TODAY, I'LL BE PRESENTING CONDITIONAL USE PERMIT NUMBER CUP 21-005 FOR THE APPLICANT, PAUL STONE. THIS APPLICATION IS A REQUEST TO BRING IN EXISTING AGRICULTURAL FERTILIZER, SPREADING BUSINESS INTO CONFORMANCE AND ADD A FUELING ISLAND TO THE FACILITY.

THE PROJECT SITES LOCATED TO THE SOUTHWEST CORNER OF SHAW AVENUE AND BUHACH ROAD IN THE WINTON AREA AND IS ZONED AND DESIGNATED AGRICULTURAL.

YOU RECEIVED THE VICINITY OF THE PROJECT SITE AND GENERALLY THE SITE SURROUNDED BY A VARIETY OF AGRICULTURAL OPERATIONS WITH MULTIPLE IRRIGATION CANALS RUNNING THROUGH THE VICINITY. AND HERE WE HAVE A CLOSER, CLOSER AERIAL IMAGE OF THE PROJECT SITE, WHICH SHOWS THE OVERALL PARCEL OUTLINED IN RED AND THE BUSINESS AREA OUTLINED IN BLUE.

THE TOTAL SITES ABOUT THIRTY FIVE ACRES.

THE BUSINESS FOOTPRINT IS A LITTLE LESS THAN FOUR ACRES ITSELF.

SO A LITTLE BACKGROUND.

THE SPREADING BUSINESS HAS BEEN IN OPERATION FOR APPROXIMATELY 50 YEARS AT THIS SITE.

NO LAND USE PERMIT WAS REQUIRED AT THE TIME THE BUSINESS WAS ESTABLISHED.

BUT DUE TO THE PROPOSED FUELING ISLAND, A LAND USE PERMITS NOW REQUIRED TO BRING THE SITE INTO CONFORMANCE WITH CURRENT REQUIREMENTS.

AND HERE WE SEE A SITE PLAN FOR THE BUSINESS AREA, ALL OF WHICH IS EXISTING, EXISTING WITH THE EXCEPTION OF THE PROPOSED FUEL TANK AND THE ASSOCIATED FUELING ISLAND.

THERE ARE TWO EXISTING DRIVEWAYS OFF OF SHAW AVENUE THAT ARE USED TO ACCESS THE SITE.

AND THE SHOP AND STORAGE BUILDING SEEN ON THE LEFT SIDE OF THE PLAN IS USED TO SERVICE BUSINESS EQUIPMENT. THE REMAINING BUSINESS AREA IS UTILIZED FOR EQUIPMENT AND PARKING.

AND HERE WE HAVE A PHOTO OF THE SITE TAKEN FROM SHAW AVENUE.

YOU'LL SEE THE EQUIPMENT AND TRUCK PARKING AREA ON THE LEFT AND THE SHOP AND STORAGE BUILDING WHERE MAINTENANCE WORK IS COMPLETED ON THE RIGHT.

THE APPLICATION IS CONSISTENT WITH GENERAL PLANNING GOALS AND POLICIES RELATED TO LAND USE AS THE USE SUPPORTS LOCAL AGRICULTURAL OPERATIONS.

THE APPLICATION IS ALSO CONSISTENT WITH APPLICABLE REQUIREMENTS OF THE COUNTY ZONING CODE, INCLUDING THE PROPOSED USE FALLS UNDER THE DEFINITION OF AN AGRICULTURAL CONTRACTORS BUSINESS. STAFF HAS FOUND THAT NO FURTHER ENVIRONMENTAL REVIEW IS REQUIRED PURSUANT TO SECTION 15301 EXISTING FACILITIES OF THE CEQA GUIDELINES, THE ANALYSIS THAT HELPED MAKE THIS DETERMINATION CAN BE FOUND IN THE STAFF REPORT.

NOTICE TO THE PUBLIC HEARING WAS MAILED TO PROPERTY OWNERS WITHIN 300 FEET OF THE SITE ON MAY 14TH AND PUBLISHED IN THE SUNSTAR ON THE SAME DATE.

NO COMMENTS FROM THE PUBLIC HAVE BEEN RECEIVED AS OF THIS MORNING.

WITH THAT STAFF AS A COUPLE OF RECOMMENDATIONS FOR THE COMMISSION TO DETERMINE THE PROJECT'S EXEMPT FROM ENVIRONMENTAL REVIEW AND TO APPROVE CUP 21-005. THAT NOW CONCLUDES MY PRESENTATION AND I'M AVAILABLE TO ANSWER ANY QUESTIONS YOU MAY HAVE. THANK YOU, BRODY.
