT DOESN'T ENGAGE WITH THE COMMUNITY.

I AM REQUESTING FOR THIS BOARD OF SUPERVISORS TO HOST AN INTERACTIVE TOWN HALL AND THAT THIS TOWN HALL SHOULD ONE PROVIDE A PRESENTATION TO EDUCATE THE COMMUNITY ABOUT ARPA FUNDS AND WHAT IT COULD BE SPENT ON.

TWO, TO DISCUSS THE MERCED COUNTY BOARD OF SUPERVISORS 2021 RECOVERY PLAN AND APPROPRIATE THE FUNDS AND TO EXPLAIN WHY YOU CAME UP WITH THIS FRAMEWORK OF HOW YOU WANT TO SPEND THE FUNDS. THREE, TO EXPLAIN HOW MUCH OF THE $54 MILLION HAS ALREADY BEEN APPROPRIATED AND HOW MUCH REMAINS.

FOUR, THAT TO PROVIDE Q AND A THE WHERE THE BOARD OF SUPERVISORS WILL LISTEN TO THE COMMUNITY INPUT ON HOW THE FUNDS SHOULD BE PRIORITIZED AND RESPOND TO QUESTIONS AND COMMENTS FROM THE PUBLIC.

THE TOWN HALL SHOULD HAVE SPANISH, HMONG AND PUNJABI INTERPRETERS.

IT SHOULD BE IN-PERSON AND VIRTUAL ON ZOOM AND THAT I WANT TO LET YOU KNOW THAT HUMAN RIGHTS INCLUDE FOOD, WATER, WARMTH, HOUSING, EDUCATION AND HEALTH CARE.

MANY PEOPLE ARE SUFFERING FROM COVID 19 AND THAT IT IS A VIOLATION OF HUMAN RIGHTS THAT THIS BOARD IGNORES US AND DOES NOT HELP THE COMMUNITY RECOVER FROM COVID 19, AND I HOPE THAT THIS BOARD DOES HOST A TOWN HALL TO HEAR THE COMMUNITY DURING OUR LAST MEETING ON SEPT. 21, THE BOARD STRESSED THE IMPORTANCE OF A ONE TIME FUNDING FOR ONE TIME THINGS.

THE ARPA FUNDS IS MEANT TO BE SPENT FOR THE NEXT TWO YEARS UNTIL DECEMBER TWO THOUSAND TWENTY ONE, AND WHAT THE COMMUNITY HAS ASKED SO FAR ARE ONE TIME THINGS FOR ONE TIME FUNDING SUCH AS RENTAL ASSISTANCE, AFFORDABLE MONEY FOR AFFORDABLE TRUST FUND, YOUTH JOBS, RETROACTIVE AND PROACTIVE PREMIUM PAY FOR LOW WAGE WORKERS.

THESE ARE ONE TIME THINGS, AMONG OTHER THINGS, OF ALL THE THINGS THAT THE COMMUNITY HAS ASKED FOR. THESE ARE ONE TIME FUNDING.

THE SECOND THING I WANTED TO TALK ABOUT WAS THAT DURING OUR LAST MEETING ON SEPTEMBER 20, FIRST THAT WE PRESENTED THE GENERAL FUND BUDGET.

AND IT'S UNACCEPTABLE THAT FROM YOUR GENERAL FUND BUDGET, THAT YOU'RE SPENDING MORE THAN 50 PERCENT ON PRISONS, JAILS IN THE SHERIFF'S DEPARTMENT AND SO LITTLE OF YOUR MONEY IS FOR MENTAL HEALTH PROGRAMS. YOU MADE A COMMENT ABOUT THERE BEING RAPISTS AND MURDERERS, AND AS A MENTAL HEALTH COUNSELOR, A RAPIST IS ACTUALLY GOING THROUGH A MENTAL HEALTH ISSUES AND THAT THEY ARE BEEN TRAUMATIZED AND VICTIMIZED AT A YOUNG AGE.

AND THIS IS A LEARNED BEHAVIOR AND THAT THEY NEED MENTAL HEALTH SERVICES AND FOR MURDER JUST AS SUICIDE I'M THOUGHTS OR MENTAL HEALTH ISSUES.

SO THIS HOMICIDAL IDEATION IS A MENTAL ISSUES, AND WE NEED TO RESPOND WITH MENTAL HEALTH PROGRAMS AND RESTORATIVE JUSTICE AND TRANSFORMATIVE JUSTICE PROGRAMS THROUGH BHRS.

THERE WE GO, EACH YEAR, FOURTH OF JULY, THERE'S THOUSANDS OF PEOPLE, OFTEN CHILDREN, TEENAGERS THAT ARE INJURED BY USING CONSUMER FIREWORKS DESPITE THE DANGERS OF THE FIREWORKS, FEW PEOPLES UNDERSTAND THE ASSOCIATED RISKS, SUCH AS BURNS, OTHER INJURIES, FIRES AND EVEN DEATH.

JUST TO GIVE YOU GUYS SOME FACTS.

2018, ELEVEN, ABOUT 19 ACRES.

2019 WE HAD 10, ABOUT TWENTY THREE ACRES AND THEN 2020 TWO THIRTY NINE WITH EIGHTY ACRES.

SOME OF US TEND TO BELIEVE THAT MORE PEOPLE WERE HOME THIS DURING THE PANDEMIC, AND PEOPLE ARE OUT THERE ACTUALLY USING THESE FIREWORKS MORE OFTEN AND OR AT LEAST BEING AT HOME AND NOT ABLE TO GO TO EVENTS OUTSIDE OF THEIR RESIDENCE.

WE DO HAVE OTHER CAUSES THAT WE'VE SEEN WHERE PEOPLE HAVE DISPOSED FIREWORKS INAPPROPRIATELY, SUCH AS NOT PUTTING THEM COMPLETELY OUT AND PUTTING THEM INTO THEIR TRASH CAN AND MAKING SURE THOSE FIRES ARE COMPLETELY OUT, HAVING THEIR TRASH CANS NEAR THE HOUSE, CAUSING THOSE FIRES.

IN 2018, WE ACTUALLY HAD NO REPORTS OF ANY STRUCTURE FIRES CAUSED BY FIREWORKS.

JUST TO GIVE YOU A LITTLE REFERENCE AND WHAT OUR MAJOR CONCERNS ARE WITHIN THE COUNTY, IT'S MORE IT'S MORE OF THE VEGETATION FIRES THAT WE HAVE TO DEAL WITH YEAR TO YEAR.

NOT SO MUCH AS STRUCTURE FIRES, BUT OBVIOUSLY I JUST WANTED TO GIVE YOU A COMPARISON OF THE TWO. NOW WE'RE TALKING ABOUT CLASSIFICATION OF FIREWORKS.

TALK ABOUT THE SAFE AND SANE FIREWORKS, THE SAFE AND SANE FIREWORKS THAT ARE THEY DO NOT FLY OR EXPLODE, THE NOVELTY FIREWORKS THAT DO NOT TRAVEL ARE USUALLY CONSIDERED SAFE AND SANE FIREWORKS.

SO WE DO HAVE AN ORDINANCE IN THE COUNTY BACK INTO, EXCUSE ME.

BACK IN MAY OF 2014, THE COUNTY, THE MERCED COUNTY BOARD OF SUPERVISORS ADOPTED AND ADDED A NEW CHAPTER NINE POINT TO SIX TITLE REGULATIONS, SALES AND USE OF FIREWORKS TO THE COUNTY CODE.

THE ORDINANCE THIS ALLOWS AFFILIATED ORGANIZATIONS SUCH AS NONPROFITS, TO OBTAIN SAFE AND SANE SALES PERMITS, ENSURE COMPLIANCE WITH ALL CURRENT CALIFORNIA STATUTES AND REGULATIONS, PROHIBITS THE SALES OR USES OF ILLEGAL FIREWORKS AND PROVIDES DIRECTION TO THE PUBLIC. AND ALLOWS FOR LAW ENFORCEMENT, EXCUSE ME, LAW ENFORCEMENT OF THE ACTIVITY, FOCUS MORE ON DIRECT ILLEGAL FIREWORKS AS WE GO IN THROUGH THIS AND I WAS LOOKING I THOUGHT MAYBE A PROS AND CONS KIND OF GIVE YOU AN IDEA OF THE THINGS THAT WE SEE AS A DEPARTMENT. THE PROS WOULD BE SOME OF THE HELP OF NONPROFITS TO RAISE NEEDED FUNDS FOR REVENUE FOR THEIR CAUSE.

EVERY YEAR WE RECEIVE CALLS DAY IN AND DAY OUT THROUGHOUT THE THOSE MONTHS IN AND AROUND THAT FOURTH OF JULY, ESPECIALLY THE RESULTS.

RESIDENTS ARE ASKED TO LIMIT FIREWORKS RELATED CALLS TO THE COMMUNITY CENTER, EXCEPT FOR THE FOLLOWING CIRCUMSTANCES WE'RE LOOKING AT INJURIES, OBVIOUSLY CALL 911, FIRES, 911 AND THEN IF THERE'S ANY PROPERTY DAMAGE, WE GO TO A NON-EMERGENCY NUMBER TO GET THAT INFORMATION OUT. PLEASE DO NOT REPORT NOISE COMPLAINTS UNLESS YOU CAN PROVIDE THE EXACT LOCATION OF THE FIREWORKS BEING SET OFF.

CIVIL WARRANTS HAVE BEEN PRODUCED OR PRODUCTIVE IN GETTING THE DANGEROUS FIREWORKS OFF THE STREETS PRIOR TO AND AFTER THE FOURTH OF JULY.

WE STRONGLY WILL WORK ALONG MYSELF AND THE SHERIFF'S DEPARTMENT WILL WORK DILIGENTLY TO RESPOND TO THESE CALLS AS THEY RELATE TO FIREWORKS.

BUT YOU KNOW, EVERYBODY EXPECTED THAT THE MAJORITY OF THE PEOPLE WOULD GO BACK TO WORK.

SO INTERESTING DYNAMIC.

AND IT WAS REALLY IT WAS REALLY COOL TO TO HEAR THE STATISTICS THAT THEY HAD BROUGHT UP ABOUT THE DIFFERENCES IN EMPLOYMENT AND STUFF.

IT SAYS DUE TO THE ONGOING COVID VARIANT SURGE AND LOW VACCINATION RATE IN MERCED COUNTY COMMUNITY EXPOSURE OUTSIDE OF THE THEATER.

THIS IS FROM PLAYOFFS MERCED HAS IMPACTED OUR ABILITY TO MAINTAIN PERFORMANCES INSIDE THE THEATER, AND WE ARE CANCELING AND SUSPENDING SHOWS FROM OCTOBER TO DECEMBER AND DOING JUST SOME RESEARCH IN MERCED COUNTY WE'RE AT FORTY ONE, FORTY TWO PERCENT OF PEOPLE ARE FULLY VACCINATED.

THAT PUTS US FORTY EIGHT OUT OF FIFTY EIGHT COUNTIES.

PARTIALLY, WE'RE FORTY FOUR WITH FIFTY TWO PERCENT.

SO FORTY FOUR OUT OF FIFTY EIGHT, THIS IS REALLY STARTING TO AFFECT PEOPLE AND IT'S AFFECTING OUR COMMUNITIES.
