MEETING. IN ORDER TO MINIMIZE THE SPREAD OF COVID-19 VIRUS, THE COUNTY IS CONDUCTING BUSINESS IN COMPLIANCE WITH SOCIAL DISTANCING REQUIREMENTS WITH SEATING FOR THE PUBLIC LIMITED TO TWENTY FIVE.

WE HAVE ALSO PROVIDED SOME OVERFLOW SPACE ON A FIRST COME, FIRST SERVE BASIS.

FOR MEMBERS OF THE PUBLIC WHO DO NOT WISH TO ATTEND IN PERSON.

WE HAVE BEEN ACCEPTING GENERAL PUBLIC COMMENTS VIA EMAIL AND VOICEMAIL FOR NON AGENDA AND AGENDA ITEMS. NOW WE WILL START WITH THE INVOCATION LED BY PASTOR PHIL JENKINS, PASTOR OF MOUNT OLIVE MISSIONARY BAPTIST CHURCH, LOCATED IN ATWATER.

BUT I WOULD LIKE TO THANK MY COLLEAGUE, SUPERVISOR PEDROZO, FOR INVITING HIM IN BECAUSE HE DOES LIVE IN SUPERVISOR PEDROZO'S DISTRICT.

WE PRAY FOR OUR COUNTY BOARD THE COUNTY SUPERVISORS, THE STAFF AND TO ALL THOSE PRESENT AND TO THE COUNTY, THOSE THAT THEY REPRESENT.

FATHER GOD, WE ASK THAT EVERYTHING TO BE DONE HERE TODAY IS BE DONE WITH COMPASSION, COMFORTING, ENCOURAGING, PROTECTIVE, PROSPEROUS, BUT MOST OF ALL, GODLY TO BUILD, NOT TO DESTROY. WHEN IT CAME TO DREAMS FOR THEIR CHILDREN THEY WANT THEIR KIDS TO GROW UP HAPPY, TO BE PROUD OF THEIR HISTORY, TO BE SAFE, BE EDUCATED, SUCCESSFUL, AND BE ECONOMICALLY STABLE.

WHEN IT CAME TO CHANGES THAT WILL MOST IMPROVE THEIR LIVES THEY SAID INCREASE IN JOB OPPORTUNITIES, LOWER HOUSING PRICES, MORE KID FRIENDLY ENTERTAINMENT AND MORE COMMUNITY EVENTS THAT UNITES THE COMMUNITY FROM ALL CULTURES.

THIS WAS NOT A SURPRISE FOR US.

I GET SAD WHEN I SEE THE SURVEY ABOUT THEIR DREAMS BECAUSE THEIR CHILDREN HOW CAN WE EXPECT THEM TO DREAM BIG WHEN THESE BASIC NEEDS OF HOUSING AND LACK OF JOB OPPORTUNITIES ARE NOT BEING MET? AND, YOU KNOW, WE GET TO REALLY MOVE PAST THE STATUS QUO AND BUILD A MORE EQUITABLE, MERCED COUNTY.

AND ALSO PEOPLE THAT HAVE SURVEY SOUTHEAST ASIAN COMMUNITY ESPECIALLY THE HMONG COMMUNITY BETTER. AS FOR THE SOUTHEAST ASIAN COVID EFFORTS, WE HAVE REGISTERED ABOUT A

THOUSAND SOUTHEAST ASIAN COMMUNITY RESIDENTS WHO ARE MOSTLY HMONG.

WE HAVE MORE TO GO.

HOWEVER, A VACCINE HESITANCY IS HUGE FOR US.

THERE'S A LOT OF MISINFORMATION, THIS INFORMATION THAT HAS BEEN AFFECTING OUR EFFORTS.

AND WE NEED YOUR HELP TO CREATE MORE CLEARER MESSAGES.

WE NEED HIGH QUALITY AND PROFESSIONAL MEDIA OUTREACH.

THE LAST VIDEO ON THE MERCED COUNTY COUNTY PUBLIC HEALTH DEPARTMENT, FACEBOOK THINGS ARE CHANGING RAPIDLY AND WE NEED TO MAKE SURE THAT THE HMONG COMMUNITY IS BEING INCLUDED WHEN THINGS DO CHANGE.

HERE IS A LITTLE HISTORY ABOUT THE PEOPLE'S ADVOCACY GROUP.

I WAS BORN AND RAISED IN THE CENTRAL VALLEY, MERCED COUNTY, TO BE EXACT.

I HAVE A VERY DIVERSE FAMILY AND ALONG WITH MY PASSION FOR BEING A TRANSFORMATIVE LEADER FOR COMMUNITIES SUCH AS THE ONE I WAS RAISED IN, I FORMED THE PEOPLE'S ADVOCACY GROUP.

I BEGAN LOBBYING FOR ENVIRONMENTAL ISSUES WITH MY DEGREE IN ENVIRONMENTAL STUDIES, BUT FOUND MY TRUE PASSION IN EDUCATING INDIVIDUALS ON THE PURPOSE AND PROCESSES OF THE STATE LEGISLATURE. MORE IMPORTANTLY, I FOUND PASSION IN EDUCATING THE PEOPLE ON HOW TO ACCESS THEIR STATE LAWMAKERS IN AN EFFORT TO REPRESENT THEMSELVES AND THEIR COMMUNITIES.

MY FIRM'S GOAL IS TO PROVIDE EQUAL ACCESS TO REPRESENTATION AS THE CORNERSTONE OF DEMOCRACY RESTS ON THE FOUNDATION OF AN EDUCATED ELECTORATE.

I LOOK FORWARD TO A PARTNERSHIP IN ENGAGING AND EMPOWERING YOUR COMMUNITY.

THE PEOPLE'S ADVOCACY GROUP SERVICES WILL INCLUDE AN INTERNET BASED PLATFORM WHICH DELIVERS ACCESS TO SIMPLIFIED AND CONCISE BILL INFORMATION DIRECTLY TO YOUR CONSTITUENTS.

THE EDUCATIONAL ASPECT OF THIS SERVICE CONSISTS OF EASY TO UNDERSTAND MONTHLY NEWSLETTERS THAT ALLOW EVERY PERSON TO STAY UP TO DATE WITH ISSUE AREAS THEY ARE PASSIONATE ABOUT.

THE CITY OF DOS PALOS RESIDENTS ARE PETITIONING FOR NO DUMPING ORDINANCE SIGNS TO BE PLACED AT BOTH LOCATIONS.

I'VE BEEN DOCUMENTING THIS SINCE DECEMBER.

I HAVE PHOTOS.

WE HAVE LICENSE PLATE NUMBERS.

WE HAVE EVERYTHING, INCLUDING FACES THAT ARE DOING THIS ILLEGAL DUMPING.

AND BECAUSE THERE ARE NO SIGNS POSTED, THEY'RE FREE TO DO IT.

AND WE'VE CONTACTED MERCED COUNTY SHERIFFS.

THEY'RE THE ONES THAT SUPERVISE PATROL THOSE AREAS.

AND THERE'S NEXT TO NOTHING THAT WE CAN DO ABOUT IT OR THEY CAN DO ABOUT IT AS FAR AS PERSECUTION OR CITING THEM.

OVER THE YEARS, THE BOARD HAS TAKEN A NUMBER OF STEPS TO IMPROVE OUR PERMITTING PROCESSES. YOU HAVE CREATED A DEVELOPMENT SERVICES COORDINATOR POSITION TO SHARE JUST A FEW.

EACH OF THESE STEPS LED TO IMPROVEMENTS IN CUSTOMER SERVICE AND COORDINATION AMONG DEPARTMENTS. HOWEVER, THERE IS STILL ROOM TO IMPROVE AND WE CAN BECOME MORE EFFICIENT, EFFECTIVE MOVING FORWARD.

CURRENTLY, WE HAVE MULTIPLE ORGANIZATIONS WHO TOUCH THE PERMITTING PROCESS WITHOUT THERE BEING A SINGLE POINT OF RESPONSIBILITY.

AS WE ACKNOWLEDGED DURING THE LAST BOARD MEETING, IF WE'RE HONEST WITH OURSELVES.

THIS HAS LED TO SOME INCONSISTENCY, MISCOMMUNICATION AND AT TIMES LACK OF ACCOUNTABILITY.

NOT OFTEN, BUT IT HAS LED TO THESE THINGS AT TIMES.

WE SHARED DURING THE FIRST READING OF THE ORDINANCE THAT THERE WOULD BE OTHER ORGANIZATIONAL AND STAFFING CHANGES RECOMMENDED TODAY THAT HOPEFULLY HELP IMPROVE OUR OVERALL EFFICIENCY AND EFFECTIVENESS OF OUR PERMITTING OPERATIONS, AS WELL AS THE COMMUNITY AND ECONOMIC DEVELOPMENT AND PUBLIC WORKS DEPARTMENTS.

IN ADDITION, WE'RE STILL IN THE PROCESS OF EVALUATING A COUPLE OTHER POTENTIAL ORGANIZATIONAL CHANGES AND WOULD APPRECIATE YOUR THOUGHTS AND GUIDANCE RELATED TO ENVIRONMENTAL HEALTH AND CODE COMPLIANCE.

WHENEVER ORGANIZATIONAL CHANGE TAKES PLACE, EMPLOYEES LIVES ARE IMPACTED AND THE DECISIONS ARE NOT EASY.

THIS HAS NOT BEEN EASY FOR US TO GET HERE.

WE HAVE BEEN VERY SUCCESSFUL IN THE PAST WORKING WITH AND IDENTIFYING OPTIONS FOR IMPACTED EMPLOYEES AS A RESULT OF THESE THINGS OVER THE HISTORY.

AND PLEASE BE ASSURED THAT WE WILL CONTINUE TO WORK HARD TO FIND OPPORTUNITIES WITHIN THE ORGANIZATION FOR THOSE EMPLOYEES THAT ARE IMPACTED.

CUSTOMER SERVICE IS A PRIORITY OF THE BOARD.

AND OUR GOAL WITH THESE RECOMMENDED CHANGES AND EVEN THE ONES CONSIDERING THAT WE'RE ASKING FOR GUIDANCE FROM YOU ARE IS TO IMPROVE CUSTOMER SERVICE.

STAFF THAT HAVE PARTICIPATED IN THE DISCUSSIONS HAVE TRULY APPROACHED THOSE DISCUSSIONS WITH THIS GOAL AND TRYING TO IMPROVE OUR SERVICES TO THE COMMUNITY.

SO TO STAFF I WANT TO SAY A BIG THANK YOU AND YOUR EFFORTS ARE MUCH APPRECIATED TO KEEP THE COMMUNITY FIRST.

AND JUST IN HIS OPENING COMMENTS A MOMENT AGO, STAFF HAS, IN FACT, UNDERTAKEN A NUMBER OF PRETTY GOOD STEPS OVER THE LAST SEVERAL YEARS TO IMPROVE WHAT WE DO AND HOW WE DO IT.

AND WHILE EACH OF THESE STEPS DID LEAD TO SOME IMPROVEMENTS OVER TIME, WE DO BELIEVE THAT, AS MR. BROWN MENTIONED, WE CAN DO SOME THINGS EVEN MORE EFFICIENTLY MOVING FORWARD.

AS IT STANDS TODAY, WE DO HAVE MULTIPLE TOUCH POINTS IN THE PERMITTING PROCESS WITHOUT A SINGLE POINT OF RESPONSIBILITY.

AND THIS ITEM IN FRONT OF YOU TODAY PROPOSES TO REORGANIZE WHAT WE DO WITH ONE OVERARCHING GOAL IN MIND, WHICH IS TO DELIVER PREMIER CUSTOMER SERVICE.

NOW PRIOR TO LAUNCHING INTO THE BRIEF SLIDE PRESENTATION, I WOULD LIKE TO TAKE THIS OPPORTUNITY TO ACKNOWLEDGE SEVERAL PEOPLE, BEGINNING WITH THIS BOARD.

THIS BOARD HAS BEEN AN ARDENT CHAMPION FOR CUSTOMER SERVICE IMPROVEMENTS, WHICH HAS LED YOUR STAFF TO BRING THIS ITEM TO YOU TODAY.

I WOULD ALSO LIKE TO ACKNOWLEDGE MR. BROWN, MR. HERTFELDER, CHIEF VAN LOBEN SELS, AND NOTABLY MS. BARRERA, FOR WHOM I HAVE HAD THE PRIVILEGE OF WORKING ON THIS FOR THE PAST SEVERAL MONTHS. WE ARE GOING TO ENHANCE THE EXPERIENCE FOR OUR CUSTOMERS AND WE ARE GOING TO DO SO WITH POSITIVE ATTITUDES AND PERFORM MORE EFFICIENTLY AND EFFECTIVELY MOVING FORWARD.

AS THIS VERY BASIC SLIDE SHOWS, WE CURRENTLY HAVE FOUR ORGANIZATIONS WHO EACH HAVE AN INDEPENDENT ROLE IN THE DEVELOPMENT REVIEW PROCESS, WHICH CAN LEAD TO, AS MR. BROWN MENTIONED, INCONSISTENCY AND INEFFICIENCY IN OUR APPROACH.

AND SHOULD THIS ITEM BE APPROVED BY THE BOARD TODAY, THREE OUT OF THE FOUR WILL BE COMBINED TOGETHER UNDER THE COMMUNITY ECONOMIC DEVELOPMENT DEPARTMENT TO REALIZE IMMEDIATE EFFICIENCIES.

AS RELATES TO THE FOURTH ENVIRONMENT HEALTH, SHOULD THE BOARD BE SO INCLINED.

TODAY'S RECOMMENDATION DOES SUGGEST THAT THE BOARD AUTHORIZE STAFF TO SUBMIT TO THE STATE PUBLIC HEALTH DEPARTMENT A PROGRAM PLAN RELATED TO THE POSSIBLE TRANSFER ENVIRONMENTAL HEALTH TO THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT.

BUT FOR CLARITY, TODAY'S ACTION WOULD ONLY AUTHORIZE FURTHER EVALUATION AND NOTHING MORE.

NOW, GOING BACK TO THE REALIGNMENT, IT WILL LEAD TO A SINGLE POINT OF RESPONSIBILITY TO GREATER EFFICIENCY, TO BETTER COMMUNICATIONS, BOTH INTERNALLY AND EXTERNALLY WITH OUR CUSTOMERS, WHICH IS SOMETHING THAT I WANT TO FOCUS SOME TIME AND ATTENTION ON TO GREATER ACCOUNTABILITY AND AGAIN, A FOCUS ON OUR CUSTOMER.

THE BOARD DOES HAVE SEVEN ACTIONS IN FRONT OF IT FOR ITS CONSIDERATION TODAY, HOWEVER, THEY CAN GENERALLY BE LUMPED INTO THREE PRIMARY AREAS.

FIRST, MOVING THE FIRE INSPECTION TEAM UNDER THE BUILDINGS DIVISION.

SECONDLY, MOVING THE BUILDINGS DIVISION UNDER THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT. AND AS A BRIEF REMINDER AGAIN, MR. BROWN MENTIONED HIS COMMENTS PERTAINING TO THE SPECIFIC PIECE AN ORDINANCE WAS INTRODUCED ON APRIL 27TH TO CHANGE THE ROLES AND RESPONSIBILITIES OF THE DIRECTORS OF PUBLIC WORKS AND COMMUNITY AND ECONOMIC DEVELOPMENT PERTAINING TO THE TRANSFER OF RESPONSIBILITIES OF THE BUILDINGS DIVISION. AND THEN THIRDLY, AGAIN, TO DIRECT STAFF TO FURTHER EVALUATE ORGANIZATIONAL PLACEMENT OF BOTH ENVIRONMENTAL HEALTH AND OUR CODE ENFORCEMENT OPERATION AS PART OF WHAT WOULD BE POTENTIALLY A FUTURE PHASE OF A REORGANIZATION.

AND AGAIN, TO THIS POINT AND AGAIN, AS MR. BROWN YOU MENTIONED, WE WOULD APPRECIATE ANY GUIDANCE OR FEEDBACK THAT THE BOARD CAN GIVE AS IT RELATES TO THESE TWO FUNCTIONAL AREAS.

SO IN CLOSING, STAFF DOES RECOGNIZE THAT DELIVERING CUSTOMER SERVICE IS A KEY PRIORITY FOR THIS BOARD. AND WE ARE GOING TO WORK INCREDIBLY HARD TO ACHIEVE THIS OBJECTIVE.

THOSE ARE THINGS THAT WE'RE LOOKING AT, ENVIRONMENTAL HEALTH, JUST FOR YOUR BENEFIT AND THE PUBLICS IS A LOT MORE COMPLICATED.

THERE IT IS BUILT INTO THE STATUTES IN THE CODE, IN MANY DIFFERENT AREAS, THERE'S MANY DIFFERENT COMPONENTS OF ENVIRONMENTAL HEALTH THAT DO NOT ALIGN DIRECTLY WITH THE PERMITTING FUNCTIONS. AND SO AND IT'S NOT SOMETHING THAT AS WORKING WITH COUNCIL'S OFFICE AND WORKING WITH ENVIRONMENTAL HEALTH, IT'S NOT SOMETHING YOU CAN SEPARATE APART.

IT IS A PULL ALL AS ONE UNIT.

SO WHEN YOU LOOK AT HAZARDOUS MATERIALS AND YOU KNOW CUPA AND OTHER THINGS LIKE THAT, IT'S ALL PART OF THAT PACKAGE.

SO WE ARE CAUTIOUS ABOUT THAT ONE.

THAT'S WHY WE DIDN'T BRING THIS AS PART OF THIS PACKAGE RIGHT OUT OF THE GATE AS WE'VE BEEN WORKING ON THIS IS BECAUSE WE'VE GOT TO BE A LITTLE MORE CONSCIOUS AND A LITTLE MORE CAREFUL AS WE MOVE FORWARD.

AND IF YOU'RE GOING TO CREATE THESE EFFICIENCIES IN CUSTOMER SERVICE THAT WE'RE TALKING ABOUT, YOU NEED TO HAVE STAFF CO-LOCATED.

AND THERE ARE SOME COMPLICATIONS WITH THAT MANY STAFF POTENTIALLY CONSIDERING IN THIS ADDING TO THIS BUILDING.

AND SO I JUST WANT TO ACKNOWLEDGE UPFRONT FOR EVERYBODY, THIS IS SOMETHING WE'RE EVALUATING. THIS ISN'T SOMETHING WE'RE SAYING WE NEED TO DO.

I'VE HEARD CONCERNS ABOUT, POSSIBLY ABOUT BECAUSE OF THE BREADTH AND THE NUMBER OF EMPLOYEES. AND I THINK THEY'RE ALL VERY LEGITIMATE AND VERY KEY CONCERNS.

SO FROM A STAFF PERSPECTIVE, WE JUST WANTED TO PUT ON THERE AS A RECOMMENDATION WHAT THE

SO, AGAIN, IT'S NOT AS SIMPLE.

I DO THINK WE HAVE HAD SOME DISCUSSIONS WITH STAFF.

I DO THINK THERE'S WAYS YOU COULD TAKE A PHASED APPROACH OR A PILOT TO THIS AS YOU LOOK FORWARD. AND WAYS OF TRYING TO TAKE, FOR EXAMPLE, CODE ENFORCEMENT IS ONE OF THOSE THINGS THAT, YOU KNOW, IT'S A QUALITY OF LIFE ISSUE AND IT'S IMPORTANT TO THE COMMUNITIES AND THE NEIGHBORS AND THINGS LIKE THAT.

WELL ALSO, WHEN YOU LOOK AT OUR UNINCORPORATED COMMUNITIES, WHO IS OUT IN THE UNINCORPORATED COMMUNITIES ALL THE TIME, YOUR DEPUTY SHERIFFS, YOUR SHERIFFS, I MEAN, THEY'RE OUT THERE IN YOUR COMMUNITIES ALL THE TIME.

IS THERE A WAY OF TAKING A PILOT AND START SMALL AND START TO TAKE SOME OF THOSE N UISANCE ISSUES AND MOVE THEM OVER AND YOU KNOW TYPE THING.

SO, AGAIN, WE DON'T HAVE ANYTHING FOR YOU TODAY.

IT'S JUST SOMETHING WE WANTED TO, YOU KNOW, AS PART OF THIS.

IT'S PART OF THAT WHOLE STRUCTURE WE'RE LOOKING AT AND WE'RE INTERESTED IN THE BOARD'S THOUGHTS AS WE MOVE FORWARD AS FAR AS YOU KNOW IN YOUR CONSIDERATIONS.

BUT WHAT I DO APPRECIATE THEN WHEN THE NEXT ELECTION SUPERVISOR PAREIRA HAD GREAT LEADERSHIP AND GOOD FORTHRIGHT INSIGHT OF SEEING OTHER THINGS, SUPERVISOR ESPINOZA AS WELL. WANTING TO STILL TAKE IT TO THE NEXT LEVEL AND APPRECIATE YOUR LEADERSHIP IN THAT.

I START TO THINK ABOUT THINGS, OK, YOU HAVE THE CAPITAL COST AND NOW YOU'RE GOING TO HAVE TO REWORK SOME STUFF TO BE ABLE TO FIT THEM.

NUMBER 2 THAT'S TWENTY FIVE ADDITIONAL VEHICLES THAT ARE COMING TO WORK EVERY DAY.

AND OH BY THE WAY, YOU HAVE FOLKS THAT GO OUT INTO THE FIELD.

FROM MARCH 15TH THROUGH MARCH 30TH WAS WHAT WE CALLED PHASE ONE, WHICH IS WHERE APPOINTMENT REQUESTS AND THE PRESCREENING PERIOD TOOK PLACE.

THIS IS WHERE WE RECEIVED AN ABUNDANCE OF PHONE CALLS AND EMAIL INQUIRIES ABOUT THE PROJECT. FOLKS WERE PRESCREENED DURING THAT TIME PERIOD AND THEN ACTUAL PHYSICAL APPOINTMENTS AND APPLICATION PROCESSING BEGAN ON APRIL 5TH.

I KNOW WE GOT LOS BANOS COVERED WITH SOME OF THE COMMUNITY EVENTS THAT WE DO THERE, BUT ANY TIME WE CAN GET OUT TO THE SMALLER, UNINCORPORATED PARTS OF WHICH IS SOUTH DOS PALOS THAT WOULD BE HELPFUL.

THEN I WANT TO GO BACK TO I KNOW WHEN WE PUT THIS PROGRAM TOGETHER, THERE WAS A LOT OF OUR FRIENDS WERE HERE AND WERE GIVING US SUGGESTIONS ON THE WAYS THAT WE SHOULD DO IT AND SHOULDN'T BE DOING IT. SO WHAT CVOC DID IS WE CREATED WHAT WE CALL THE LANDLORD LETTER, WHICH IS ON THE WEBSITE AND ALSO THE LANDLORD REFERRAL FORM.

SO ANY LANDLORD WHO HAS A TENANT THAT IS IN ARREARS OR IS IN DANGER OR UNABLE TO PAY THEIR RENT, THE LANDLORD CAN CONTACT CVOC DIRECTLY AND APPLY ON THEIR TENANTS BEHALF.

AND IT'S AS SIMPLE AS DOWNLOADING THE FORM, FILLING IT OUT AND THEN SCANNING IT TO A DESIGNED EMAIL ADDRESS AT CVOC.

IN ESSENCE, THAT LANDLORD GETS TO, YOU KNOW, LACK OF A BETTER TERM.

THEY GET TO SKIP THE LINE BECAUSE IT IS A DIRECT REFERRAL FROM THAT LANDLORD AND THEY INCLUDE ALL OF THE PERTINENT INFORMATION THAT WE WOULD BE GETTING DURING THE PRESCREENING. SO IT SPEEDS THINGS UP AS WELL.

THE SECOND THING THAT WE DID TO ENABLE THE COMMUNITY TO HAVE A LARGER PART AND IMPACT ON THIS PROGRAM IS WE CREATED THE COMMUNITY BASED ORGANIZATION REFERRAL FORM, WHICH WAS ALSO ON OUR WEBSITE, WHERE ANY COMMUNITY BASED ORGANIZATION CAN REFER THEIR CONSTITUENTS TO THIS PROJECT BY USE OF THE REFERRAL FORM.

SO THEY WOULD SIT DOWN WITH THEIR PEOPLE, FILL OUT THAT REFERRAL FORM AND THEN EMAIL THAT DIRECTLY TO CVOC AGAIN JUMPING THE LINE IN FRONT OF OTHERS BECAUSE IT WOULD ALREADY HAVE THE PERTINENT INFORMATION AND AGAIN, SPEEDING UP THE TIMELINE AS WELL.

THUS FAR WE'VE RECEIVED OVER 50 INQUIRIES EXCUSE ME, 50 CONTACTS AND REFERRAL FORMS FROM LANDLORDS. WE'VE RECEIVED ONE FROM COMMUNITY BASED ORGANIZATIONS.

SO WE GAVE THOSE COMMUNITY BASED ORGANIZATIONS AND ADVOCACY GROUPS A VOICE AND ENABLED THEM TO PARTICIPATE AND ADVOCATE FOR THEIR CONSTITUENTS RIGHT AND THEIR CLIENTS ON THIS PROGRAM, BUT WE HAVE YET TO RECEIVE ANY REFERRALS FROM THEM.

VERY GOOD. IT SADDENS ME TO HEAR THAT, BUT I GUESS I CAN JUST SAY THAT'S PROBABLY WHAT I EXPECTED TO HAPPEN.

BUT IT DOES SADDEN ME BECAUSE WE GET THESE FOLKS THAT COME UP HERE THAT ARE ADVOCATING FIERCELY FOR YOU NAME THE ORGANIZATION AND WHATEVER THEY'RE ADVOCATING FOR.

AND THEN YET I FEEL LIKE WE GIVE THEM AN OPPORTUNITY, ESPECIALLY NOW WE DESIGNED A SPECIAL LANE FOR THEM TO TRAVEL IN THROUGH THIS.

AND IT SEEMS TO ME JUST ONE HAS TO ASK THEMSELVES THE QUESTION, REALLY, WHAT ARE THEY HERE FOR? IS IT REALLY JUST TO HEAR THEMSELVES TALK OR DO THEY REALLY CARE ABOUT THE PEOPLE THAT THEY SAY THAT THEY'RE ADVOCATING FOR? AND I WILL LEAVE EVERYBODY TO MAKE THAT CONCLUSION ON THEIR OWN.

AGAIN, THIS IS ONE OF A SEQUENCE OF THREE THAT WE'VE GONE THROUGH IN RAPID SUCCESSION JUST IN THE LAST FIVE, SIX YEARS HERE, PLANNED A LOT OF IT IN LE GRAND AND NOW WINTON ALL THIS PART OF THE SAME HEAVY LIFT OVER THE LAST SEVERAL YEARS.

SO YOU ALL HAVE SEEN PARTS OF THIS BEFORE, AT LEAST IN RECENT MEMORY.

SO A COMMUNITY PLAN IS A PUBLIC DOCUMENT.

IT'S REALLY INTENDED TO SET GOALS, OBJECTIVES, POLICIES, PROGRAMS ALL SPECIFIC TO AN INDIVIDUAL COMMUNITY. SO IN THIS CASE, WE'RE TALKING ABOUT WHAT DOES THE COMMUNITY OF WINTON WANT TO SEE OVER THE HORIZON OF THE PLAN OUT TO THE YEAR 2040? ITS CONTENTS ARE REALLY SET BY GOVERNMENT CODE.

AND IT'S REALLY EASIEST TO THINK OF THIS AS KIND OF A MINI GENERAL PLAN.

WE HAVE OUR BROADER COUNTY GENERAL PLAN, BUT WE'RE LOOKING, AGAIN, SPECIFICALLY AT WHAT WINTON WANTS TO SEE OUT TO ITS HORIZON HERE.

IN THIS CASE, IT'S A PLAN ABOUT 40 YEARS OLD AND IT'S EXISTING MANIFESTATION AND WE'RE LOOKING TO BRING THAT INTO MODERN CENTURY.

SO LOOKING QUICKLY AT PROCESS, WE WORKED THROUGH A NUMBER OF WORKSHOPS, MAC MEETINGS, WORKED DIRECTLY WITH THE PUBLIC TO DEFINE THE PLAN.

WHAT DO WE WANT TO DO, LONG RANGE, FORMULATE THAT PLAN, DO OUR ENVIRONMENTAL REVIEW THAT'S REQUIRED BY STATE LAW, GO AND RUN THIS THROUGH THE PUBLIC HEARING PROCESS, AGAIN, THROUGH MAC'S AND THE PLANNING COMMISSION, AND GET THE PLANNING COMMISSION'S RECOMMENDATION, WHICH THEY'VE RECOMMENDED APPROVAL AT A PUBLIC MEETING, AND THEN THE BOARD'S CONSIDERATION AND CONSIDERATION OF APPROVAL AND ADOPTION OF THE EIR, THE ENVIRONMENTAL ANALYSIS THAT GOES WITH IT, WHICH IS WHY WE'RE HERE TODAY.

WE CAN QUICKLY AT THE LOCATION OF WINTON FOR THE PUBLIC'S BENEFIT.

WE'RE LOOKING AT A SMALLER COMMUNITY, ONE OF OUR BIGGER UNINCORPORATED COMMUNITIES, THOUGH JUST NORTH OF THE CITY OF ATWATER AND WEST OF CASTLE AIRPORT GENERALLY IT'S CHARACTERIZED BY DEVELOPMENT OF SINGLE FAMILY HOMES AND A SMALLER CORE OF COMMERCIAL USES, WITH THE COMMUNITY CONSIDERED TO BE KIND OF THE DOWNTOWN OF THE COMMUNITY OR DOWNTOWN WINTON. AND THEN JUST MORE GENERALLY, IT'S SURROUNDED BY AG USES TO THE NORTH AND THE WEST. AND MOVING ON.

WE GET OUTREACH EFFORTS AS MR. HENDRICKSON MENTIONED, THIS PROCESS BEGAN IN 2011.

A MYRIAD OF PEOPLE HAVE BEEN INVOLVED.

WE PARTNERED WITH RESIDENTS, BUSINESS OWNERS, SERVICE PROVIDERS.

AS MR. HENDRICKSON MENTIONED CULTIVA DE SALUD WAS INVOLVED THROUGH KIND OF A PARALLEL PROCESS AND WAS ABLE TO HELP WITH A LOT OF BILINGUAL OUTREACH, WHICH WAS A REAL BENEFIT FOR US. AND WE REALLY MODELED A LOT OF OUR EFFORTS HERE.

AFTER WHAT WE DID IN PLANADA AND LE GRAND IN LE GRAND WE ACTUALLY WON AN AWARD, STATE PLANNING AWARD, REGIONAL PLANNING AWARD FOR OUR OUTREACH EFFORTS.

AND SO WE TOOK A LOT OF WHAT WE LEARNED THERE AND APPLIED IT HERE.

WE WENT THROUGH FOUR COMMUNITY WORKSHOPS, TWO IN 2011, ONE IN 2016, WHERE THE COMMUNITY ACTUALLY REALIZED AT THAT POINT, HEY, WHAT WE'VE DONE TO DATE ISN'T NECESSARILY WHAT WE WANT TO SEE FOR OUR BROADER LAND USES LONG TERM, LOOKING OUT TO 2040.

WE WANT TO KIND OF RESTART AND RELOOK AT SOME OF WHAT THEY HAD DEVELOPED TO THAT POINT IN TIME. SO WE HAD TO GO BACK AND KIND OF RESTEP THROUGH A FEW LAND USE DISCUSSIONS.

BUT I THINK THAT RESULTED IN MORE OF A PRODUCT THAT REPRESENTED WHAT THE COMMUNITY WANTED TO SEE AT THE END OF THE DAY.

AGAIN, SOME GOOD BILINGUAL OUTREACH THAT WE WERE ABLE TO HAVE A COUPLE OF WORKSHOPS, AGAIN, THROUGH A PARALLEL PROCESS THAT WERE CONDUCTED ACTUALLY MOSTLY IN SPANISH.

AND WE WERE ABLE TO INFORM AND WORK WITH SOME PEOPLE ON GETTING INPUT INTO THE COMMUNITY PLAN THROUGH THAT PROCESSING EVEN THOUGH IT WASN'T DIRECTLY RELATED.

THROUGH A LOT OF ALL OF THAT OUTREACH COMMUNITY, IDENTIFIED A NUMBER OF PRIORITIES, JUST GOING THROUGH A FEW HERE, THEY'RE ALL MOSTLY TIED TO THINGS LIKE SAFETY, SAFETY

THROUGHOUT THE COMMUNITY, RECREATION OPPORTUNITIES AND JUST SOME AESTHETIC IMPROVEMENTS.

AND THROUGH THOSE COMMUNITY PRIORITIES, THE COMMUNITY DEFINED OR CREATED A VISION STATEMENT THAT WAS ENTIRELY COMMUNITY LED OR ESTABLISHED EFFORT.

SO THE VISION STATEMENT, JUST TO READ WHAT'S THERE, WINTON ENVISIONS A BALANCE OF LAND USES THAT ANTICIPATE RESIDENTS' ECONOMIC, SOCIAL AND ENVIRONMENTAL NEEDS.

NEW DEVELOPMENTS EMPHASIZE AND STRENGTHEN WINTON'S SMALL TOWN AGRICULTURAL AND RESIDENTIAL IDENTITY, CAPITALIZING ON EXISTING COMMUNITY ASSETS IN ADDITION TO PROVIDE NEW GROWTH OPPORTUNITIES. SO THAT'S THE VISION STATEMENT.

THAT COMMUNITY PLAN COVERS A NUMBER OF THINGS THAT I'LL TOUCH ON IN A FEW MINUTES, UPDATING POPULATION DATA, LOOKING AT A FORECAST OF WHAT GROWTH IS GOING TO LOOK LIKE OUT THE NEXT 20 PLUS YEARS, LAND USE CHANGES THROUGHOUT THE COMMUNITY, CIRCULATION CHANGES AND IMPROVEMENTS THAT CAN BE MADE WHERE THE COMMUNITY FEELS THAT MAYBE CERTAIN PEDESTRIAN BICYCLE AUTO INFRASTRUCTURE MIGHT BE LACKING OR NEED IMPROVEMENT, OPEN-FACED CONSERVATION AND THINGS LIKE PARKS, WATER AND WASTEWATER INFORMATION AND LONG RANGE INFRASTRUCTURE PLANNING IN THAT REGARD.

THEN DESIGN GUIDELINES FOR ALL LAND USES THROUGHOUT THE PLAN.

WHAT DOES THE COMMUNITY WANT TO ACTUALLY SEE DEVELOPED? AND THEN WHAT IS IMPLEMENTATION OF THE PLAN? HOW DO WE AS STAFF IMPLEMENT THIS PLAN ON BEHALF OF THE COMMUNITY? JUMPING INTO POPULATION EARLY ON, THE COMMUNITIES SELECTED WHAT WE CALLED THE MODEST GROWTH SCENARIO THAT WAS REFLECTIVE OF GROWTH THAT WAS EXPERIENCED IN THE COMMUNITY BETWEEN 2000 AND 2017.

THAT WAS ABOUT ONE POINT TWO PERCENT GROWTH PER YEAR.

SO JUST TO KIND OF PUT SOME NUMBERS ON THAT, IN 1980, THE POPULATION OF WINTON WAS ABOUT FIFTY TWO HUNDRED.

AS OF THE 2010 CENSUS, THE POPULATION WAS ABOUT TEN THOUSAND.

AND AT BUILD OUT OF THIS PLAN WE'RE LOOKING AT ABOUT FIFTEEN THOUSAND FIVE HUNDRED.

SO WE TAKE THAT BUILD OUT NUMBER THAT FIFTEEN THOUSAND FIVE HUNDRED.

AND THAT'S WHAT WE BASE ALL OF OUR ANALYSIS, THE ENVIRONMENTAL ANALYSIS THAT WE'RE REQUIRED TO DO TO UNDERSTAND WHAT THE POTENTIAL IMPACTS MIGHT BE THAT ARE ASSOCIATED WITH THAT LEVEL OF GROWTH. JUMPING INTO SOME SPECIFIC LAND USES.

THIS IS A MAP OF THE RESIDENTIAL LAND USE THROUGHOUT THE COMMUNITY.

IT'S THE LARGEST LAND USE CATEGORY IN THE PLAN.

ABOUT NINE HUNDRED AND THIRTY TWO ACRES THERE ARE JUST SHY OF THREE THOUSAND EXISTING DWELLING UNITS WITH POTENTIAL TO ADD ANOTHER SIXTEEN HUNDRED PLUS.

THAT'S CONSISTENT WITH WHAT'S IN THE COUNTY'S HOUSING ELEMENT.

THAT MEETS A LOT OF NEEDS IN THE COMMUNITY OF WINTON.

WHAT WE UNDERSTAND TO BE A NEED IN THE COMMUNITY OF WINTON, BUT ALSO WHAT THE COMMUNITY EXPECTS TO SEE AND HOW THE COMMUNITY WANTS TO GROW.

AGAIN WITH THAT NUMBER THAT WE'VE ASSIGNED TO THAT GROWTH SCENARIO AND THAT THE TYPE AND THE SCALE OF DEVELOPMENT THAT'S THERE IN WINTON AS WELL.

LOOKING AT COMMERCIAL LAND USES AND BEING COGNIZANT AGAIN OF THE COMMUNITY'S DESIRE FOR MAINTAINING SOME POTENTIAL FOR JOB OPPORTUNITIES AND AMENITIES THERE IN THE COMMUNITY, THINGS LIKE RESTAURANTS, THINGS TO DO, THINGS TO INTERACT WITH, THIS IS REPRESENTATIVE OF A LOT OF THOSE DESIRES.

SO THESE COMMERCIAL USES ALSO INCLUDE MIXED USE, AND MIXED USE DESIGNATION, WHICH IS NEW FOR THE COUNTY THAT WAS APPROVED BY THE BOARD AS PART OF OUR ZONING CODE UPDATE IN 2019, WE ADDED A MIXED USE CATEGORY AND THIS IS THE FIRST COMMUNITY PLAN TO ACTUALLY IMPLEMENT THAT. WE'LL BE COMING BACK AND LOOKING MORE HOLISTICALLY AT THE COUNTY AND ADDING MIXED USE TO OTHER COMMUNITIES.

BUT WINTON GETS TO BE THE GUINEA PIG THERE, BUT DEFINITELY EXCITED TO HAVE THAT IMPLEMENTED AS A NEW TOOL.

BECAUSE THAT MIX USE DESIGNATION IS REALLY INTENDED TO BE FLEXIBLE, THAT RESIDENTIAL OR COMMERCIAL USE OR BLENDING OF THE TWO THAT'S REALLY LOCATED CENTRAL TO THE CORE OF THAT DOWNTOWN WINTON.

PARK SPACE WAS ALSO EXTREMELY IMPORTANT TO THE COMMUNITY.

CURRENTLY, THE COMMUNITY IS NOT MEETING ITS GOALS FOR DEVELOPING PARK SPACE AT A RATE THAT'S KIND OF PEGGED BY THE STATE AND BY THE COUNTY OF ABOUT THREE ACRES PER 1000 PEOPLE OF A POPULATION WHERE WE'RE JUST A LITTLE SHY OF THAT NUMBER IN WINTON TODAY.

SO WE'VE IDENTIFIED WHERE THOSE PARK FACILITIES COULD BE LOCATED LONG TERM.

AND AS DEVELOPMENT OCCURS, WE'LL SEE THOSE PARKS EITHER BUILT OR DEVELOPERS WILL PAY INTO A FUND THAT THE COUNTY CAN THEN COME BACK AND USE TO BUY AND BUILD THE PARK.

LOOKING AT SOME INDUSTRIAL OR QUASI INDUSTRIAL USES, WE HAVE A BUSINESS PARK DESIGNATION WAS ADDED TO OUR ZONING CODE IN 2019.

THAT BUSINESS PARK DESIGNATION IS REALLY KIND OF A MIX OR CAN ALLOW FOR SOME VERY LIGHT INDUSTRIAL USES, VERY, VERY LIGHT INDUSTRIAL USES OR LOWER INTENSITY COMMERCIAL USES.

AND SO IN THAT WAY, IT'S SORT OF LIKE A COMMERCIAL INDUSTRIAL MIXED USE, BUT WITHOUT A LOT OF THE EXTERNALITIES THAT YOU SEE ASSOCIATED WITH AN INDUSTRIAL USE OR HEAVIER INDUSTRIAL USE OR MORE INTENSE COMMERCIAL USE.

AND THEN THE SMALL BIT OF INDUSTRIAL I'VE HIGHLIGHTED THERE IN WHITE ON THE RIGHT SIDE OF

COMMUNITY DID ADDRESS SOME DESIRE FOR SOME CONSISTENT COMMUNITY DESIGN GUIDELINES.

THIS IS NOT UNIQUE TO WINTON.

THIS IS IN ALL OF OUR EXISTING COMMUNITY PLANS AS WELL.

BUT IT REALLY LOOKS FOR THE COMMUNITY'S DESIRE FOR GOOD DESIGN, ESPECIALLY WITH REGARD TO DOWNTOWN WE FOLD IN A LOT OF BEST PRACTICES AROUND URBAN DESIGN AND ARCHITECTURE THAT ARE PREVALENT TODAY.

AND SO JUST KIND OF LOOKING AT THE BOTTOM OF THE SLIDE, THERE SITE DESIGN, MASSING, SIGNAGE, WHERE DO WE PUT PARKING? WHAT KIND OF LANDSCAPING DO WE WANT TO SEE, SAY, ALONG WINTON WAY.

AND WHERE THOSE ARE THE SORT OF THINGS THAT ARE REALLY SPECIFIED AND NARROWED DOWN IN THIS PLAN. AND WHAT WHAT WE HOLD THE DEVELOPMENT COMMUNITY TO AS THEY LOCATE IN WINTON.

SOME OTHER NOTEWORTHY CHAPTERS JUST WITHOUT SPENDING TOO MUCH TIME.

AND THERE WAS I MENTIONED EARLIER A PARALLEL PROJECT THAT WAS TAKING PLACE ALONGSIDE THIS COMMUNITY PLAN EFFORT THAT WAS CALLED THE WALKABLE WINTON TOWN CENTER PLAN.

AND WE'LL BE BRINGING THAT BACK TO THE BOARD FOR SOME CONSIDERATION AND DISCUSSION AT A LATER DATE. BUT WE DID WE WERE ABLE TO USE SOME GRANT FUNDING THAT WE GOT FROM CALTRANS TO DEVELOP THIS BROADER PLAN TO LOOK AT REALLY FINE GRAINED DETAIL OF WHAT DESIGN OF SOME OF THESE INFRASTRUCTURE IMPROVEMENTS COULD LOOK LIKE.

SO WE'RE EXCITED TO BRING THAT BACK AT SOME POINT IN THE FUTURE.

BUT WE TOOK A LOT OF THE DISCUSSION THAT WE HAD ABOUT THAT WALKABLE WINTON TOWN CENTER PLAN AND FOLDED SOME OF IT INTO THE POLICIES THAT ARE HERE IN THE COMMUNITY PLAN.

BUT WE NEED TO DO A MORE KIND OF FORMAL RECONCILIATION, AND THAT'S WHAT WE'LL BE BRINGING BACK TO THE BOARD IN THE FUTURE.

AND THEN, AS I MENTIONED, PARK SPACE WAS ANOTHER IMPORTANT PIECE OR OPEN SPACE AND HOW THAT'S COVERED, HOW THOSE GOALS WILL BE MET WITH DEVELOPMENT OF THE COMMUNITY IS COVERED IN A SPECIFIC CHAPTER WITHIN THE COMMUNITY PLAN AS WELL.

AS I MENTIONED EARLIER, THERE IS AN ENVIRONMENTAL REVIEW COMPONENT OR REQUIREMENT THAT'S ASSOCIATED WITH ADOPTION OF THE COMMUNITY PLAN.

JUST TO QUICKLY RUN THROUGH THAT, THIS IS A PROGRAM ENVIRONMENTAL IMPACT REPORT IT'S KICKED OFF WITH AN INITIAL STUDY TO FOCUS KIND OF WHERE WE NEEDED TO DO SOME ANALYSIS IN THE COMMUNITY PLAN.

FILED A NOTICE OF PREPARATION AND JUST MADE, YOU KNOW, COMMUNITY GENERALLY AWARE OR OTHER AGENCIES GENERALLY AWARE OF THE FACT THAT THIS EIR WAS BEING DEVELOPED, HELD A SCOPING MEETING TO, AGAIN, KIND OF NARROW THAT FOCUS OR DEFINE THAT SCOPE OF WHAT WE WERE GOING TO ANALYZE.

PREPARED THAT DRAFT ENVIRONMENTAL IMPACT REPORT AND RELEASED IT FOR PUBLIC COMMENTS, RECEIVED JUST A HANDFUL OF PUBLIC COMMENTS.

WE'RE ABLE TO ADEQUATELY ADDRESS THOSE WITHOUT ANY REAL ISSUE AND PUBLISH THE FINAL EIR IN MARCH.

AND THIS IS AGAIN, NOT UNIQUE TO WINTON.

WE'VE EXPERIENCED THIS WITH ANY OF OUR OTHER COMMUNITY PLANS.

IN THE EVENT THAT THERE ARE ANY SIGNIFICANT AND UNAVOIDABLE IMPACTS AS THEY ARE DEFINED IN CEQA. IN THIS CASE, THEY'RE GENERALLY RELATED TO CUMULATIVE IMPACTS.

SO WHAT'S THE CUMULATIVE IMPACT ASSOCIATED WITH NEW DEVELOPMENT COUNTY WIDE, ESPECIALLY LOOKING IN REFERENCE TO OUR GENERAL PLAN OUR GENERAL PLANNING EIR THESE ARE THINGS LIKE YOU BUILD HOUSING, YOU BUILD OUT A COMMUNITY, YOU'RE GOING TO INCREASE TRAFFIC, YOU'RE GOING TO HAVE SOME AIR QUALITY IMPACTS.

SO WILL MITIGATE TO THE EXTENT FEASIBLE.

BUT AT THE END OF THE DAY, THERE'S STILL GOING TO BE SOME IMPACT ASSOCIATED WITH IT.

OF COURSE. SO THE STATEMENT OF OVERRIDING CONSIDERATIONS IS REALLY RECOGNIZING THAT THAT IMPACT IS THERE AND SAYING IN LIGHT OF THAT IMPACT, THERE ARE STILL THESE BENEFITS THAT I'VE LISTED HERE ON THE SLIDE TO THE COUNTY AS A WHOLE AND TO THE COMMUNITY OF WINTON THAT NECESSITATE MOVING FORWARD WITH THIS LONG RANGE PROGRAMMATIC PLAN.

AND AND JUST ACROSS THE STREET FROM ME, I HAD A HOUSE THAT WAS PUT UP FOR SALE FOR THREE SEVENTY FIVE AND SINGLE STORY TWENTY ONE SQUARE FOOT FOR THREE, SEVENTY FIVE AND IT SOLD FOR 420 BECAUSE LIKE THERE WAS A BIDDING GOING ON THERE.

AND I MEAN, THE EMPLOYERS THAT I TALKED TO, THEY SAID, YOU KNOW, WE'RE TAKING ANYBODY RIGHT NOW AND WE'LL TRAIN YOU.

SINCE THIS PANDEMIC STARTED, I HAVE BEEN ADVOCATING FOR PEOPLE TO GET OUTSIDE EXERCISE.

AND ONE OF THE REASONS IS BECAUSE THAT'S NOT ONLY GOOD FOR YOU PHYSICALLY, BUT IT'S GOOD FOR YOU MENTALLY. AND AS SCHOOLS ARE OPENING AND PEOPLE ARE GETTING OUT MORE, WE'RE FINDING THAT, YOU KNOW, THERE'S FOLKS WHO ARE JUST STRUGGLING.

BUT JUST WHEN I WENT BY THERE, A LOT MORE VENDORS THAN THERE WAS PEOPLE ACTUALLY LOOKING FOR WORK. SO JUST IT'S CHALLENGING RIGHT NOW.

AND I THINK THAT THE JOBS NUMBERS THAT CAME OUT RECENTLY ARE REALLY SHOWING THAT THAT'S JUST PEOPLE THAT'LL MAKE THE ARGUMENT THAT, NO, IT'S NOT THE CASE.

BUT I'M SAYING WHEN GIVEN THE CHOICE DO I GO TO WORK AND MAKE X HOUR, OR I MAKE NEAR X OR ONE HUNDRED DOLLARS LESS THAN X, AND I DIDN'T HAVE TO DO ANYTHING.

YOU START TO HAVE TO WONDER.

I JUST THINK THAT WELL, I DON'T KNOW.
