ALL RIGHT. THANK YOU FOR THAT.

WE WILL NOW TAKE COMMENTS FROM THE PUBLIC.

PLEASE COME TO THE PODIUM AND WE WILL TAKE YOUR PUBLIC COMMENT.

GOOD MORNING, GOOD MORNING, GOOD MORNING, SUPERVISOR PAREIRA, MEMBERS OF THE BOARD COUNTY COUNCIL, HANSEN AND CEO BROWN.

KALISA ROCHESTER, CHIEF PROBATION OFFICER.

DURING THE WEEK OF JULY 19TH THROUGH THE 23RD PROBATION AGENCIES ACROSS THE NATION WILL CELEBRATE PROBATION SERVICES WEEK.

I WANT TO TAKE A MOMENT TO PUBLICLY COMMEND AND THANK THE MEN AND WOMEN WHO WORK FOR MY AGENCY. DURING THE COVID-19 PANDEMIC, ALL PROBATION STAFF MEMBERS REPORTED TO WORK EVERY DAY TO PROVIDE ONGOING SUPPORT TO THE SUPERIOR COURT, THE COMMUNITY, AND TO PROVIDE SERVICES AND REFERRALS TO OUR CLIENTS AND YOUTH WHO ARE IN OUR CARE.

STAFF MEMBERS INSIDE THE JUVENILE HALL DID AN AMAZING JOB WORKING WITH YOUTH WHO ARE DEALING WITH THE UNCERTAINTY OF COVID-19 AND WHO ARE ALSO UNABLE TO PHYSICALLY SEE THEIR LOVED ONES DUE TO PRECAUTIONARY MEASURES.

STAFF AND MY AGENCY, PROVIDED ASSISTANCE TO THE COMMUNITY BY WORKING AT THE EOC, PROVIDING SUPPORTIVE SERVICES TO PUBLIC HEALTH, CONDUCTING CONTACT TRACE INVESTIGATIONS, PROVIDING SECURITY AT TESTING SITES, AND EDUCATING LOCAL BUSINESS OWNERS ON HOW TO OPEN THEIR BUSINESSES SAFELY.

IN ADDITION, WHEN THE STATE WAS MASS RELEASING INMATES FROM CDCR DUE TO COVID-19 PROBATION OFFICERS WERE ON THE FRONT LINES TO REFER CLIENTS TO AVAILABLE SERVICES AND TO PLACE THOSE WHO POSED A HIGHER RISK TO OUR COMMUNITY ON CONTINUOUS GPS MONITORING.

YOUR PROBATION DEPARTMENT PROVIDES HELP, HOPE AND ACCOUNTABILITY TO FOSTER A HEALTHIER AND SAFER COMMUNITIES.

AND I WOULD LIKE TO PUBLICLY THANK AND COMMEND MY STAFF ON A JOB VERY WELL DONE.

THANK YOU. YOU'RE WELCOME.

[00:05:05]

ANYONE ELSE? ALL RIGHT, SEEING NONE WE WILL GO TO THE VOICEMAIL'S.

I MYSELF AND OTHER MEMBERS OF THE COMMUNITY WHO ARE LEADERS AND ARE IDENTIFYING OTHER PEOPLE WHO HAVE BEEN REJECTED BY IN THE TREASURY LIST.

WE DON'T WANT THEN. WE ALSO WANT THEM TO INCLUDE UNDOCUMENTED PEOPLE TO RECEIVE THESE SERVICES THAT ARE NOT BEING AVAILABLE TO THEM.

WE NEED THEM TO BE ABLE TO RECEIVE MONEY THAT ARE IN NEED.

PEOPLE SHOULD BE ABLE TO QUALIFY AND APPLY BASED ON THE GUIDELINES THAT WERE PROVIDED BY CDOC HAS MADE IT IMPOSSIBLE FOR THESE PEOPLE TO EVEN APPLY.

THEY ARE NOT ANSWERING THE PHONE.

THEY ARE NOT GETTING BACK TO PEOPLE OUT THERE APPLYING THE MONEY, IS THERE.

WE KNOW THE MONEY IS THERE.

SO WE WILL LIKE FOR YOU GUYS TO VOTE AND NOT GIVE CDOC NO LONGER FUNDING FOR THE COMMUNITY. THANK YOU.

HELLO, MY NAME IS MARIA, I LIVE IN MERCED AND WAS HELPING MY MOM APPLY FOR A RENT ASSISTANCE PROGRAM THROUGH CDOC AND THEY ASKED TO SUBMIT A FAKE SOCIAL EVEN AFTER WE INFORMED THEM THAT MY MOTHER HAS A TAXPAYER I.D.

NUMBER. I WOULD LIKE YOU GUYS TO KNOW THIS AND MAKE YOU GUYS AWARE OF THIS, BECAUSE WHAT THEY ARE DOING IS ILLEGAL AND THEY ARE PUTTING MY FAMILY AND OTHER FAMILIES AT RISK FOR DEPORTATION. A LOT OF THE NEIGHBORS AND PEOPLE THAT WE KNOW HAVE SAID THE SAME THING.

I REALLY HOPE THAT THIS ISSUE GETS ADDRESSED.

I WILL ALSO BE REACHING OUT TO THE MEDIA.

SO THANK YOU.

THERE'S ONE MORE. IS THERE ONE MORE? YES, ONE MORE, JUST A MOMENT.

HELLO, MY NAME IS ANNA I'M A POLICY ADVOCATE WITH LEADERSHIP COUNCIL FOR JUSTICE AND ACCOUNTABILITY, AND I WOULD LIKE TO MAKE A COMMENT PERTAINING TO AGENDA ITEM 33.

THE REQUEST TO EXTEND THE MELO DAIRY BY 5,058 ANIMALS IS NOT SUSTAINABLE TO OUR REGION.

THIS PROJECT WILL THREATEN ENVIRONMENTAL DEGRADATION IN THE LOCAL COMMUNITY AND THROUGHOUT THE REGION DUE TO INCREASE AIR POLLUTION AND GROUNDWATER CONTAMINATION.

PEOPLE IN MERCED COUNTY HAVE THE RIGHT TO THREATENED BY THE DAIRY INDUSTRY.

ADDITIONALLY, BY INCREASING THE TOTAL NUMBER OF ANIMALS BY MORE THAN 50 PERCENT, CALIFORNIA CONTINUES TO DEAL WITH OUR ACCESS TO WATER IS CONSTANTLY THREATENED.

THIS PROJECT ONLY FURTHER THREATENS OUR ACCESS TO SAFE WATER.

THIS ISSUE IS PREVALENT THROUGHOUT THE ENTIRE SAN JOAQUIN VALLEY, WHERE THERE ARE A EXPANSIONS. THE PROJECT IS NOT IN THE BEST INTEREST OF MERCED COUNTY RESIDENTS AND IT IN ANY CAPACITY BECAUSE WE HAVE ALREADY SEEN HOW DAIRY EXPANSION HAS IMPACTED COMMUNITIES IN MERCED COUNTY AND BEYOND.

THANK YOU.

THIS CONCLUDES PUBLIC COMMENT.

THANK YOU FOR THAT. AT THIS TIME, I'D LIKE TO MAKE AN ANNOUNCEMENT.

OBVIOUSLY, OUR CHAIR, SUPERVISOR MCDANIEL, IS NOT HERE THIS MORNING.

LATE LAST NIGHT, HIS FATHER IN LAW PASSED AWAY, AND SO HE'S HOME WITH HIS FAMILY.

I SPOKE TO HIM THIS MORNING, SAID A LOT OF TEARS AND A LOT OF LAUGHING AS THEY AS THEY GO

[00:10:01]

THROUGH THIS PROCESS.

AND SO ANYWAYS, I JUST WANTED TO SHARE THAT WITH YOU THIS MORNING.

THANK YOU. ALL RIGHT.

[CONSENT CALENDAR]

WE'LL NOW MOVE TO THE CONSENT AGENDA, CALENDAR.

NEXT IS THE CONSENT AGENDA CALENDAR ITEMS ONE THROUGH 19, PLEASE NOTE ITEMS 13 AND 17 REQUIRE A FOUR FIFTHS VOTE.

THANK YOU. IS THERE A SECOND? WELL. A MOTION WAS MADE BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR ESPINOZA.

IS THERE ANY ANY COMMENTS FROM THE BOARD? I DON'T SEE ANY GO AHEAD AND CALL FOR THE VOTE.

SILVEIRA PLEASE VOTE.

THERE WE GO. OK.

RECORD THE VOTE.

MOTION PASSES UNANIMOUSLY.

NEXT ITEM. NEXT IS BOARD ACTION PUBLIC WORKS ITEMS 20 THROUGH 24, PLEASE

[BOARD ACTION]

NOTE ITEMS 22 TWENTY THREE AND TWENTY FOUR REQUIRE A FOUR FIFTHS VOTE AND THERE IS A CORRECTION TO ITEM 24.

AN INCORRECT DOCUMENT WAS INADVERTENTLY ATTACHED TO ITEM TWENTY FOUR TITLED BUDGET TRANSFER. THE CORRECT SUPPORTING DOCUMENTS HAVE BEEN UPLOADED TO THE WEB AGENDA AS OF YESTERDAY AFTERNOON AND ARE TITLED CORRECTED BUDGET TRANSFER.

RECOMMENDED ACTION REMAINS UNCHANGED.

COPIES OF SAID BUDGET TRANSFERS WILL BE MADE AVAILABLE IN THE OFFICE OF THE CLERK OF THE BOARD OF SUPERVISORS UPON REQUEST.

THANK YOU. ALL RIGHT, IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA, SECONDED BY SUPERVISOR PEDROZO.

I SEE A COMMENT SUPERVISOR ESPINOZA.

YEAH, I WAS JUST WONDERING IF I COULD HAVE INFORMATION FOR THE PUBLIC INFO ON AN ITEM NUMBER TWENTY FOUR REGARDING THE WELL AT THE JAIL.

JIM, YOU CAN JUST BECAUSE I'VE BEEN GETTING A COUPLE OF CALLS OVER, YOU KNOW, WHEN I WAS IN WASHINGTON, D.C. SO JUST THAT WAY THE PEOPLE KNOW AND THEN THAT WAY THINGS ARE, OK, AT THE JAIL.

HELLO, MR. HENDRICKSON.

GOOD MORNING. MR. CHAIRMAN.

HERTFELDER SORRY.

LAST WEEK, THE PUMP TO WELL NUMBER TWO STOPPED WORKING.

DURING THE PROCESS OF REPLACING THAT WELL, I MEAN, THE PUMP, WE DETERMINED THAT WELL IS COLLAPSING AND WE DON'T THINK IT'S GOING TO BE VIABLE MUCH LONGER.

AS A RESULT WE WORKED WITH SHANNON PUMP COMPANY AND I BELIEVE ITS QUALITY WELL DRILLERS TO ARRANGE TO HAVE THEM COME AND START DRILLING A NEW WELL.

WE HAD ALWAYS PLANNED TO DRILL THIS ADDITIONAL GROUNDWATER WELL AS, PART OF THE IMPROVEMENTS, BUT WE RAN OUT OF WATER.

WE WERE ABLE BETWEEN HAULING WATER IN ON TRUCKS AND RUNNING ONE OF THE OTHER WELLS.

WE'RE ABLE TO GET THE TWO HUNDRED THOUSAND GALLON TANKS FULL.

AND SO FAR, WE'VE BEEN KEEPING EVERYONE IN WATER SINCE, I THINK LAST THURSDAY.

IF THE BOARD PASSES THIS ACTION TODAY, THE QUALITY WELL DRILLERS ARE AVAILABLE TO ACTUALLY START WORK TOMORROW AND SETTING UP THE SITE AND THEN THEY'LL BRING THE DRILL RIG ON THE FIRST OF NEXT WEEK, I BELIEVE, AND DRILL.

AND CANDIDLY, GIVEN HOW BUSY ALL THE WELL DRILLERS ARE, WE FEEL VERY FORTUNATE THAT WE WERE ABLE TO MAKE THIS ARRANGEMENT.

THANK YOU. AND WAS WAS THERE ANY TIME WHERE THE INMATES OR STAFF WHERE DID NOT HAVE DRINKING WATER? NO, THEY'VE ALL WERE PROVIDED WITH DRINKING WATER.

THERE WAS A TIME WHERE THERE WAS NOT ENOUGH WATER.

WE HAD TO PUT THEM ON FOR SHOWERS.

I WANT TO SAY IT WAS PROBABLY TUESDAY, WEDNESDAY.

WE HAD ISSUES EITHER LOW PRESSURE OR NO PRESSURE AT ALL PROVIDING THEM WATER, BUT THAT NOW HAS BEEN CORRECTED.

ALL RESOLVED. MR. CHAIR I JUST WANTED THE INFO FOR THE PUBLIC AND FAMILIES THAT HAD CONCERNS REGARDING THE WELL AND MAKE SURE THE PEOPLE HAD

[00:15:02]

SO JUST THE HEALTH WAS IN MIND.

SO THANK YOU.

SUPERVISOR SILVEIRA.

YEAH, I THANK YOU I WAS GOING TO BRING THIS UP IN MY BOARD MEMBER COMMENTS, BUT I'M GOING TO TAKE THE OPPORTUNITY TO DO IT NOW.

I JUST WANT TO THANK DANA, THE PUBLIC WORKS STAFF, THE JAIL STAFF, THE CEO'S OFFICE.

WE'VE BEEN IN CONSTANT CONTACT ALL THROUGHOUT THE WEEKEND AT THE END OF LAST WEEK AS THIS AS THIS, YOU KNOW, UNFORTUNATELY HAPPENED.

IT DOESN'T SOUND LIKE IT'S NECESSARILY THAT THE WELL WENT DRY.

IT SOUNDS THAT JUST THE MOTOR WAS BAD.

AND I JUST WANT TO APPRECIATE THE LEADERSHIP OF STAFF KNOWING THAT WITH THE EXPANSION THAT'S GOING ON, THERE WAS ALWAYS A PLAN TO PUT THIS ADDITIONAL WELL IN.

AND INSTEAD OF TRYING TO PUT A BAND-AID ON IT, WHERE WE'RE GOING TO, WE'RE REALLY GOING TO SAVE THE TAXPAYERS MONEY HERE BY ACTUALLY DOING WHAT WE WERE PLANNING ON DOING.

IT'S JUST GOING TO HAPPEN A LITTLE BIT FASTER.

SO I JUST I APPRECIATE ALL THE WORK THAT WENT INTO THIS.

I KNOW THAT WE WERE GETTING UPDATES ALL THROUGHOUT THE WEEKEND ON IT.

IT'S PART OF THE REASON WHY OUR AGENDAS CAME OUT ON FRIDAY AND SPECIFICALLY ON THIS ITEM.

IT IS EVERYBODY THAT WAS INVOLVED IN IT.

I JUST WANT TO SAY THANK YOU, BECAUSE I DO AGREE WITH MY COLLEAGUE FROM DISTRICT ONE THAT AT THE END OF THE DAY, WE WANT TO MAKE SURE THAT FOLKS HAVE ACCESS TO WATER.

AND THE TEAM WENT INTO PLACE RAPIDLY TO MAKE SURE THAT MINIMALLY THAT THEY HAD DRINKING WATER. AND, YES, WE DIDN'T PLAN FOR THIS.

AND SO THERE MIGHT HAVE BEEN SOME MOMENTS THERE WHERE THEY HAD TO KIND OF WAIT ON TAKING A SHOWER. BUT WE ALL WANT TO MAKE SURE THAT WE'RE PROVIDING FOR THEIR SAFETY.

SO AGAIN GOOD WORK TO EVERYBODY ON THIS.

OKAY SUPERVISOR ESPINOZA.

NO I THINK I'M DONE. I JUST TRY TO PUSH IT.

BUT THANK YOU. I AGREE WITH STAFF.

THAT'S WHAT YOU KNOW, OUR STAFF AND JIM AND DANA WE'RE GIVING UPDATES ON IT.

I AGREE WITH THE COMMENTS FROM RESIDENTS AROUND.

THANK YOU. YOU'RE WELCOME.

ALL RIGHT. I CALLED FOR THE VOTE.

ALL RIGHT, PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

NEXT, IS HEALTH ITEMS, TWENTY FIVE THROUGH TWENTY SEVEN.

THANK YOU. IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR PEDROZO.

I SEE NO BOARD QUESTIONS OR COMMENTS.

PLEASE CALL FOR THE VOTE. PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

NEXT IS BEHAVIORAL HEALTH AND RECOVERY SERVICES ITEMS TWENTY EIGHT THROUGH 30, THE PLEASURE OF THE BOARD. IT'S BEEN MOVED BY SUPERVISOR ESPINOZA AND SECONDED BY SUPERVISOR PEDROZO. PLEASE CALL FOR THE VOTE.

WHO? THERE WE GO.

ALL RIGHT, PLEASE RECORD THE VOTE.

THE MOTION CARRIES UNANIMOUSLY.

NEXT IS HUMAN SERVICES AGENCY ITEM THIRTY ONE.

ALL RIGHT IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA, IS THERE A SECOND.

SECONDED BY SUPERVISOR ESPINOZA.

COMMENTS SUPERVISOR SILVEIRA JUST JUST WANTED TO POINT OUT THAT IT'S VERY RARE THAT WE ONLY SEE ONE ITEM ON OUR AGENDA FROM HSA THAT STUCK OUT, THAT TYPICALLY IT'S VERY RARE.

SO ANA I GUESS THAT'S A GOOD THING, RIGHT? ALL RIGHT. PLEASE CALL FOR THE VOTE.

PLEASE RECORD THE VOTE. THE MOTION CARRIES UNANIMOUSLY.

NEXT IS COMMUNITY AND ECONOMIC DEVELOPMENT ITEMS, THIRTY TWO THROUGH THIRTY FOUR.

ALL RIGHT, THANK YOU.

IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR PEDROZO.

SUPERVISOR SILVEIRA. THANK YOU, MR. CHAIR. JUST WANT YOU KNOW WHEN WE LOOK AT THESE ITEMS THIRTY TWO AND THIRTY THREE AGAIN, WHAT THESE ARE THEY ARE PASS THROUGH ITEMS. AS THIS DAIRY GOING OUT FOR AN EXPANSION, IF YOU READ IT'S A CONTRACT WITH THE ENVIRONMENTAL PLANNING PARTNERS.

PART OF THAT PROCESS THAT HAS BEEN SET FORTH BY THE STATE OF CALIFORNIA TO MEET EVERY

[00:20:06]

KIND OF STANDARD THAT THERE IS WITH AIR QUALITY, WATER QUALITY IS GOING THROUGH THIS PROCESS. AND THAT'S WHAT'S HAPPENING HERE, IS THEY'RE ACTUALLY DOING THE ENVIRONMENTAL WORK ON THIS EXPANSION AND WOULD BRING UP ANY ISSUES OF AIR QUALITY, OF WATER QUALITY.

AND IF YOU DIG A LITTLE BIT DEEPER INTO THIS PART OF THIS EXPANSION, IS THIS TO ACTUALLY TO PUT METHANE DIGESTERS ON THEIR LAGOONS? SO IT'S A LITTLE DISINGENUOUS TO SAY THAT AN INDUSTRY THAT IS A VERY BIG PART OF THIS COUNTY AND HAS BEEN A PART OF THIS COUNTY FOR A LONG TIME.

AND QUITE HONESTLY, AN EXPANSION TODAY IS MORE ENVIRONMENTALLY FRIENDLY, IS BEING HANDLED WITH A LOT MORE SCRUTINY THAN IT WAS 30 YEARS AGO, 20 YEARS AGO.

SO WHEN WE HEAR FOLKS, YOU KNOW, THEY WANT BUT THEY DON'T TALK ABOUT IS ALL THE BENEFITS THAT THE DAIRY INDUSTRY BRINGS TO OUR COUNTY, ALL THE JOBS THAT IT CREATES.

AND IT'S YOU KNOW, AS A FORMER DAIRY MAN MYSELF, I CAN TELL YOU I MILKED TWO HUNDRED AND FIFTY JERSEY COWS IN LOS BANOS ON HENRY MILLER ROAD.

AND EVERY MONTH WHEN I PAID BILLS, I PAID OUT BILLS TO PROBABLY 50 DIFFERENT COMPANIES, WHETHER IT BE THE GRAIN COMPANY, THE HARDWARE COMPANY, THE FUEL COMPANY.

SO IT JUST IT'S REALLY EASY TO SIT BACK AND LOOK AT OUR AGENDA AND SAY THAT DAIRIES ARE BAD AND THEY'RE POLLUTING EVERYTHING WHEN THAT'S NOT THE TRUTH.

AND THIS ISN'T THE FIRST TIME THAT COMMENTS HAVE BEEN MADE ABOUT THESE EXPANSIONS.

THEY'RE DOING IT THE RIGHT WAY.

THEY ARE MITIGATING ANY KIND OF IMPACTS.

AND SO THE DAIRY INDUSTRY, AS A PERSON WHO WAS INVOLVED IN IT, I KNOW WHAT IT GIVES BACK.

THE MONEY TURNS OVER.

YOU KNOW, WE MAKE A LOT OF MONEY AND WE SPEND A LOT OF MONEY.

THE MILK CHECK COMES IN AND LET ME TELL YOU, IT GOES RIGHT BACK OUT.

SO DAIRY BUSINESS DOES STIMULATE THE ECONOMY.

SO LET'S NOT ONLY TALK ABOUT WHAT IS THE PERCEIVED NEGATIVE IMPACTS, BUT LET'S ALSO TALK ABOUT THE POSITIVE IMPACTS OF THESE EXPANSIONS.

YOU KNOW, A DAIRY THAT SIZE IS GOING TO EMPLOY 40 TO 50 PEOPLE, THAT'S ONE DAIRY AS PART OF ONE INDUSTRY. SO I JUST I WILL PUSH BACK A LITTLE BIT ON THE FOLKS THAT SAY THE DAIRY INDUSTRY IS BAD.

IT'S KIND OF ONE OF THE FOUNDING THINGS THAT IS BUILT THIS COUNTY.

SO JUST COMMENTS ON THAT.

THANK YOU, MR. CHAIR. YOU'RE QUITE WELCOME, SUPERVISOR PEDROZO.

THANK YOU. SO AFTER THE THE LAST TIME THIS DISCUSSION WAS BROUGHT UP IN REGARDS TO DAIRY ON THE PLANADA AREA, I MADE CONTACT WITH PAUL SUZA, WHO DOES POLICY RESEARCH FOR WESTERN UNITED DAIRYMEN, JUST TO KIND OF ASK HIM ABOUT AIR QUALITY AND THE STANDARDS AND STUFF.

AND ONE OF THE THINGS THAT HE SAID WAS, YOU KNOW, THERE ARE THERE ARE SOME NEGATIVES TO LIVING AROUND A DAIRY, BUT THE POSITIVES, LIKE SUPERVISOR SILVEIRA WAS SAYING, REALLY OUTWEIGH THOSE. AND WE HAVE TO LOOK AT IT AS AN INDUSTRY THAT PROVIDES SO MUCH FOR FOR OUR COUNTY, BUT THEN ALSO HAVE TO LOOK AT, YOU KNOW, WHAT IT DOES, AGAIN, IN REGARDS TO EMPLOYMENT AND HOW IT HELPS OUT HERE IN MERCED COUNTY.

AND IT'S BEEN AROUND FOR FOR A LONG TIME.

AND AGAIN, I THINK DAIRY FARMS ARE SO CRITICAL.

AND YET THEY THEY DO PROVIDE THIS, BUT THEY'RE HELD TO SUCH A HIGH STANDARD, A VERY, VERY, VERY HIGH STANDARD.

AND THIS IS SOMETHING THAT THAT THEY'RE GOING THROUGH.

AND YOU NEVER YOU DON'T HEAR THE DAIRY FARMERS COMPLAIN ABOUT IT.

THEY WANT TO DO BUSINESS THE RIGHT WAY BECAUSE THEY THAT'S THAT'S THEIR JOB.

THAT'S WHAT THEY WANT TO DO. IT'S IT'S NOT REALLY A JOB FOR DAIRY FARMERS.

IT'S A PASSION, YOU KNOW, AND IT'S SOMETHING THAT THEY WANT TO MAKE SURE THAT THEY'RE DOING IT RIGHT TO TO SERVE THEIR COMMUNITIES AS WELL.

AND SO I'M IN FULL SUPPORT OF THIS.

THANK YOU FOR THOSE COMMENTS.

WE'LL NOW CALL FOR THE VOTE.

WOULD YOU PLEASE RECORD THE VOTE? MOTION CARRIES UNANIMOUSLY.

NEXT IS AUDITOR ITEM THIRTY FIVE.

THANK YOU. IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA AND SECONDED BY MYSELF. SEEING NO REQUEST TO SPEAK, CALL FOR THE VOTE.

PLEASE RECORD THE VOTE. MOTION CARRIES UNANIMOUSLY.

NEXT IS FIRE ITEM THIRTY SIX.

IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR ESPINOZA.

[00:25:03]

PLEASE CALL FOR THE VOTE.

PLEASE RECORD THE VOTE. MOTION CARRIES UNANIMOUSLY.

NEXT, IS PROBATION ITEMS, THIRTY SEVEN THROUGH FORTY ONE.

IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA, SECONDED BY SUPERVISOR ESPINOZA, SEEING NO COMMENTS WE'LL CALL FOR THE VOTE.

PLEASE RECORD THE VOTE. MOTION CARRIES UNANIMOUSLY.

NEXT IS SHERIFF ITEMS FORTY TWO AND FORTY THREE.

ALL RIGHT, IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA IS THERE A SECOND? IT HAS BEEN SECONDED BY SUPERVISOR PEDROZO.

I WOULD LIKE TO CALL FOR THE VOTE.

PLEASE RECORD THE VOTE. MOTION CARRIES UNANIMOUSLY.

NEXT IS TREASURER ITEM 44.

THANK YOU. GOOD MORNING.

GOOD MORNING. CAN YOU HEAR ME? I CAN. OK, GREAT.

YOU'RE WELCOME TO LOWER THAT A LITTLE BIT.

IF YOU LIKE, ARROW DOWN.

ARROW DOWN. IF YOU WANT, YOU DON'T HAVE TO.

GREAT. THAT'S AWESOME.

I CAN SEE YOUR SMILE NOW.

WELL, GOOD MORNING. HONORABLE BOARD OF SUPERVISORS, JIM BROWN, FORREST HANSON.

I'M KAREN HELMS ASSISTANT TREASURER TAX COLLECTOR.

KAREN ADAMS REGRETS THAT SHE CANNOT BE HERE TODAY KNOWING THAT SHE WOULD BE ON VACATION.

SHE SENT OUT A COMMUNICATION TO ALL BOARD MEMBERS, INVITING QUESTIONS BEFORE LEAVING.

I'M HERE TO ANSWER ANY QUESTIONS THAT YOU STILL MAY HAVE.

BUT FIRST, I'D LIKE TO TAKE A MOMENT TO SHARE INFORMATION ABOUT THE DEBT LISTED AND SOME HIGHLIGHTS OF OUR TAX COLLECTION EFFORTS.

THE UNSECURED DEBT LISTED IS OVER 10 YEARS OLD AND LIENS HAVE EXPIRED.

MUCH OF THE DEBT FROM THIS TIME PERIOD WAS DUE TO THE ECONOMIC DOWNTURN OF 2008, THE DEBT OF BANKING INSTITUTIONS ON THIS LIST, WERE SUPPLEMENTAL BILLS THAT WERE ISSUED DURING A TIME OF HEAVY BANK FORECLOSURES.

IN ADDITION TO OUR NORMAL PROCESSES, STAFF HAVE SENT OUT MANY DEMANDS FOR PAYMENT FOR THESE. WHEN DEBT IS FRESH, WE CAN AND DO USE INVOLUNTARY COLLECTION METHODS SUCH AS TAX INTERCEPT, DMV AND AIRPLANE HOLDS AND BANK SEIZURES, WHICH HAVE BEEN ADDED SINCE TAKING OVER COLLECTIONS FROM R&R IN 2015.

ONCE THE UNSECURED DEBT HAS BEEN DEFAULTED FOR MORE THAN THREE YEARS, WE CANNOT USE INVOLUNTARY COLLECTION METHODS DUE TO THE STATUTE OF LIMITATIONS.

AS STATED IN THE CALIFORNIA ROSENTHAL FAIR DEBT PRACTICES ACT AND THE FAIR DEBT COLLECTION PRACTICE OF 1978.

UNFORTUNATELY, DEBT ON THIS LIST WAS IN THE HANDS OF R&R WHEN THE DEBT WAS FRESH AND THEY DID NOT USE THE VARIOUS INVOLUNTARY COLLECTION METHODS AVAILABLE TO THEM.

CURRENTLY, WE ARE PARTNERING WITH OTHER DEPARTMENTS ON REQUIRING TAX CLEARANCE CERTIFICATES FOR TAXPAYERS WHO MAY HAVE DELINQUENT TAXES AND REQUIRE OTHER COUNTY SERVICES. FOR EXAMPLE, WE HAVE WORKED WITH COMMUNITY AND ECONOMIC DEVELOPMENT IN DEVELOPING A SYSTEM FOR OBTAINING TAX CLEARANCE CERTIFICATES FOR BUSINESS.

I'M SORRY FOR DELINQUENT AIRPLANE TAXES.

WE'VE ALSO WORKED WITH WORKFORCE INVESTMENT ON ISSUING TAX CLEARANCE CERTIFICATES FOR BUSINESSES REQUESTING GRANTS AND LOANS.

WE LOOK FORWARD TO OTHER PARTNERSHIPS WITH COUNTY DEPARTMENTS IN THE COMING MONTHS AND YEARS. THEIR REQUESTS FOR RELIEF OF ACCOUNTABILITY AS A ROUTINE, YEARLY TAX PROCEDURE AND STANDARD ACCOUNTING PRACTICE.

THIS IS PERFORMED SO THAT REVENUES ARE NOT UNFAIRLY OVERSTATED AND THE COMPREHENSIVE ANNUAL FINANCIAL REPORT IN THE COMPREHENSIVE ANNUAL FINANCIAL REPORT.

EVEN THOUGH WE ARE REQUESTING RELIEF OF ACCOUNTABILITY, THE DEBT IS NEVER EXCUSED.

THE RELIEF OF ACCOUNTABILITY MOVES THE MOVES THE DEBT TO AN ARCHIVE FILE.

BUT TAX STILL SEE THESE AMOUNTS.

AS AN EXAMPLE OF HOW DEBT MAY STILL BE PICKED UP AFTER WE'VE MOVED IT.

WHENEVER A TITLE COMPANY REQUESTS A DEMAND FOR PAYMENT FOR WHEN A TAXPAYER BUYS OR REFINANCES A NEW HOME OR BUSINESS, THESE DEBTS ARE INCLUDED.

AND I'M HERE TO ANSWER ANY QUESTIONS.

SUPERVISOR SILVEIRA.

THANK YOU, MR. VICE CHAIR.

KAREN, THANK YOU. WE DID HAVE A GOOD CONVERSATION YESTERDAY.

JUST SOME HIGHLIGHTS ON THERE IS.

AND I KNOW THAT YOU'VE BEEN WORKING WITH THE COMMUNITY AND ECONOMIC DEVELOPMENT, BUT ONE OF OUR BIGGEST CULPRITS ARE THESE IS THESE AIRLINES.

[00:30:04]

I'M GOING TO CALL THEM, PEOPLE THAT HAVE AIRPLANES.

FOR EXAMPLE, SKY KING INC.

HAS AN UNSECURED FOR 2009 OF THIRTEEN THOUSAND ONE SEVENTY FOUR.

AND THEN IN 2010, ONE HUNDRED AND NINE THOUSAND.

SO SO WHEN YOU LOOK AT THE CLOSE TO NINE HUNDRED THOUSAND, WE'RE GOING TO GIVE OR TAKE WITH WITH FEES ON THERE.

THAT'S, THAT'S 10 PERCENT OF IT.

OVER 10 PERCENT OF IT IS JUST WITH ONE COMPANY.

AND I KNOW THAT JUST FOR THE PUBLIC TO UNDERSTAND IS IS WHAT THESE PEOPLE DO IS, AS YOU KNOW, TODAY, THEY'RE SKY KING INC.

TOMORROW THEY'RE SKY KING NUMBER ONE, LLC, AND THEY JUST KEEP MOVING.

I KNOW THAT WE'RE WORKING WITH CED SO THAT IF THOSE FOLKS COME BACK AROUND, WE TRIED IT, WE TRY TO FIT THEM.

THE OTHER ONE THAT I'M REALLY FRUSTRATED WITH IS THE BANKS, ALL THESE BANKS THAT CONTINUE TO DO BUSINESS IN OUR COUNTY.

I WISH THAT THERE WAS A WAY TO BE WE COULD TELL THEM, WELL, WE'RE NOT GOING TO LET YOU DO BUSINESS. AND A LOT OF THEM YOU COULD TELL THIS WAS DURING THE FORECLOSURE FORECLOSURE CRISIS BECAUSE, YOU KNOW.

SIXTY TWO DOLLARS.

FIFTY NINE DOLLARS. THERE'S A LOT OF SMALL ONES.

AND IT WAS WHEN THE HOUSES WERE GOING THROUGH FORECLOSURE.

BUT AGAIN, THOSE STAY ON THE BOOKS.

AND KAREN DID ASSURE ME THAT THEY DON'T GO AWAY.

THEY JUST THEY JUST GET PUT INTO THE ARCHIVE FILE.

SO BUT IF SOMETHING COMES ACROSS THAT WE'RE ABLE TO GO BACK ON THOSE WE ALL PAY OUR TAXES. THESE ARE THESE AREN'T ASSOCIATED WITH PROPERTY.

THESE ARE ON THE UNSECURED TAX ROLL.

SO IT'S IT'S NOT LIKE WE CAN ATTACH THE PROPERTY OR DO ANYTHING LIKE THAT.

SO AND I GUESS THESE ARE MORE OF MY COMMENTS.

BUT, YOU KNOW, THERE'S THERE'S THOSE THE AIRLINE ONES.

THOSE ARE THE BIG ONES. WE NEED TO KEEP AN EYE ON THOSE FOLKS BECAUSE THEY I GUESS WHAT THEIR SCHEME IS IS WHEN WE CALL THEM OUT, THEN THEY JUST MOVE THE PLANE TO CHINA.

AND THEN AND THEN WHEN WE DON'T GET TO SEE THEM NO MORE.

SO I DON'T KNOW, HOPEFULLY WE CAN COME UP WITH A BETTER SOLUTION ON THAT.

THANK YOU. IS THERE A SECOND? YOU GUYS ARE MAKING ME WORK TODAY.

ALRIGHT, IT'S BEEN MOVED BY SUPERVISOR SILVEIRA, SECONDED BY SUPERVISOR ESPINOZA.

I'D LIKE TO CALL FOR THE VOTE.

PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

THANK YOU. NEXT IS WORKFORCE INVESTMENT ITEM FORTY FIVE.

OK, IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA, SECONDED BY SUPERVISOR PEDROZO, I SEE NO COMMENTS, I'LL CALL FOR THE VOTE.

PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

NEXT IS EXECUTIVE OFFICE ITEMS FORTY SIX AND FORTY SEVEN.

THANK YOU. IT'S BEEN MOVED TO APPROVE BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR ESPINOZA. ANY COMMENTS? NOPE CALL FOR THE VOTE. PLEASE RECORD THE VOTE.

THE MOTION CARRIES UNANIMOUSLY.

NEXT IS BOARD APPOINTMENTS, ITEMS 48 THROUGH 50.

IT HAS BEEN MOVED BY SUPERVISOR SILVEIRA AND SECONDED BY SUPERVISOR PEDROZO, SEE NO COMMENTS CALL FOR THE VOTE.

PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

THANK YOU. NEXT IS BOARD INFORMATION AND POSSIBLE ACTION ITEMS 51 THROUGH 53.

RIGHT, WHAT'S THE PLEASURE OF THE BOARD? ALL RIGHT, THANK YOU.

THE IT HAS BEEN MOVED BY SUPERVISOR ESPINOZA AND SECONDED BY SUPERVISOR PEDROZO, I'D LIKE TO CALL FOR THE VOTE. PLEASE RECORD THE VOTE.

THE MOTION CARRIES UNANIMOUSLY.

THIS CONCLUDES THE BOARD OF SUPERVISORS REGULAR AGENDA, AND WE WILL NOW CONVENE AS THE MERCED COUNTY CHOWCHILLA GROUNDWATER SUSTAINABILITY AGENCY.

WE HAVE ONE ITEM. IT IS NOW TIME FOR A PUBLIC OPPORTUNITY TO SPEAK ON ANY MATTER OF PUBLIC INTEREST WITHIN THE BOARD'S JURISDICTION, INCLUDING ITEMS ON THE BOARD'S AGENDA,

[00:35:01]

EXCEPT FOR THOSE ITEMS SPECIFICALLY SCHEDULED AS PUBLIC HEARINGS.

TESTIMONY LIMITED TO THREE MINUTES PER PERSON.

ALL RIGHT, THANK YOU.

AT THIS TIME, I WOULD CALL FOR PUBLIC COMMENT.

SEEING NONE, WE'LL MOVE ON.

NEXT IS CONSENT AGENDA CALENDAR ITEM NUMBER ONE, COMMUNITY AND ECONOMIC DEVELOPMENT.

THANK YOU. AND THEN ARE WE GOING TO HAVE THAT UP ON THE SCREEN OR NOT.

I'M WORKING ON THAT. IT'S COMING.

OK. ALL RIGHT. JUST FOR ONE ITEM, WE COULD MOVE IT MANUALLY, BUT WE'LL WAIT.

THERE WE GO. OK, SO THIS IS FOR ITEM ONE ON THE CHOWCHILLA SUBBASIN.

OR MERCED COUNTY CHOWCHILLA GROUNDWATER SUSTAINABILITY AGENCY, IT HAS BEEN MOVED BY SUPERVISOR ESPINOZA AND SECONDED BY SUPERVISOR SILVEIRA.

I SEE NO COMMENTS OR QUESTIONS.

PLEASE CALL FOR THE VOTE. ALL RIGHT, PLEASE RECORD THE VOTE.

MOTION CARRIES UNANIMOUSLY.

NEXT IS BOARD REPORTS.

[BOARD INFORMATION & POSSIBLE ACTION]

ALL RIGHT. WE'LL START TO MY LEFT WITH SUPERVISOR SILVEIRA.

OH, SORRY ABOUT THAT.

FIRST, I JUST WANT TO START OFF BY SAYING MY CONDOLENCES GO OUT TO SUPERVISOR MCDANIEL AND HIS FAMILY. HE'S HAD A ROUGH MONTH AND A HALF HERE.

IT'S NOT EASY, BUT I CONTINUE TO SEND IN MY THOUGHTS AND PRAYERS AS THEY GO TO THIS MOST DIFFICULT TIME. THE OTHER THINGS THAT I WANT TO KNOW THAT WE HAVE OUR SPECIAL REDISTRICTING WORKSHOP THIS EVENING, IS ANOTHER WAY.

I KNOW THAT SOME FOLKS WOULD RATHER THAT WE ALREADY HAVE MAPS.

BUT AGAIN, I'M NOT PUTTING THE BLAME ON US WITH WHEN WHEN WE DID THE CENSUS.

WE'RE GETTING THE INFORMATION LATE, BUT STILL HAVE A HARD DEADLINE AS TO WHEN WE HAVE TO HAVE ALL THIS PROCESS COMPLETED.

AND IF WE WOULD HAVE WAITED UNTIL WE HAD THE CENSUS INFORMATION TO BE ABLE TO START THE PROCESS, I JUST DON'T THINK THAT IT WAS POSSIBLE FOR US TO GET IT ALL IN.

WE HAVE CERTAIN REQUIREMENTS THAT WE HAVE TO MAKE.

SO I WILL ACTUALLY BE OUT IN LOS BANOS AT THE WEST SIDE TRANSITIONAL CENTER AT FORTY WEST G STREET SUITE B TONIGHT IS PARTICIPATING IN THIS WORKSHOP.

SO I ENCOURAGE PEOPLE TO GET INVOLVED.

I KNOW THAT NOT ONE, THERE'S NOT GOING TO BE ONE PERFECT WAY TO DO THIS.

AND WE'RE TRYING TO DO OUR BEST.

IT IS A WORKSHOP. WORKSHOPS TYPICALLY ARE FOR THOSE FOLKS THAT WANT TO PHYSICALLY BE THERE AND GET ENGAGED, BUT I FEEL LIKE WE ARE WE ARE GIVEN THE VERY BEST EFFORT THAT WE CAN TO ENGAGE FOLKS AND HAVE THEM BE A PART OF THE PROCESS.

BECAUSE WHAT I DON'T WANT TO HAPPEN IS, IS WHEN WE GET THROUGH WITH THIS, YOU KNOW, ANYBODY SAYING THAT THEY WEREN'T ABLE TO ENGAGE OR THEY WEREN'T ABLE TO BE A PART OF THE PROCESS, WHEN I THINK IT'S THE COMMITMENT OF THIS BOARD AND THE COMMITMENT OF OUR STAFF THAT EVERYBODY AND ANYBODY IS WELCOME TO ENGAGE IN THIS PROCESS.

SO PART OF THAT IS, IS YOU ACTUALLY HAVE TO ENGAGE.

AND SO THIS IS ONE OF THOSE OPPORTUNITIES TONIGHT FOR YOU TO ENGAGE.

SO LOOKING FORWARD TO SEEING SOME FOLKS OUT THERE.

JUST WANTED TO COMMENT QUICKLY.

WE, YOU KNOW, BETWEEN OUR LAST MEETING AND NOW THE FOURTH OF JULY HAPPENED, IT WAS PRETTY CRAZY OUT THERE. I KNOW AT LEAST IN LOS BANOS, I DON'T EVER WANT TO EQUATE, ACTUALLY LIVING IN A WAR ZONE.

I'VE NEVER LIVED IN A WAR ZONE, THANK GOD, TO OUR MILITARY IN THIS COUNTRY FROM KEEPING ME FROM HAVING TO LIVE IN A WAR ZONE.

BUT IF IN MY MIND, I COULD IMAGINE WHAT IT SOUNDED LIKE LIVING IN A WAR ZONE, YOU COULD HAVE JUST HUNG AROUND LOS BANOS ON JULY THE 3RD AND JULY THE 4TH.

IT WAS IT WAS PRETTY INSANE AND I JUST I GUESS I, I ASK MYSELF THE QUESTION AS TO WHY WHY ALL OF A SUDDEN IS IT GETTING SO BAD? I THINK SOME PEOPLE MIGHT SAY IT'S, YOU KNOW, WITH COVID AND EVERYBODY KIND OF BEING COOPED UP AT HOME, YOU KNOW, MAYBE SOME OF THEIR RESCUE PLAN MONEY OR, YOU KNOW, REBATES OR EXTRA MONEY THAT THEY GOT FROM UNEMPLOYMENT, PUT A FEW MORE DOLLARS IN THEIR POCKETS.

SO THEY CHOSE TO USE THEM ON THAT.

I REALLY DON'T HAVE A GOOD ANSWER.

BUT IT IS WOULD REALLY QUESTION IS THE THE ENFORCEMENT PIECE.

IT DIDN'T SEEM LIKE IT WAS THIS BAD TWO, THREE, FOUR YEARS AGO.

[00:40:04]

BUT ALL OF A SUDDEN NOW JUST THE INFLUX OF OF I MEAN, PEOPLE ARE SO BRAZEN.

I MEAN, I SAW A DEAL WHERE I MEAN, BASICALLY THIS GUY WAS ADVERTISING ON FACEBOOK.

HE HAD A WHOLE GARAGE FULL OF THEM.

SO IT JUST IT IS CRAZY OUT THERE.

I MEAN, I KNOW WE'RE AT A SAFE AND SANE FIREWORKS SHOW, AT A FRIEND OF MINE'S HOUSE, AND WE MIGHT AS WELL NOT EVEN PUT THEM OFF BECAUSE IT WAS JUST BANGING AND GOING OFF EVERYWHERE AROUND US.

AT THAT TIME, MY BUDDY'S MOM GOT A CALL NEIGHBOR.

HER NEIGHBOR'S HOUSE WAS ON FIRE FROM AN ILLEGAL FIREWORKS.

SO THERE ARE CONSEQUENCES TO IT.

AND THE LOS BANOS PD WAS OUT IN FORCE AND I BELIEVE THEY ISSUED OVER THIRTY CITATIONS.

WO THEY ARE OUT THERE, BUT IT'S JUST IT IS GETTING CRAZY AND IT JUST I DON'T KNOW WHAT WE'RE GOING TO DO ABOUT IT. IT'S GOING TO TAKE, YOU KNOW, MAYBE SOMEBODY GETTING HURT OR SOMETHING BAD HAPPENING BEFORE WE REACT TO IT.

AND I GET IT IN THE UNINCORPORATED AREAS, IT'S NOT AS MUCH OF AN ISSUE AS IT IS IN INSIDE THE CITY LIMITS, BUT STILL A LITTLE BIT FRUSTRATING.

AND THEN JUST I HAVE A LITTLE LITTLE DOG AND MY POOR LITTLE THING WAS JUST HEART WAS BEATING ONE HUNDRED AND TEN MILES AN HOUR AND JUST PANTING.

AND IT JUST IT WAS AND THAT'S SOMETHING THAT I YOU KNOW, WE DON'T THINK ABOUT IT.

AND NOW THE CITIES AND THE DOG CATCHERS ARE GOING CRAZY TRYING TO KEEP UP WITH ALL THE ANIMALS THAT DIG OUT AND GET OUT.

AND SO A LOT OF CONSEQUENCES THAT COME ALONG WITH IT.

IT REALLY IT IS. I HOPE THAT WE NOT ONLY AS A COUNTY, BUT EVEN LIKE OUR OUR OUR FRIENDS AT THE STATE AND TO CRACK DOWN, THERE'S SOMETHING THAT HAS CHANGED THAT IS ALLOWING SO MUCH MORE OF THIS STUFF TO COME IN FREELY WHERE IT DIDN'T SEEM LIKE IT DID BEFORE.

SO THOSE ARE MY COMMENTS.

THANK YOU. SUPERVISOR PEDROZO.

THANK YOU. I TOO WANT TO SAY CONDOLENCES TO CHAIRMAN MCDANIEL AND HIS FAMILY ON THE PASSING OF HIS FATHER IN LAW, AS I SAID LAST TIME, AND I'LL SAY IT AGAIN, WHAT HE'S GONE THROUGH THE LAST COUPLE OF MONTHS HAS BEEN TO SHOW HIS LEADERSHIP AND STRENGTH THROUGHOUT THIS WHOLE THING HAS BEEN VERY ADMIRABLE.

AND SO I APPRECIATE THAT.

I WANT TO SAY THAT ON THAT WE HAVEN'T MET SINCE THEN THAT AT THE END OF JUNE, I BELIEVE IT WAS THE TWENTY THIRD I ATTENDED THE CENTRAL CALIFORNIA ALLIANCE FOR HEALTH RETREAT.

WHAT WE DID WAS WE WENT AND GOT TOGETHER WAS THE FIRST MEETING WHERE WE COULD MEET IN PERSON. WE'VE BEEN MEETING VIRTUALLY THROUGHOUT MY TIME ON THAT WITH THAT ORGANIZATION.

AND WHAT THEY WHAT WE DID WAS YOU HAVE TO COME UP WITH A PLAN.

AND SO EVERY THREE YEARS, IF YOU HAVE MEDI-CAL, WHAT THE ALLIANCE DOES IS THE ALLIANCE WORKS WITH THE STATE TO HELP GET THE MEMBERSHIP, WHAT IT IS THAT THEY NEED.

AND SO WE LOOK AT THE PLAN AND YOU ANALYZE THE PLAN AND SEE WHERE THERE'S GAPS IN SERVICES. HOW CAN SERVICES BE PROVIDED DIFFERENTLY? WHAT CAN WE DO DIFFERENTLY? IN THIS ALLIANCE? THERE ARE THREE HUNDRED SEVENTY ONE THOUSAND FIVE HUNDRED AND SEVENTY THREE MEMBERS THAT ARE PART OF IT, ELEVEN THOUSAND FIVE HUNDRED SEVENTY SIX PROVIDERS.

AND THIS IS OVER THREE COUNTIES.

SO THERE'S ONLY THREE COUNTIES THAT ARE PART OF THIS RIGHT NOW.

IT'S MERCED, MONTEREY COUNTY AND SAN BERNARDINO.

NO, SANTA CRUZ, SANTA CRUZ.

THANK YOU. I GET I WAS GET MY THOSE ARE THE THREE THAT THAT WE SERVE QUITE A BIT.

AND THEN ALSO THIS LAST WEEK, I HAD THE OPPORTUNITY TO ATTEND THE NACO CONFERENCE IN WASHINGTON, D.C. WITH SUPERVISOR ESPINOZA.

AND NACO IS THE NATIONAL ASSOCIATION OF COUNTIES.

AND IT WAS REALLY IT WAS REALLY INTERESTING TO TO GET TO FINALLY HAVE MEETINGS WITH PEOPLE THAT WEREN'T VIRTUAL.

AND WE WERE ABLE TO TALK ABOUT THINGS.

AND ONE OF THE THE COOL THINGS WAS WHEN YOU'RE TALKING ABOUT SUPERVISORS FROM DIFFERENT AREAS THROUGHOUT THE COUNTRY, IS THAT WE'RE ALL DEALING WITH THE SAME ISSUES, ECONOMIC DEVELOPMENT, POVERTY, HOMELESSNESS.

THOSE ARE BROADBAND INTERNET.

AND IT WAS, REGARDLESS OF IT, SMALL COUNTIES OR LARGE COUNTIES.

EVERYBODY IS DEALING WITH THE SAME STUFF, WHETHER IT WAS HERE AND ON THE WEST COAST, ON THE EAST COAST, IT WAS IT WAS SOMETHING THAT WAS REALLY COOL TO SEE AND BEING ABLE TO KIND OF COLLECTIVELY PUT OUR OUR HEADS TOGETHER AND WORK ON THAT.

SOME OF THOSE ISSUES WAS GOOD.

AND THEN ALSO I WOULD LIKE TO ADJOURN THE MEETING IN HONOR OF JERRY SCHAEFER, WHO WAS A LONG TIME EDUCATOR IN MERCED COUNTY.

HE WAS THE FIRST DEAN OF MERCED JUNIOR COLLEGE.

HE WAS A FORTY YEAR MEMBER OF ROTARIAN.

I KNOW HIS WIFE WAS A SCHOOL TEACHER AT THE SCHOOL THAT I WENT TO OUR LADY OF MERCY SCHOOL FOR MANY YEARS, AND HE WAS VERY INSTRUMENTAL IN WORKING WITH YOUNG COLLEGE STUDENTS AND BRINGING IN WORLD RENOWNED AUTHORS, ACADEMICS AND ARTISTS TO MERCED COLLEGE TO TO

[00:45:06]

PROVIDE THAT WORLD VIEW.

SO IF WE COULD DO THAT.

I'D APPRECIATE IT.

SUPERVISOR ESPINOZA.

THANK YOU, MR. CHAIR. YEAH.

I ALSO ATTENDED THE NACO CONFERENCE WITH SUPERVISOR PEDROZO.

IT WAS VERY, MODERATELY ATTENDED, NOT A FULL ATTENDANCE BECAUSE OBVIOUSLY SOME PEOPLE ARE STILL STAYING HOME, YOU KNOW, ATTEND A LOT OF SUBCOMMITTEE MEETINGS.

ONE OF THE SUBCOMMITTEE WAS ON GIS WITH ELECTRONIC VISIT VERIFICATION.

I KNOW THAT THE FEDERAL GOVERNMENT PUT THIS OUT WITH THE CARES ACT FUNDING IN REGARDS TO DIFFERENT PROGRAMS, USING IT FOR VERIFICATION AND TO PREVENT FRAUD ACROSS AMERICA AND TO MAKE SURE THAT, YOU KNOW, NOT A LOT OF FRAUD IS NOT BEING CREATED OR TO STOP FRAUD.

AND THAT'S USING VERIFICATION OF, YOU KNOW, WHETHER IT'S HSA, HHS MONITORING, YOU KNOW, PEOPLE IS TO MAKE SURE THAT THEY KNOW THAT THE PERSON BEING ATTENDED TO IS, YOU KNOW, VERIFIED AND CHECKED ON.

SO IT'S CHECKS AND BALANCES TO MAKE SURE THAT IT'S A, YOU KNOW, USING YOUR PHONE OR THE IPAD THAT CAN BE TRACKED TO MAKE SURE THAT THE TIME FRAME AS WELL.

AND I DON'T KNOW IF OUR COUNTY IS HAS THAT ALREADY, BUT EVENTUALLY, WHETHER IT IS HSA OR BEHAVIORAL HEALTH SERVICES, EVERYBODY WILL BE HAVING TO GO THAT SYSTEM, YOU KNOW, ACROSS THE US. AND BY 2022, IF YOU KNOW, IF WE RECEIVE FUNDS, THEN EVERYBODY HAS TO BE ON IT.

OTHERWISE, WE'LL BE, YOU KNOW, NOT PROVIDING FUNDS FOR THE STATES.

I ALSO WANT TO GIVE MY CONDOLENCES TO DARON MCDANIEL AND HIS FAMILY.

YOU KNOW, WE SEND OUR PRAYERS AND I MAKE SURE THAT LIKE YOU KNOW HE LOVES HIS MOM.

AND I ALSO NOW, THAT NOW HIS FATHER IN LAW.

SO, YEAH, YOU KNOW, HE'S ALSO A MEMBER WHO WAS SUPPOSED TO BE, WAS THE PRESIDENT OF AND HE MISSED THE NACO MEETING.

AND, YOU KNOW, THE OPPORTUNITY TO GO TO THE RCRC MEETING A FEW WEEKS AGO.

AND NOW THIS, ALSO TO MARIANNE, WHO IS THE REPRESENTATIVE RCRC.

SHE WAS IN WASHINGTON AS WELL.

SHE WAS YOU KNOW, I WANT TO THANK HER AND FOR BEING SO SUPPORTIVE.

WE ATTENDED DINNER.

I ATTENDED A COUPLE OF TIMES WITH, WITH WITH RCRC COMMITTEE AND THE DIFFERENT SUPERVISORS FROM AROUND THE STATE AS WELL.

SO, THANK YOU, MARIANNE.

I ALSO WANT TO THANK CAL FIRE AND CHIEF SUPPORTIVE AS WELL AND HELPING US.

A COUPLE OF MY COLLEAGUES, I THINK JOSH PEDROZO AND DARON MCDANIEL, WE CAME OUT ON THE FOURTH OF JULY PARADE, WHICH WAS A VERY WELL TURNED OUT.

I WAS AMAZED THAT IT WAS PRETTY LONG.

AND A LOT OF PEOPLE I THINK IT WAS THE BEST PARADE FOR THE JULY PARADE IN THAT I'VE BEEN IN IT. AND, YOU KNOW, I WASN'T ABLE TO ATTEND THE FOURHT OF JULY FIREWORKS AT NIGHT, WHICH, YOU KNOW, PRETTY MUCH ALL THE FIREWORKS LIKE SUPERVISOR SILVEIRA WERE ALL AROUND OUR COUNTY AND WHICH IS, YOU KNOW, NOT JUST THE THIRD OR THE FOURTH.

YOU KNOW, IN LIVINGSTON AND I HEAR AROUND THE COUNTY.

I THINK IT GOES ON ALL ALL YEAR LONG.

AND PEOPLE ARE PRACTICALLY FED UP WITH, WITH ILLEGAL FIREWORKS.

YOU KNOW, MY NEIGHBORS COME AROUND EVERY OTHER DAY AND COMPLAIN AND I TALK TO THEM AND, YOU KNOW, OUR POLICE DEPARTMENT JUST DOESN'T SEEM TO BE GIVING OUT ENOUGH CITATIONS.

SO WE HAVE A NEW CHIEF OF POLICE IN LIVINGSTON WHERE I LIVE.

AND EVENTUALLY, HOPEFULLY, I THINK HE'S SUPPOSED TO GET HIS DEPUTIES TO MAKE SURE THAT THE SITE MORE, LIKE I SAID, THERE'S ALWAYS, YOU KNOW, EVEN FATALITIES OR WILL BURN HOUSES OR, YOU KNOW, I HEAR OVER THE FOURTH OF JULY, SOMEBODY BLEW THEIR HEAD OFF, YOU KNOW, BLOWING ONE UP. SO IT'S, YOU KNOW, JUST PEOPLE ARE TIRED.

I GOT A CALL WHEN I WAS IN WASHINGTON ABOUT FIREWORKS.

AND SO IT JUST, YOU KNOW, I AND I ALSO LIKE SAID I'M WILLING TO PUT IT ON THE AGENDA AND HAVE A BAN ON FIREWORKS IN GENERAL THROUGHOUT THE COUNTY.

I WAS ONE.

THERE'S THE SUPPORT IT PUT IN REGRET IT BECAUSE THAT BRINGS IN THE ILLEGAL FIREWORKS.

SO, YOU KNOW, EVEN IN THE COUNTY, I THINK THEY'RE JUST GETTING OUT OF HAND.

A LOT OF TRUCKER, I HEAR ARE BRINGING A LOT OF FIREWORKS FROM DIFFERENT STATES, WHICH IS LEGAL AND JUST BRINGS IN ALL THE ILLEGAL ONES.

SO IT JUST IT JUST, YOU KNOW, CONSTANTLY CALLS.

[00:50:02]

AND I KNOW THAT I'M GOING TO GET OF HEAT PROBABLY FROM NONPROFITS FOR BECAUSE THERE IS A LOT OF FUNDS. BUT I THINK, YOU KNOW, LIKE I SAID, UNEMPLOYMENT FUNDS OR WHATEVER FUNDS ARE BEING USED. PEOPLE DON'T SUPPOSE THEY DON'T HAVE FOOD, BUT THEY CAN BUY FIREWORKS ALL YEAR LONG AND AND JUST PUT OUT JUST A WASTE OF MONEY, YOU KNOW, FOR INSTANT.

I THINK JUST BETTER TO GET THE RESOURCES IN THE CITY OR IN THE COUNTY AND JUST, YOU KNOW, ONCE A YEAR HAVE A GREAT CITY OR THE COUNTY CAN HAVE FIREWORKS ONCE A YEAR AND JUST ENJOY THE FOURTH OF JULY OR SO OR WHATEVER THEY WANT TO.

THANK YOU. WITH ALL THAT. LIKE I SAID, I'LL BE PUTTING THAT ON THE AGENDA IN THE FUTURE.

THANK YOU.

MR. BROWN. THANK YOU.

THANK YOU FOR THE OPPORTUNITY, FROM ALL OF STAFF AND THE COUNTY EMPLOYEES.

WE ALSO WISH THE SUPERVISOR MCDANIEL AND HIS FAMILY OUR CONDOLENCES.

AND, IT HAS BEEN A TOUGH TIME.

AND SO, AGAIN, OUR HEARTS AND PRAYERS ARE WITH THEM.

MR. HANSEN. THANK YOU, MR. CHAIR, I JUST ECHO WHAT JIM SAID.

OUR CONDOLENCES GO OUT TO SUPERVISOR MCDANIEL AND HIS FAMILY IN THIS ROUGH TIME.

THANKS.

I TOO, YOU KNOW, SEND MY CONDOLENCES TO SUPERVISOR MCDANIEL AND HIS FAMILY.

I'D LIKE TO CLOSE THE MEETING IN MEMORY OF MIKE I DON'T KNOW HOW MANY OF YOU REMEMBER GREEN BELT THAT WAS OUT ON SOUTH HIGHWAY 59.

AND AND THERE'S PROBABLY NOT ANYBODY THAT UNDER HOW PROBABLY OR OVER 40 YEARS OLD THAT DIDN'T ARE 30 YEARS OLD, PROBABLY THEY DIDN'T BUY THEIR SHOW WHITES AT GREENBELT.

AND IT WAS KIND OF INTERESTING.

YOU KNOW, THEY THEY DARON'S WIFE HAS TWO SISTERS AND THEY ALSO WORKED IN THERE.

AND AND, YOU KNOW, IT WAS A FAMILY BUSINESS.

AND I BELIEVE THAT DARON'S WIFE, BUFFY'S GRANDFATHER, IS THE ONE THAT STARTED THE BUSINESS SO JUST KIND OF A MAINSTAY IN THE COMMUNITY FOR A LOT OF YEARS.

AND, YOU KNOW, HE WAS A GOOD MAN.

AND, YOU KNOW, IT WAS A LITTLE I ALWAYS LIKE TO BE A LITTLE I DON'T KNOW IF YOU CALL FLAMBOYANT, BUT HE ALWAYS HAD A COOL SHIRT ON AND DROVE A COOL CAR.

AND, YOU KNOW, IT WASN'T ABOUT THE MONEY, IT WAS ABOUT THE LOOK.

AND ANYWAYS BUT IT WAS JUST A GOOD MAN.

AND SO OUR COMMUNITY IS GOING TO MISS HIM.

AND THEN ANYWAYS, I ALSO WOULD LIKE TO SHARE THAT THIS EVENING IT'S BEEN MENTIONED.

BUT THIS EVENING WE'RE HAVING OUR SPECIAL MEETING, WHICH IS A REDISTRICTING WORKSHOP AT SIX P.M. AND THE PUBLIC HAS THE OPPORTUNITY TO ATTEND AND PARTICIPATE AT EITHER OF TWO LOCATIONS. ONE IS HERE IN MERCED AT THE MERCED COUNTY OFFICE OF EDUCATION DOWNTOWN PROFESSIONAL CENTER, IT'S AT THE CORNER OF CANAL AND MAIN STREET.

THE SECOND LOCATION IS THE WESTSIDE TRANSITIONAL CENTER AT 40 WEST G STREET, SUITE B IN LOS BANOS. IF YOU GO TO THE AGENDA, IT'S ALSO GOING TO BE LIVE STREAMED IN TWO PLACES.

ONE WILL BE ON THE MERCED COUNTY FACEBOOK PAGE.

THE SECOND ONE IS ON THE MERCED COUNTY HOMEPAGE.

AND SO YOU'RE WELCOME TO TO FOLLOW ALONG AND PAY ATTENTION.

AND AND IF YOU CAN'T PARTICIPATE, BUT YOU HAVE COMMENT, YOU CAN ALWAYS SEND THEM TO ONE OF YOUR SUPERVISOR AND WE CAN, YOU KNOW, CARRY THOSE ON FOR YOU.

I, TOO, WANT TO TALK ABOUT FIREWORKS A LITTLE BIT.

SUPERVISOR SILVEIRA, THAT WAS KIND OF CUTE.

YOU SAID THAT THE CITY HAS THE PROBLEMS, BUT I HAVE TWO LARGE UNINCORPORATED COMMUNITIES IN MY DISTRICT, BOTH OVER 11,000 PEOPLE.

AND AND I TELL YOU WHAT, NEVER IN MY LIFE WOULD I EXPECT THAT FIREWORK PHONE CALLS WOULD OVERTAKE POTHOLE, POTHOLE PHONE CALLS.

BUT FOR THE MONTH OF JUNE, IT STARTED EARLY.

I HAD A DISCUSSIONS BOTH WITH WITH OUR FIRE DEPARTMENT AND WITH OUR SHERIFF'S DEPARTMENT AND ASKING THEM TO STEP UP.

AND, YOU KNOW, IT JUST YOU KNOW, IT'S ONE THING IF IT ALL HAPPENS ONE NIGHT, BUT WHEN IT HAPPENS FOR THREE OR FOUR WEEKS, YOU KNOW, WE HAVE A LOT OF PEOPLE IN OUR COMMUNITY THAT WORK AND THEY WORK DURING DURING THE NIGHT.

SO THEY'RE TRYING TO SLEEP DURING THE DAY OR THEY GO TO SLEEP EARLY IN THE EVENINGS BECAUSE OF THEIR SCHEDULES.

AND, YOU KNOW, IT JUST IT'S JUST REALLY INSENSITIVE FOR PEOPLE TO, YOU KNOW, TO BE LIGHTING OFF FIREWORKS. THEY'RE ILLEGAL.

THEY CAUSE FIRES.

I THINK WE WERE FORTUNATE THIS YEAR IN MERCED COUNTY THAT THE FIRES DIDN'T CAUSE ANY MORE DAMAGE. I KNOW TWO YEARS AGO IN KIND OF OUR REGION, THERE WAS LIKE OVER THREE HUNDRED FIRES. I DON'T KNOW WHAT THE COUNT WAS THIS YEAR, BUT, YOU KNOW, IT'S JUST IT'S JUST NOT NECESSARY. SO ANYWAYS, I GUESS I'M TALKING TOO LATE.

I SHOULD START TALKING IN MAY OF NEXT YEAR.

SO ANYWAYS, WITH THAT, I SEE NO OTHER BUSINESS TO COME BEFORE THE MEETING.

[00:55:04]

AND THIS CONCLUDES OUR MEETING FOR TODAY.

AND THE MEETING IS ADJOURNED.
