FOR THE MEMBERS OF THE PUBLIC WHO DO NOT WISH TO ATTEND IN PERSON, WE HAD BEEN ACCEPTING GENERAL PUBLIC COMMENTS VIA EMAIL AND VOICEMAIL FOR NON-AGENDA AND AGENDA ITEMS. WE WILL NOW START WITH THE INVOCATION LED BY PASTOR STEVE TORRES.

HE IS FROM OUR FATHER'S HOUSE IN LOS BANOS FROM THE WEST SIDE AND AFTER THAT, I USUALLY GO TO THE MEMBER FROM THE WEST SIDE TO DO THE PLEDGE OF ALLEGIANCE, BUT I'LL LOOK TO LLOYD PEREIRA TO LEAD US IN THE PLEDGE ALLEGIANCE AS SOON AS PASTOR STEVE IS FINISHED.

ABOUT THE TRENDS IN HEALTH AND SAFETY OF MERCED COUNTY RESIDENTS TO THE ONGOING AND SEEMINGLY INEVITABLY INCREASING SURGE IN COVID CASES, HOSPITALIZATIONS, AND DEATHS.

I HAVE SUBMITTED TO YOU, MOST OF YOU, SIMPLE TREND ANALYSIS, JUST BACK OF THE ENVELOPE STUFF OF HOSPITALIZATIONS, CASES, AND DEATHS IN MERCED COUNTY RIGHT NOW COMPARED TO THOSE IN THE FOUR WORST STATES IN OUR COUNTRY, FLORIDA, LOUISIANA, ARKANSAS, AND MISSISSIPPI.

THERE ARE ALARMING SIMILARITIES TO WHERE WE ARE RIGHT NOW AND WHERE THEY WERE ABOUT 25 DAYS AGO.

MOST ALARMINGLY MERCED COUNTY ACTUALLY HAS A LOWER VACCINATION RATE THAN ANY OF THOSE FOUR STATES AND IN FACT, LOWER THAN ANY STATE IN THE UNION.

FEARING THIS, A COALITION OF MERCED COUNTY ORGANIZATIONS JUST THIS WEEK INCLUDING THE NVLF, UNITED WAY OF MERCED COUNTY AND WORKFORCE DEVELOPMENT BOARD AND LIVINGSTON COMMUNITY HEALTH, PARTNERED WITH EDUCATION OFFICIALS AND LOCAL RADIO TO HOST A VACCINATION EVENT IN LE GRAND.

JUST OVER A WEEK, WE WERE ABLE TO VACCINATE ONE PERCENT OF THE POPULATION OF LE GRAND AND COMMITTED TO WORK TOGETHER TO CONTINUE ADDING LARGER AND SIMILAR EVENTS THROUGHOUT THE COUNTY.

I'M HERE TODAY NOT JUST TO SHARE THIS SUCCESS, BUT TO ASK FOR YOUR SUPPORT.

WHILE MUCH HAS BEEN DONE TO DATE BY HEALTH ORGANIZATIONS, THE COUNTY, COUNTY STAFF AND COMMUNITY ORGANIZATIONS.

WE JUST HAVE TO DO MORE AND BE MORE CREATIVE AND BOLD AND TRY TO FIGURE OUT EVEN MORE STRATEGIES.

I WOULD LIKE TO HUMBLY ASK FOR YOUR LEADERSHIP IN HELPING US ALL RE-DOUBLE OUR EFFORTS ON VACCINATIONS.

NOW THAT THE PFIZER VACCINE IS FORMALLY APPROVED BY THE FDA, WE CAN WORK TO A NEW STRATEGY WITH NEW BOLD, LARGELY PUBLICIZED VACCINATION EVENTS AND OTHER STRATEGIES SUCH AS RETURNING TO MASK-WEARING TO PREVENT THIS ONGOING SURGE.

WHILE MANY HAVE SOUGHT TO POLITICIZE THIS ISSUE, WE DO NOT.

WE WANT TO WORK TOGETHER AND TRANSCEND DIVISIONS ON EDUCATION, ETHNICITY, POLITICAL BACKGROUND, NONE OF THESE MATTERS.

WHAT WE WANT TO FOCUS ON IS THE THINGS THAT WE CAN SEE, LIKE THE PAUCITY OF ICU BEDS LEFT IN THIS COUNTY RIGHT NOW AND FEEL, LIKE THE DEATHS AND LOSS OF OUR COMMUNITY MEMBERS.

SO FAR, TO COVID, 499 PEOPLE AS OF YESTERDAY HAVE PERISHED, WHICH IS THESE NUMBERS KIND OF JUST ADD UP.

IT'S HARD TO CONTEXTUALIZE, BUT THAT'S OVER TWO TITANICS FULL.

WELL, NOW TAKE, BUT THE NUMBER OF PEOPLE THAT DIED ON THE TITANIC TIMES TWO IS NOT EVEN 499 PEOPLE.

THESE ARE OUR FRIENDS, OUR CO-WORKERS, OUR NEIGHBORS, OUR FAMILY MEMBERS.

WE ARE COMMITTED TO DOING MORE.

THE PROGRAM YOU GUYS HAD BEFORE IN PLACE WHERE TENANTS WERE APPLYING FOR MONEY TO BE SUPPLEMENTED THAT THEY COULDN'T PAY WHILE THE CVOC PROGRAM WAS PAYING 100 PERCENT OF THE BACK RENT, THEY FINALLY GOT IT STREAMLINED.

IT'S WORKING PERFECT.

WE FINALLY GOT IT DOWN AND IT'S GOING OKAY.

THE NEW HOUSING IS KEY PROGRAM, THEY'VE GOT TO GO LOG ONTO A WEBSITE, THEY GET A NUMBER, THEY WAIT IN LINE.

THERE'S NO PEOPLE TO TALK TO YOU LIKE WE HAD WITH THE CVOC PROGRAM.

THE HOUSING IS KEY PROGRAM, IT'S ONLY GOING TO PAY 80 PERCENT WHERE AS, LIKE I SAID, THE CVOC WAS PAYING 100 PERCENT.

IT'S HARD TO GET THROUGH ON THE HOUSING IS KEY PROGRAM WITH A HUMAN BODY.

THE OTHER THING IS THAT, IF A TENANT OWED A RENT FROM MARCH AND BEFORE THE LANDLORD COULD GO IN AND APPLY FOR THE PROGRAM.

ANYTHING AFTER MARCH, THE LANDLORDS ARE PROHIBITED FROM GOING IN, THE TENANT HAS TO DO IT, THEN WE MIGHT GET CONTACTED.

WE HAVE BEEN IN MERCED COUNTY SINCE FEBRUARY 2021.

OUR FOCUS RIGHT NOW IS EMERGENCY FOOD RELIEF AND VACCINATION OUTREACH, EDUCATION, AND HELPING MERCED COUNTY INCREASE THE NUMBERS OF PEOPLE THAT ARE FULLY VACCINATED.

SINCE WE BEGAN OUR WORK IN FEBRUARY OF 2021, WE'VE OUTREACHED TO OVER 6,000 RESIDENTS IN THE COUNTY OF MERCED, AND THAT WAS WITH A TEAM OF TWO, THEN WITH A TEAM OF THREE, AND NOW WE ARE A TEAM OF FOUR.

WHAT WE'RE LOOKING TO DO IS PARTNER WITH COUNTY BOARD OF SUPERVISORS AND ANY ORGANIZATION THAT IS WILLING TO PARTNER WITH US TO WANT TO INCREASE THE RATES OF VACCINATION.

SINCE THE END OF JULY, OUR INFORMATION AND DATA SHOWS THAT THERE HAS ONLY BEEN A TWO PERCENT INCREASE OF PEOPLE THAT ARE FULLY VACCINATED IN MERCED COUNTY, AND WE KNOW THAT A LOT OF THIS IS BECAUSE OF LACK OF ACCESS.

OUR GOAL IS TO ENSURE THAT EVERYBODY IN MERCED COUNTY HAS OPPORTUNITY AND ACCESS TO FOOD SECURITY AND VACCINATIONS.

WE WOULD LOVE TO PARTNER WITH YOU ALL AND PRESENT EITHER ON A FULL-SCALE TO THE BOARD OF SUPERVISORS FOR THE WORK THAT WE HAVE BEEN DOING, THE WORK THAT WE HOPE TO DO, AND ALSO WE CAN DO IT INDIVIDUALLY IF YOU ALL WOULD LIKE.

ONE THING THAT WE WANT TO MAKE KNOWN IS THAT THE UNITED FARM WORKERS FOUNDATION IS HERE IN MERCED COUNTY.

THE REQUEST TO EXPAND THE SILVER DAIRY FROM 2,953 COWS TO 7,300 COWS IS NOT SUSTAINABLE TO OUR REGION.

THIS PROJECT ENVIRONMENTAL DEGRADATION IN THE LOCAL COMMUNITY, AND THROUGHOUT THE REGION IS TO INCREASE AIR POLLUTION AND GROUNDWATER CONTAMINATION.

PEOPLE IN MERCED COUNTY HAS THE RIGHT TO SAFE DRINKING WATER AND SHOULD NOT BE THREATENED BY THE CONTINUING GROWTH OF THE DAIRY INDUSTRY BY BRINGING IN AN ADDITIONAL 4,347 COWS INTO A CONCENTRATED AREA, THE LOCAL COMMUNITY WILL BE LEFT TO DEAL WITH ODOR, PESTS, AND A SUBSTANTIAL INCREASE IN METHANE EMISSIONS WHICH HAS CATASTROPHIC IMPACT NOT ONLY ON LOCAL AIR QUALITY AND THE PUBLIC HEALTH OF MERCED COUNTY RESIDENTS BUT ALSO IN THE CLIMATE CHANGE CRISIS AT LARGE.

THE RECENT UNITED NATION'S INTERGOVERNMENTAL PANEL ON CLIMATE CHANGE REINFORCES THE THREAT OF INCREASED METHANE EMISSIONS AND CONSIDERATION OF ITS FUNDING BY MERCED COUNTY WOULD BE SHORTSIGHTED, IRRESPONSIBLE, AND DISINGENUOUS.

ADDITIONALLY, AS COUNTRIES CONTINUES TO DEAL WITH THE IMPACT OF GLOBAL CLIMATE CHANGE, OUR ACCESS TO WATER IS CONSTANTLY THREATENED.

THIS BOARD HAS MULTIPLE REQUESTS FOR THE DAIRY EXPANSION FROM THE LAST SIX MONTHS, ALL OF WHICH ARE REQUESTING TO EXPAND THEIR NUMBER OF COWS BY MORE THAN 50 PERCENT.

THIS CHANCE OF EXPANSION IN THE MERCED COUNTY IS FURTHER THREATENED BY ACCESS TO SAFE AND RELIABLE WATER AND CLEAN AIR TO BREATHE.

THIS ISSUE IS PREVALENT THROUGHOUT THE ENTIRE SAMUEL KING VALLEY WHERE A CONCENTRATED NUMBER OF DAIRIES AND RESIDENTS ARE LEFT WITH ENVIRONMENTAL IMPACTS OF THESE EXPANSIONS.

THIS PROJECT IS NOT IN THE BEST INTEREST OF MERCED COUNTY RESIDENTS, IT BRINGS MANY REAL THREATS TO LOCAL COMMUNITIES.

AS A RESULT, WE URGE MERCED COUNTY NOT TO MOVE FORWARD WITH THIS PROJECT AN INCH POSSIBLY AS WE HAVE SEEN HOW VARIOUS EXPANSIONS HAVE IMPACTED COMMUNITIES IN MERCED COUNTY AND BEYOND.

INSIDE MERCED COUNTY, THERE IS THE ATWATER FEDERAL PRISON, ADULT PRISONS, AND JUVENILE HALL ON ANY AND JAILS WITHIN THE CITY.

TODAY, I WANT TO TALK ABOUT THE GENERAL BUDGET OF MERCED COUNTY.

INSTEAD OF INVESTING IN PRISONS AND MODERNIZING A HUMAN CAGE, I AM REQUESTING THE BOARD OF SUPERVISORS TO INVEST THE MONEY IN CREATING A RESTORATIVE JUSTICE PROGRAM UNDER VHRS.

PRISONS ARE MADE TO PUNISH PEOPLE AND DO NOT HAVE QUALITY WITH THE HEALTH CARE SERVICES.

PRISONS ARE OFTEN A TRAUMATIC EXPERIENCE THAT DOES NOT HELP PEOPLE HEAL OR BECOME BETTER TO FORM.

POSSIBLY, IT'S AN INDICATOR OF CRIME.

THERE ARE TOO MANY REASONS WHY PEOPLE GO TO PRISON.

ONE, THE POVERTY.

TWO, THEY'RE EXPERIENCING A MENTAL HEALTH ISSUE.

THE JUSTICE PROGRAMS WILL ALLOW MULTIPLE MEETINGS BETWEEN THE VICTIM, THE PERSON WHO CAUSED THE HARM, AND ANYONE INDIRECTLY IMPACTED.

THIS WILL ALLOW THE VICTIMS TO TALK ABOUT HOW THEIR ACTIONS THIS WILL ALLOW THE PERSON WHO CAUSED THE HARM TO APOLOGIZE FOR WHAT THEY DID, TO EXPLAIN THE EVENT THAT THEN CAUSED THE HARM, AND TO MAKE AMENDS AND TO BE BETTER.

THIS IMPROVES THE QUEST OF A PERSON TO ENGAGE IN COMMUNITY SERVICE, TO ENGAGE IN COUNSELING, TO GET THROUGH THAT PROGRAM, OR TO GET THEIR WORDS NOT CAUSE HARM TO ANYONE ELSE.

RESTORATIVE JUSTICE PROGRAM ALLOWS PEOPLE TO COMMUNICATE, TO HEAL, TO FORGIVE, AND FIND CULTURE.

IT ALLOWS PEOPLE TO BE RESPONSIBLE FOR THEIR ACTIONS TO BECOME BETTER PEOPLE.

AN EXAMPLE OF HOW RESTORATIVE JUSTICE WORKS.

IF THERE'S A FAMILY LIVING IN POVERTY AND THEIR CHILD DECIDES TO DROP OUT OF HIGH SCHOOL TO WORK, TO MAKE AN INCOME TO FEED THEIR YOUNGER SIBLINGS, BUT THERE'S NOT ENOUGH OF AN INCOME, THE CHILD MEETS A GANG MEMBER WHO OFFERS A HIGHER PAYING JOB, SHOES, CLOTHES, AND A MENTOR.

THE CHILD JOIN THE GANG AND STEAL THE CAR AND GETS CAUGHT.

THE CAR OWNER DOES NOT WANT THE CHILD TO GO TO PRISON AND WANT THE CHILD TO GO ON THE RIGHT PATH.

THE RESTORATIVE JUSTICE PROGRAM WILL ALLOW THE CHILD TO EXPLAIN THE EVENTS THAT HE'S TRYING TO STEAL A CAR AND APOLOGIZE.

THE CAR OWNER CAN EXPRESS HOW THIS ENDS AND REQUEST THE YOUTH TO JOIN A LOCAL PROJECT ENGAGE IN PROJECT ACTIVITY AND FIND A GOOD MENTOR.

RESTORATIVE JUSTICE PROGRAM ALLOWS PEOPLE TO COMMUNICATE, TO UNDERSTAND, AND TO FORGIVE.

THE SECOND THING I WOULD LIKE YOU TO INVEST IN IS THE TRANSFORMATIVE JUSTICE PROGRAM.

WE START TO LOOK INTO THIS CASE AND ASK WHAT FACTORS IN THE SOCIETY WOULD LEAVE A FAMILY HUNGRY AND CHILD HAVE TO SUFFER CRITICAL HUNGER.

A COMMON SOLUTION CAN HELP PREVENT THIS FROM HAPPENING FOR SUCH AS A FOOD PROGRAM, UNIVERSAL BASIC INCOME PER UNIT, AND PROGRAMS TO HELP PEOPLE OUT OF POVERTY AND BUILDING MORE BUSINESS, OF COURSE, MOVING AROUND MERCED COUNTY.

WE HAVE ASKED THEM TO DO EVEN MORE THIS YEAR AND THEY'VE BEEN GREAT PARTNERS IN THAT.

ONE OF THE THINGS THAT WAS ESTABLISHED UNDER MY PREDECESSOR WAS PERFORMANCE-BASED OUTCOME FUNDING, WHICH MEANS THAT WE PUT A PREMIUM ON CERTAIN THINGS THAT WE'D LIKE THEM TO DO.

ONE OF THE THINGS THAT IS PART OF THEIR CONTRACT THIS YEAR IS THAT THEY ARE ACTUALLY GOING TO ENROLL MORE STUDENTS IN RURAL COMMUNITIES AND ACTUALLY PLACE MORE STUDENTS WHERE THEY LIVE.

THAT WE THINK WILL ADD TO THE ECONOMY OF OUR SMALLER TOWNS AND POPULATIONS SO THAT STUDENTS ARE ABLE TO FIND WORK CLOSER TO WHERE THEY LIVE.

WE'VE ALSO ASKED THEM TO ENROLL MORE YOUNG PEOPLE THAT ARE UNDER THE AGE OF 18.

FOR THE LAST FEW YEARS, A VAST MAJORITY OF THEIR ENROLLMENTS HAVE BEEN 18-24.

THEY NOW HAVE A REQUIREMENT THAT THEY'LL HAVE TO DO YOUTH AND HIGH SCHOOL YOUTH THAT HAVE DROPPED OUT, SO WE THINK THAT THERE'LL BE SOME ADDED BENEFIT TO THAT WORK.

WE'VE ALSO ASKED THEM TO ENROLL MORE STUDENTS THAT ARE IN FOSTER CARE OR ARE JUSTICE-INVOLVED, AND THAT'S IN LINE WITH OUR PARTNERSHIP WITH MY FELLOW DEPARTMENTS TO MAKE SURE THAT JUST AS SUPERVISOR MCDANIEL SAID THAT WE'RE REALLY BEING EFFICIENT WITH THAT GOVERNMENT DOLLAR AND MAKING SURE THAT WE SUPPORT THOSE STUDENTS.

ESSENTIALLY, WHEN SOMEONE ENROLLS IN THAT PROGRAM, THEY'RE GIVEN SOME JOB READINESS SUPPORT.

THEY'RE CONNECTED TO A TRAINING SCHOLARSHIP, AND THEN THEY'RE PLACED IN A JOB RELATED TO THAT TRAINING, SO THAT COULD BE ANYTHING FROM A CNA OR FORKLIFT DRIVING OR EVEN TRUCK DRIVING.

I HAD AN OPPORTUNITY LAST SATURDAY TO GO TO

THE CHILDREN'S CONNECT EVENT THAT WAS HELD AT THE COURTHOUSE PARK.

I THOUGHT THAT IT WAS REALLY COOL.

THEY HANDED OUT BACKPACKS TO CHILDREN OF ALL AGES.

ONE OF THE THINGS AS A FORMER TEACHER THAT I REALLY FIND EXCITING IS, THEY GAVE THEM BOOKS.

IN EACH OF THE BACKPACKS THERE WAS A BOOK AND THEN THEY COULD COME UP TO THE LINE AND THEY COULD SAY, WHAT TYPE OF BOOKS? ARE YOU BILINGUAL OR DO YOU NEED A BOOK IN SPANISH OR A BOOK IN HMONG OR ENGLISH OR BOTH.

THEY WERE ABLE TO TAILOR THAT TO THEM.

THEN THEY ARE ALSO WERE GIVING AWAY FOOD BOXES AND STUFF.

I ALSO WENT TO THE CASA EVENT.

CASA IS THE THE COURT APPOINTED SPECIAL ADVOCATES THAT WORKS WITH FOSTER CHILDREN IN OUR COMMUNITY.

I THINK IT WAS THE FIRST TIME THAT THEY'VE BEEN ABLE TO REALLY GET OUT AND HAVE A FUNDRAISER AND RAISE SOME MONEY IN QUITE SOME TIME.

THE OTHER THING THAT I DID WANT TO MENTION, WE GOT THIS NUMBER ABOUT THE VACCINATIONS AND IT'S 34 PERCENT.

I DON'T EVER BELIEVE THAT IT'S THE GOVERNMENT'S RESPONSIBILITY TO MANDATE OR TO TELL PEOPLE WHAT THEY SHOULD OR SHOULDN'T DO WITH THEIR OWN BODY.

THAT'S NOT MY RESPONSIBILITY.

HOWEVER, I WAS LISTENING TO SOME INTERVIEWS THIS WEEKEND AND READING SOME STUFF AND EVERYTHING THAT THEY SAY IS, VACCINATION IS THE BEST WAY TO DEFEND YOURSELF AGAINST THIS DISEASE.

BUT AT THE SAME TIME, THE REASON I SHARE THIS, AS A COOK IN THE BACK OF A RESTAURANT WHEN I WAS IN HIGH SCHOOL AND WASHING DISHES, I DIDN'T UNDERSTAND THE VAST OPPORTUNITY THERE IS THROUGHOUT THIS INDUSTRY.

THIS WILL OPEN UP THE MINDS OF A LOT OF PEOPLE WHO ARE ATTENDING.

IN THE EVENT ICE AGENTS WISH TO INTERVIEW SOMEONE IN CUSTODY, THE INMATE IS GIVEN A CONSENT FORM TO SIGN WITH HIS OR HER CHOICE REGARDING THE ENCOUNTER.

EITHER AGREES TO AN INTERVIEW WITHOUT AN ATTORNEY PRESENT, AGREES TO AN INTERVIEW WITH AN ATTORNEY, DOES NOT AGREE TO AN INTERVIEW, AND THE ICE AGENT IS NOTIFIED OF THE INMATES WISHES AND THE FORM IS SCANNED INTO THE INMATES ELECTRONIC FILE.
