IN ORDER TO MINIMIZE THE SPREAD OF COVID-19 VIRUS, THE COUNTY IS CONDUCTING BUSINESS IN COMPLIANCE WITH SOCIAL DISTANCING REQUIREMENTS WITH SEATING FOR THE PUBLIC LIMITED TO TWENTY FIVE. WE HAVE ALSO PROVIDED SOME OVERFLOW SPACE ON A FIRST COME, FIRST SERVE BASIS FROM MEMBERS OF THE PUBLIC WHO DO NOT WISH TO ATTEND IN PERSON.

WE HAVE BEEN ACCEPTING GENERAL PUBLIC COMMENTS VIA EMAIL AND VOICEMAIL FOR NON AGENDA AND AGENDA ITEMS. WE WILL NOW START THE INVOCATION LED BY PASTOR TWYLA REESE FROM THE UNITY CHURCH OF MERCED.

THE DEFENDANTS AND OTHER PARTICULARS SHALL BE DISCLOSED ONCE THE ACTION IS FORMALLY COMMENCED. IN ADDITION, STAFF WAS GIVEN DIRECTION REGARDING THE EXISTING LITIGATION AND REAL PROPERTY NEGOTIATION ITEMS.

YES, SIR. GOOD MORNING. MY NAME IS DAVID RODRIGUEZ, I LIVE IN PLANADA, WHICH IS IN DISTRICT ONE, AND I WOULD LIKE TO EXPRESS MY DEEP CONCERN ABOUT THE HILLCREST DAIRY AND ITS EXPANSION IN PLANADA. THE DAIRY ODOR HAS BEEN AND CONTINUES TO BE HORRENDOUS, AND THE STRONG POSSIBILITIES OF NITRATE IN OUR DRINKING WATER IS A MAIN CONCERN.

THE DAIRY IS ZERO POINT SEVEN FIVE MILES, NOT EVEN A COMPLETE MILE FROM PLANADA .THE TOWN WAS WELL ESTABLISHED BEFORE THE DAIRY ARRIVED.

THERE ARE OTHER DAIRIES AROUND PLANADA, BUT NEVER HAD ANY PROBLEMS UNTIL THE HILLCREST DAIRY ARRIVED.

ANY WELLS INSTALLED AT THE DAIRY, INCLUDING THE ONES THEY HAVE ALREADY WILL AFFECT WATER LEVELS.

UNDER WATER AQUIFERS ARE THE SAME STREAMS THE PUMP WATER FROM.

THERE WAS ALREADY TALK ABOUT OUR DROUGHT CONDITIONS IN SOME COUNTIES IN CALIFORNIA AND THERE WAS ALWAYS POSSIBILITIES OF NITRATES FROM DAIRIES.

IN 2012, HILLCREST DAIRY WAS OUT OF COMPLIANCE WITH MERCED COUNTY.

THEIR ALLOTTED UNITS OF THREE THOUSAND INCREASE TO OVER 8000.

THE CONDITIONAL USE PERMIT 10-005 WAS GRANTED BY THE BOARD OF SUPERVISORS.

IN 2013 HILLCREST DAIRY HIRED KENNETH S.

BUCHANAN, JR.

FROM CALFUL US CONFINEMENT ANIMAL FEEDINGS AND OPERATIONS.

FOR SEVERAL MONTHS, THERE WAS NO DAIRY ODOR FILTERING THROUGH TOWN.

THE DAY THE DAIRY ORDER CAME BACK, I HAD NOTIFIED MR. BUCHANAN AND ASKED HIM WHAT WAS GOING ON AND THE HILLCREST TERMINATED HIM.

I'D LIKE TO READ A FEW EXCERPTS FROM HIS EMAIL LETTER THAT HE SENT ME.

SINCE MARCH OF 2013, WE ATTEMPTED TO HELP EDDIE ARRANGE FOR CLEANING OUT HIS LAGOONS AND ARRANGE FOR THIRTY THREE PERCENT DISCOUNT ON THE FRONT END, PROVIDED THAT HE WOULD HAVE THE SAME ENTITY PUMPED THE ENTIRE LAGOON EMPTY.

WE TOLD HIM THOSE LAGOONS CLEANED OUT BECAUSE THAT IS WHERE THE SULFATE ORDERS ORIGINATED. BUT EDDIE NEVER INTENDED TO PUMP IN HIS LARGEST LAGOON CLEAN.

HE CONTINUES WITH THE PROGRAM.

IF HE HAD, HE WOULD HAVE TO HAVE A DISCOUNT RANGE OF 40 TO 50 PERCENT AS ADVISED BY HIS ACCOUNTANTS. AFTER ONE HOUR OF DISCUSSION, IT WAS VERY CLEAR THAT EDDIE JUST WANTED THE COUNCIL TO PARTNER WITH THEM WITH THE COST OF RESOLVING HIS DAIRY ODOR PROBLEM.

AND WE ARE NOT IN THE BUSINESS OF PROVIDING OUR SERVICES AT A LOSS SO THAT THOSE WHO WE SERVICE CAN MAINTAIN THEIR PROFIT MARGINS.

EDDIE STATED THAT HE DID NOT BELIEVE THE ENVIRONMENTAL HEALTH DEPARTMENT CONDITIONED HIS DAIRY TO MAINTAIN A PROGRAM FOR ODOR CONTROL AT HIS DAIRY.

ALL HE NEEDED WAS A PLAN OF ODOR CONTROL, JUST A WRITTEN PLAN OF TIME, WHAT HE WAS GOING TO DO TO CONTROL THE ODORS AFTER WORKING WITH EDDIE FOR SOME TIME.

I AM THE OPINION THAT HE REALLY DOES NOT CARE IF THE PLAN OF ODOR CONTROL WORKS OR NOT.

THE CUP JUST STATES THAT HE WAS JUST TO HAVE A PLAN IN PLACE.

SO IN MY OPINION, AND HE WILL HIRE SOMEONE TO CREATE A WRITTEN PLAN FOR HILLCREST JUST TO SATISFY THE CONDITIONS AS SET FORTH.

WE WANT TO GET THE HALL OPEN TO THE VETERANS AND THE PUBLIC.

AND WE REACHED OUT TO OTHER VETERANS ORGANIZATIONS BECAUSE WE ARE THE ONLY VETERANS ORGANIZATION LEFT IN THAT WAR.

WE WILL HAVE THEM, INVITE THEM AND WE WANT THE PEOPLE AT THE BUILDING BE USED.

THIS PAST YEAR HAS DEFINITELY SHOWN HOW RESILIENT OUR SENIOR COMMUNITY IS.

OUR SENIORS HAVE EXPERIENCED MANY CHANGES THROUGHOUT THEIR LIFE SPAN, TECHNOLOGICAL AS WELL AS SOCIAL. THESE EXPERIENCES DRIVE THIS RESILIENCY AND STRENGTH.

WE AT HSA AND THE AREA AGENCY ON AGING ARE CELEBRATING THEIR STRENGTH AND THEIR STORIES THAT WILL PROVIDE A FOUNDATION FOR US TO BUILD UPON.

DURING THIS CURRENT YEAR, THE REGISTER OF VOTERS ELECTIONS DEPARTMENT IS FORMALLY TRANSITIONING TO THE VOTER'S CHOICE ACT, OR VCA.

THE VCA IS INTENDED TO MODERNIZE ELECTIONS IN CALIFORNIA BY ALLOWING COUNTIES TO CONDUCT ELECTIONS UNDER A NEW MODEL, WHICH PROVIDES GREATER FLEXIBILITY AND CONVENIENCE FOR VOTERS IN CHANGING ELECTION LAWS TO REFLECT TRENDS TOWARDS VOTING BY MAIL AND ALLOWING POLLING PLACES TO BE REPLACED WITH VOTING ASSISTANCE CENTERS.

OUR COUNTY IS WELL POSITIONED FOR THIS TRANSITION, HAVING SUCCESSFULLY CONDUCTED BKE LIKE ELECTIONS FOR SEVERAL YEARS WITH VOTING ASSISTANCE CENTERS.

I WOULD LIKE TO URGE THE BOARD TO ENSURE THAT THIS PROCESS IS AS INCLUSIVE AND EQUITABLE AS POSSIBLE.

IN ORDER TO DRAW THEIR LINES IN DISTRICTS, IT IS IMPERATIVE THAT PUBLIC ENGAGEMENT IS AN INTEGRAL, NOT ANCILLARY, PART OF THE DECISION MAKING PROCESS.

UNDERSERVED COMMUNITIES, ESPECIALLY COMMUNITIES IN THE MOST RURAL PARTS OF OUR COUNTY, LOW INCOME COMMUNITIES OF COLOR AND COMMUNITIES WHERE FOLKS BECOME LANGUAGE OTHER THAN ENGLISH HAVE HISTORICALLY BEEN EXCLUDED FROM THE REDISTRICTING PROCESS.

IN ORDER TO DRAW FAIR LINES, IT IS IMPERATIVE THAT THESE COMMUNITIES ARE NOT ONLY INCLUDED IN THE REDISTRICTING PROCESS, BUT CENTERED, AND IT IS INCUMBENT ON THE BOARD TO ENSURE THE PLACES ARE CENTERED.

AS SUCH, I URGE THE BOARD TO ENSURE THAT ITS PUBLIC PARTICIPATION PROCESS IS EQUITABLE AND ACCESSIBLE TO ALL, BOTH DURING AND AFTER THE COVID-19 PANDEMIC.

PROMOTE PARTICIPATION.

BOTH AUDIOVISUAL AND TELEPHONIC SHOULD BE PRESERVED AS OPTIONS TO PARTICIPATE.

PUBLIC ENGAGEMENT MEETINGS SHOULD BE HELD AT VARIOUS TIMES, PARTICULARLY IN THE EVENINGS AND ON WEEKENDS, TO ENSURE THAT PEOPLE WHO WORK DURING THE DAY ARE ABLE TO ATTEND.

PRINCIPLES OF LANGUAGE JUSTICE SHOULD BE PRESERVED BY ENSURING THAT ALL MATERIALS ARE TRANSMITTED TO FINISH LONG.

PUNJABI INTERPRETERS SHOULD BE PROVIDED FOR PEOPLE INCLUDED, ALONG WITH ANY OTHER MAJOR LANGUAGES AT ALL PUBLIC MEETINGS. OUTREACH AND ENGAGEMENT WITH COMMUNITIES THAT ARE RURAL, CLASSIFIED AS DISADVANTAGED COMMUNITIES AND HAVE HIGH PERCENTAGES OF PEOPLE WHO SPEAK A LANGUAGE OTHER THAN ENGLISH SHOULD BE PRIORITIZED.

THE BOARD SHOULD BE COLLECTED AND PARTNERING WITH COMMUNITY BASED ORGANIZATIONS TO MAKE SURE THAT THESE COMMUNITIES ARE CENTERED.

PUBLIC PARTICIPATION IN THE REDISTRICTING PROCESS IS A RIGHT, NOT A PRIVILEGE.

AS SUCH, I URGE THE BOARD TO UPHOLD ITS RESPONSIBILITIES TO THE PEOPLE WHO ELECTED THEM AND ENSURE THAT ALL CONSTITUENTS ARE ABLE TO PARTICIPATE IN THE REDISTRICTING PROCESS REGARDLESS OF GEOGRAPHIC, PHYSICAL AND LINGUISTIC BARRIERS.

SECOND, IT'S NOT CLEAR TO ME WHETHER OR NOT MERCED COUNTY HAS ALREADY DECIDED TO PROCEED WITH REDISTRICTING THIS YEAR.

BUT IN ORDER TO URGE AS TRANSPARENT PROCESS AS POSSIBLE, I URGE THE AN INDEPENDENT COMMISSION.

REDISTRICTING IS AN IMPORTANT STEP IN THE PROCESS OF AMERICAN DEMOCRACY.

WE BELIEVE THAT IN ORDER TO MAINTAIN AND IMPROVE PUBLIC CONFIDENCE IN OUR LOCAL ELECTIONS, THERE MUST BE NO ROOM FOR DOUBT OVER THE FAIRNESS OF THE REDISTRICTING PROCESS AND IT'S HYBRID COMMISSION.

IN ORDER TO ESTABLISH A FAIR REDISTRICTING PROCESS.

THERE MUST BE NO CONFLICT OF INTEREST OR PERCEPTION OF CONFLICT OF INTEREST.

THE REGULATIONS SURROUNDING ADVISORY COMMISSIONS ARE MINIMAL, AND IF THE BOARD WERE TO DRAW THE LINES ITSELF.

CONFIDENCE IN THE LOCAL ELECTORAL PROCESS.

REDISTRICTING IS AN IMPORTANT PROCESS THAT FACILITATES DEMOCRATIC ENGAGEMENT IS IMPERATIVE THAT THE BOARD ENSURES THAT THIS IS A PROCESS THAT MITIGATES, RATHER THAN EXACERBATES EXISTING ELECTORAL INEQUITIES.

BUT, YOU KNOW, IT'S HIGHLIGHTED WITH ALL THE EVERYTHING THAT'S GOING ON WITH COVID.

UM, OUR DIRECTOR OF PUBLIC WORKS IS IN THE HOT SEAT WHEN IT COMES TO THOSE TOWN HALL MEETINGS, BECAUSE THERE'S A LOT OF QUESTIONS ABOUT ROADS.

ROADS, ROADS, ROADS, AND IT HASN'T REALLY CHANGED.

I WILL SHARE THAT BEFORE THE COUNTY HAD ADDITIONAL RESOURCES IN MEASURE V AND SB1, I FEEL LIKE WE PROBABLY JUST DIDN'T HAVE THE RESOURCES TO DO A LOT OF ROADS AND EVERYBODY WAS KIND OF UPSET, BUT NOBODY'S ROAD WAS GETTING DONE, SO THEY JUST KIND OF LIVED WITH IT.

AND AS WE PROGRESS AND WE ACTUALLY HAVE SOME DOLLARS THAT THAT ARE MAKING SOME MEANINGFUL CHANGES IN THE ROADWAYS IN MERCED COUNTY, THERE TENDS TO BE A LOT MORE FRUSTRATION NOW.

AND THAT FRUSTRATION IS THIS BECAUSE NOW THEY'RE DRIVING DOWN A ROAD THAT'S BEEN REPAVED AND THEIR ROAD HASN'T BEEN REPAVED.

AND I'VE LONG SAID AND WHEN I RAN MY CAMPAIGN AND TOLD FOLKS THAT, LISTEN, ULTIMATELY YOU GET TO HOLD ME ACCOUNTABLE AND I COME TO WORK EVERY DAY AND TRY TO ADVOCATE FOR THE ROADS IN DISTRICT FIVE.

AND I'VE BEEN TOLD BY NUMEROUS PEOPLE THAT THEY HAVE THE WORST ROAD IN MERCED COUNTY AND I CAN PROBABLY SHARE A ROAD WITH THEM.

THAT'S ACTUALLY PROBABLY WORSE.

AND WE'RE NOT, IT'S NOT THAT WE'RE NOT AWARE OF IT, BUT ULTIMATELY WHAT IT COMES DOWN TO

IS, IS WE ONLY HAVE A CERTAIN AMOUNT OF RESOURCES AND WE'RE REALLY TRYING TO TAKE THE EMOTIONS OUT OF IT AND REALLY LOOK AT ROADS WITH THIS PAVEMENT MANAGEMENT SYSTEM THAT IT LOOKS AT ROADS. AND I GET IT, YOU MAY HAVE A REALLY BAD ROAD, BUT IF IT'S ONLY TWO HOUSEHOLDS THAT LIVE ON THIS ROAD AND THERE'S FOUR TRAFFIC TRIPS A DAY DOWN THAT ROAD AND I DON'T KNOW WHAT THE COSTS ARE NOW WITH MATERIALS GOING UP AT AROUND THREE HUNDRED FIFTY TO FOUR HUNDRED THOUSAND DOLLARS A MILE TO REPAVE A ROAD, YOU KNOW, DOES IT MAKE SMART FISCAL SENSE TO REPAVE THAT ONE MILE ROAD WHEN YOU HAVE A ROAD THAT HAS HUNDREDS, IF NOT THOUSANDS OF CARS A DAY TRAVELING DOWN IT? AND SO THAT'S WHAT WE'RE FOCUSING ON.

AND I JUST ASK FOLKS TO BEAR WITH US BECAUSE WE ARE WHEN WE GET DONE WITH THIS, THERE'S GOING TO BE A NICE EAST-WEST CORRIDOR ACROSS THE COUNTY, BASICALLY FROM HIGHWAY 99 SANDY MUSH, WHICH THEN TURNS INTO A FEW DIFFERENT ROADS AND INTO TURNER ISLAND AND TURNS INTO HENRY MILLER, WHICH GOES ALL THE WAY OUT.

SO YOU'RE TALKING ALL THE WAY FROM OUT IN THE KIND OF LE GRAND AREA OF HIGHWAY 99 ALL THE WAY OUT TO HENRY MILLER ROAD TO HIGHWAY 33 AND NICE ROAD TO TRAVEL DOWN, BUT THOSE ARE BIG STRETCHES.

YOU'RE TALKING, YOU KNOW, 10, 12 MILES OUT OF WHACK THAT WE'RE REPAVING ON THOSE ROADS.

AS WE GET THROUGH THOSE LONGER ROADS, YOU'RE GOING TO SEE THAT WE'RE GOING TO HAVE THE ABILITY TO NOW GO INTO, YOU KNOW, PICKING UP SOME OF THESE ONE AND TWO MILE STRETCHES OF ROAD. AND IT'S NOT FROM LACK OF TRYING.

AND THE ONE JOB THAT I DON'T ENVY, OUR PUBLIC WORKS DIRECTOR, WHO IS ALSO THE MERCED COUNTY ROADS COMMISSIONER, DANA HERTFELDER'S JOB IS TRYING TO FIGURE OUT, YOU KNOW, WHERE IS THE BEST, AND AS SUPERVISORS WE GET CALLS ALL THE TIME AND WE'RE ADVOCATING FOR THIS.

AND WE'RE IN YOU KNOW, DANA CAN'T BE EVERYWHERE.

WE'RE IN THE DISTRICT. WE KNOW THE ROADS THAT ARE HEAVIER TRAVELED AND TRYING TO ADVOCATE ON THOSE ROADS. AND I KNOW THERE'S A FRUSTRATION, BUT YOU JUST HAVE TO BEAR WITH US.

YOU KNOW, IT GOES BACK TO WE HAVE OVER SEVENTEEN HUNDRED MILES OF ROAD THAT WE'RE RESPONSIBLE FOR IN MERCED COUNTY.

THAT DOESN'T COUNT THE HIGHWAYS THAT COUNT.

THAT'S JUST MERCED COUNTY ROADS.

AND PRIOR TO SB1 AND MEASURE V, THERE WAS, I'M GOING TO SAY, ROUGHLY TEN MILES OF ROAD PER YEAR THAT WE'RE GETTING REPAVED.

NOW, WE'RE PROBABLY MORE IN THE 40 TO 50 MILES PER YEAR.

AND THAT VARIES DEPENDING ON THE YEAR AND THE PROJECT.

SO WE ARE MAKING HEADWAY.

AND I GET IT. WHEN YOUR ROAD'S NOT REPAVED, YOU GET A LITTLE BIT FRUSTRATED BUT JUST KNOW THAT WE ARE DOING OUR VERY BEST.

THERE'S JUST A LIMITED AMOUNT OF RESOURCES.

MEASURE V IS GOING TO BRING IN FOUR HUNDRED AND FIFTY MILLION DOLLARS OVER THE COURSE OF THIRTY YEARS. WELL, WE'RE ONLY LIKE IN YEAR FOUR OF THAT.

WE DIDN'T GET FRONT LOADED FOUR HUNDRED AND FIFTY MILLION DOLLARS.

THE MONEY COMES IN ON FIFTEEN MILLION DOLLARS, GIVE OR TAKE ANNUALLY.

BUT WHEN YOU'RE A SMALL COMMUNITY LIKE DOS PALOS AND YOU GET AN ALLOTMENT OF, I'M JUST GOING TO SAY, YOU KNOW, TWO HUNDRED THOUSAND, TWO HUNDRED FIFTY THOUSAND.

WELL, JUST THINK ABOUT WHEN I SAID IT'S THREE HUNDRED FIFTY THOUSAND DOLLARS A MILE TO REPAVE A ROAD FOR THE SMALLER COMMUNITIES.

THEY HAVE TO BUILD UP A LITTLE BIT MORE BEFORE THEY CAN ACTUALLY REPAVE A ROAD.

AND THEN WHEN YOU RUN INTO THE CITIES, THEY HAVE ISSUES OF, YOU KNOW, THEY HAVE INFRASTRUCTURE THAT'S UNDERNEATH THOSE STREETS.

AND IT DOESN'T MAKE SENSE TO GO PAVE A STREET THAT YOU'RE GOING TO HAVE TO REPLACE INFRASTRUCTURE A COUPLE OF YEARS LATER.

SO THEY'RE WORKING ON THINGS.

AND I GET IT. IT'S NEVER SOON ENOUGH.

BUT JUST KNOW THAT I MEAN, HERE, JUST IN THIS SB1 PORTION RIGHT NOW, SEVEN AND A HALF MILLION DOLLARS THAT WE'RE ALLOCATING IN THIS NEXT YEAR'S BUDGET TO DO FOR ROADS AND SO WE ARE MAKING HEADWAY.

MR. CHAIR, MEMBERS OF THE BOARD, OVER THE PAST SEVERAL YEARS, THE COUNTY HAS TAKEN A NUMBER OF STEPS TO IMPROVE OUR PERMITTING PROCESSES.

WE HAVE CO-LOCATED PERSONNEL, INVESTED IN PERMIT TRACKING SOFTWARE AND CREATED A DEVELOPMENT SERVICES COORDINATOR POSITION JUST TO MENTION A FEW.

EACH OF THE STEPS DID LEAD TO IMPROVEMENTS IN CUSTOMER SERVICE AND COORDINATION AMONG DEPARTMENTS. HOWEVER, WE STILL BELIEVE THERE'S ROOM FOR IMPROVEMENT AND THAT WE CAN BECOME MORE EFFICIENT AND EFFECTIVE MOVING FORWARD.

AS IT STANDS TODAY, WE HAVE MULTIPLE ORGANIZATIONS WHO TOUCH THE PERMITTING PROCESS WITHOUT THERE BEING A SINGLE POINT OF RESPONSIBILITY IF WE ARE HONEST WITH OURSELVES.

THIS HAS LED TO SOME INCONSISTENCY, MISCOMMUNICATION AND EVEN AT TIMES LACK OF ACCOUNTABILITY. THEREFORE, WE ARE RECOMMENDING A PHASED ORGANIZATIONAL RESTRUCTURE TO REALIGN THE DEVELOPMENT PERMITTING FUNCTIONS AND ASSOCIATED STAFFING TO CREATE A SINGLE POINT OF RESPONSIBILITY.

THE FIRST STEP IS PLACING THE BUILDING DIVISION UNDER THE COMMUNITY AND ECONOMIC DEVELOPMENT. IN ORDER TO DO THIS, THE RESPONSIBILITIES OF THE DIRECTORS OF PUBLIC WORKS AND COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT MUST BE MODIFIED IN THE MERCED COUNTY CODE. THIS ITEM BEFORE YOU TODAY INTRODUCES AN ORDINANCE AMENDING SEVERAL SECTIONS OF THE COUNTY CODE TO MODIFY THE RESPONSIBILITIES OF THE DIRECTORS OF PUBLIC WORKS AND COMMUNITY AND ECONOMIC DEVELOPMENT TO WAIVE FURTHER READING AND TO SET A POSSIBLE ADOPTION OF THE ORDINANCE ON MAY 11TH.

IF THE BOARD IS WILLING TO CONSIDER THIS RESTRUCTURE AND MOVE FORWARD WITH THIS FIRST STEP, WE WOULD ALSO LIKE YOU TO BE AWARE THAT THERE WILL BE ADDITIONAL STRATEGIC STEPS AS WELL AS OTHER ORGANIZATIONAL AND STAFFING CHANGES RECOMMENDED FOR YOUR CONSIDERATION ON MAY 11TH. THE RECOMMENDED ACTIONS TO COME ARE ALL DESIGNED TO COMPREHENSIVELY IMPROVE OUR OVERALL EFFICIENCY AND EFFECTIVENESS OF OUR PERMITTING OPERATIONS.

WE RECOGNIZE THAT YOU PLACE A PRIORITY ON CUSTOMER SERVICE, AND OUR GOAL WITH THESE CHANGES IS TO TRY TO IMPROVE THAT CUSTOMER SERVICE AND ENHANCE THE EXPERIENCE OF OUR CUSTOMERS.

AND I APPRECIATE SUPERVISOR SILVEIRA, SUPERVISOR PAREIRA, WHO ACTUALLY, SUPERVISOR PAREIRA HAS BEEN ACTIVE SINCE HE WAS ELECTED IN THE STREAMLINING PROCESS.

WE TRIED TO STREAMLINE IT BEFORE HE GOT HERE.

WE LISTENED TO HIS THOUGHTS AND STREAMLINE IT AFTER YOU GOT HERE.

AND THEN SUPERVISOR SILVEIRA COMES IN AND HE HAS OTHER IDEAS, NOT THAT HE NEVER DEMONSTRATES THEM HERE ON THE MICROPHONE OUT HERE, BUT THAT PROCESS STAFF LISTENED AND WE KEEP GOING. WE KNOW IT'S NOT GOING TO BE A PERFECT JUST AS CEO BROWN SAID, BUT WE'RE IN A PROCESS OF MOVING FORWARD.

AND AT THIS TIME, I WOULD LIKE TO RECOGNIZE SUPERVISOR PAREIRA.

I'LL JUST A FOLLOW UP KIND OF TO YOUR COMMENTS.

I USED TO HAVE A DAIRY AND DEALT WITH THE PERMITTING PROCESS AND PROBABLY A LITTLE BIT OF MY MOTIVATION FOR INITIALLY RUNNING FOR THE BOARD OF SUPERVISORS WAS THAT PROCESS WASN'T NOT ONLY NOT PERFECT, BUT IT REALLY STRUGGLED.

AND SO AS I GOT ELECTED AND GOT IN THE BACK SEAT WHERE YOU GET TO SEE WHAT'S GOING ON, THE PREVIOUS BOARD HAD ALLOCATED SOME MONEY AND DID SOME CHANGES AT THAT TIME THAT I TOOK OFFICE, 82 PERCENT OF THE PERMITS WERE OVER 30 DAYS WITHOUT BEING PROCESSED.

AND WHICH REALLY IS UNACCEPTABLE.

AND SO, YOU KNOW, STAFF REALLY LISTENED.

AND I CAN TELL YOU TODAY THAT WHEN A PERMIT IS APPLICATION IS APPLIED FOR, YOU KNOW, WITHIN 30 DAYS, IT'S DEALT WITH SOME OF THEM.

IT JUST TAKES A FEW DAYS.

BUT UNLESS THERE'S EXTENUATING CIRCUMSTANCES, AT ONE TIME WE HAD A SCHOOL THAT WE HAD TO GO THROUGH THE STATE DEPARTMENT OF ARCHITECTS, AND THAT TOOK LONGER.

BUT BY AND LARGE, EVERY PERMIT IS DEALT WITHIN 30 DAYS.

HOWEVER, NOW WHAT WE'RE FINDING IS THAT WHEN PEOPLE APPLY FOR A PERMIT, THEY GET THEIR PERMIT. THEN SOMETIMES THERE'S HANG UPS AFTER THAT AND THE MISCOMMUNICATION THAT YOU ALLUDED TO. AND SO I JUST REALLY EXCITED ABOUT THIS ITEM, BECAUSE I THINK IT PUTS THE RESPONSIBILITY OF COORDINATING AND MAKING SURE EVERYONE AT THE COUNTY DOES THEIR JOB ON BEHALF OF THE CONSTITUENTS WHO PAY OUR SALARIES WOULD JUST BE THAT ONE LAST STEP THAT HOPEFULLY WE'LL RESOLVE.

YOU KNOW, YOU CAN'T RESOLVE EVERY ISSUE BECAUSE THEY HAPPEN.

BUT IT'LL RESOLVE MOST OF THE ISSUES.

I KNOW WHEN A CONSTITUENT GETS FRUSTRATED, THEY CALL US AND OFTENTIMES THEY WAIT TOO LONG. RIGHT. IT'S DOWN THE ROAD.

AND THEN WHEN WE CONNECT WITH STAFF, WELL, THERE'S A QUICK RESOLUTION.

HOPEFULLY WITH THIS CHANGE, THAT QUICK RESOLUTION WILL COME BEFORE THE CONSTITUENT EVER GETS FRUSTRATED. AND THAT'S OUR, IF THIS ALL GOES THROUGH OUR COMMUNITY AND ECONOMIC DEVELOPMENT DIRECTOR HENDRICKSON WILL BE THAT ONE POINT OF CONTACT.

AND I JUST THINK IT'S GOING TO MAKE EVERYTHING, YOU KNOW, WHEN WE SIT HERE AND WE TALK ABOUT THAT WE WANT TO BE OPEN FOR BUSINESS.

WE WANT TO ENCOURAGE ECONOMIC.

WE WANT TO NOT ONLY LURE IN NEW FOLKS, BUT WE WANT TO MAKE THE FOLKS THAT ARE HERE AND DOING BUSINESS WHEN THEY WHEN THEY PULL THE TRIGGER ON THAT EXPANSION AND EXPANSIONS, THEY'RE NOT CHEAP. AND SO THESE FOLKS ARE MAKING INVESTMENTS BACK INTO OUR COMMUNITY.

ONE SPECIFIC ONE IN MY DISTRICT, WHEN THEY GET ALL DONE, IT'S GOING TO BE PROBABLY A 20 TO 30 MILLION DOLLAR EXPANSION THAT THEY'RE DOING OUT AT THEIR FACILITY.

THAT IS GOING TO MAKE THEM, ALLOW THEM TO BE ABLE TO RUN MORE PRODUCT.

THEY'RE GOING TO EMPLOY MORE PEOPLE AND ALWAYS WORKING TOWARD THAT GOAL OF TRYING TO HAVE FOLKS HAVE THE OPPORTUNITY TO WORK, LIVE AND PLAY IN THE SAME PLACE.

AND SO I THINK THIS IS A HUGE STEP IN THAT DIRECTION.

AND I JUST I CAN'T THANK OUR CEO ENOUGH ON THIS, BECAUSE THIS IS SOMETHING THAT I'VE BEEN ADVOCATING FOR.

AND REALLY OVER THE COURSE OF A COUPLE OF MONTHS, THIS THING HAS REALLY COME TOGETHER.

AND I DO THINK THAT IT'S GOING TO MAKE, YOU KNOW, IN BUSINESS, I KNOW A LOT OF PEOPLE BUSINESS. AND THE ONE THING THAT YOU CRAVE IS CERTAINTY IN A VERY UNCERTAIN WORLD.

BUT WHAT THEY WANT TO KNOW IS THAT THEY DON'T WANT THE GOALPOSTS MOVED ON THEM.

WHEN YOU GO TO DO THIS EXPANSION, YOU WANT TO BE ABLE TO GO IN AND SAY, OK, THESE ARE THE BOXES THAT YOU'RE GOING TO CHECK.

NO DEVELOPER, HOMEOWNER, ANY PERSON THAT'S BUILDING, THEY'VE NEVER MET A FEE OR A PERMIT THAT THEY LOVE. RIGHT. BUT ULTIMATELY, IN ORDER TO BE ABLE TO PROVIDE SERVICES, THERE HAS TO BE A CERTAIN LEVEL OF FEES AND PERMITS THAT HAVE TO BE PAID FOR AND TAKEN CARE OF.

BUT WHAT WE CAN DO IS MAKE SURE THAT WHEN THOSE FOLKS COME IN AND SET THAT TONE OF, LISTEN, IF YOU'RE GOING TO DO A BIG EXPANSION, COME HAVE A PRE MEETING WITH US SO THAT WE CAN TALK ABOUT THOSE THINGS.

AND NOW YOU HAVE THE ROADMAP ON WHAT YOU NEED TO DO.

AND YOU'RE NOT JUST SUBMITTING THIS THING.

YOU KNOW KIND OF WHAT I THINK IT'S GOING TO BE.

AND IN BUSINESS TIME IS MONEY.

AND IT'S A WHEN YOU HAVE WHEN THINGS HAVE TO BE SENT BACK TO ENGINEERS AND REWORKED AND THEN SENT BACK AGAIN, REJECTED FOR THIS OR THAT, ALL COST TIME AND MONEY.

AND SO I'M HOPING WITH THIS NEW REORGANIZATION, WE'RE GOING TO BE ABLE TO STREAMLINE THAT. I ENVISION THAT WHERE WE ACTUALLY TALK TO THESE ENGINEERS AND SO THAT THEY ALREADY KIND OF KNOW WHEN THIS TYPE OF PROJECT COMES UP.

THEY ALREADY KNOW THE WORK THAT NEEDS TO BE DONE AND CAN SUBMIT THAT ON THE FIRST TRY.

THERE'S NO PROBLEM. I DON'T THINK IT'S A BAD THING FOR SOMEBODY TO SUBMIT A SET OF PLANS AND ACTUALLY HAVE THEM APPROVED ON THE FIRST TIME THEY SUBMIT THEM.

THAT'S THE GOAL.

NOW, DOES THAT HAPPEN? NO, THERE'S ALWAYS LITTLE TWEAKS AND THINGS LIKE THAT.

BUT THINGS THAT, YOU KNOW, NOT SITTING ON PERMITS FOR 14 DAYS, THOSE ARE THE THINGS THAT WOULD FRUSTRATE ME.

AND I TRY TO ALWAYS PUT MYSELF IN THE SHOES OF THE PERSON THAT'S STANDING ON THE OPPOSITE SIDE OF THE COUNTER, YOU KNOW, AND THEN ONE THING YOU ASK STAFF IS PUT YOURSELF IN THEIR SHOES AND HOW WOULD YOU FEEL ABOUT IT? AND I GET IT. WE CAN GET CAUGHT UP SOMETIMES IN THE BUREAUCRATIC MESS.

AND I JUST THINK THAT THIS IS A STEP IN GETTING RID OF SOME OF THAT.

WE WOULD NEVER ASK OUR FOLKS TO DO ANYTHING THAT'S NOT ABOVE BOARD.

THAT'S NOT WHAT WE'RE HERE ABOUT.

AND WE'RE APPLYING FOR $945,845 TO REMODEL THE TREATMENT ROOMS AT THE CHILDREN'S SYSTEM OF CARE BEHAVIORAL HEALTH AND RECOVERY SERVICES FACILITY ON 13TH STREET SO THAT CHILDREN AND THEIR FAMILIES CAN SOCIALLY DISTANCE DURING THEIR COUNSELING SESSIONS.

THE PURPOSE OF THIS PUBLIC HEARING IS TO ALLOW PUBLIC COMMENT, AND THESE PUBLIC HEARINGS ARE STANDARD FOR ALL COMMUNITY DEVELOPMENT BLOCK GRANTS.

YOUR COUNTY HAS BEEN ADMINISTERING THIS PROGRAM SINCE 1997.

AND OVER THE LIFE OF THIS PROGRAM, MORE THAN 50 MILLION DOLLARS IN TECHNOLOGY PURCHASES HAVE BEEN MADE BY NUMEROUS LOCAL JURISDICTION SCHOOLS AGAINST SPECIAL DISTRICTS AS WELL AS STATE AND FEDERAL AGENCIES.

IN SHORT, MERCED COUNTY'S FOCUS PROGRAM GIVES OTHER GOVERNMENTAL ENTITIES ACCESS TO PRESCREENED, COMPETITIVE BID VENDORS IN THE TECHNOLOGY INDUSTRY SO THAT THEY CAN AVOID THE EXPENSE AND DELAY OF PROTRACTED GOVERNMENTAL RFP PROCESSES WHILE FULLY BEING COMPLIANT WITH PUBLIC AND STATE PROCUREMENT LAW.

MERCED COUNTY, IN TURN, RECEIVES AN ADMINISTRATIVE FEE FROM THE CORRESPONDING VENDORS AS EACH OF THE MASTER VENDOR AGREEMENTS ARE EXPIRING AND RFP WAS RELEASED IN LATE 2020, ALLOWING VENDOR AWARDS IN 46 SEPARATE CATEGORIES FOR RESPONSES WERE RECEIVED, AND STAFF IS TODAY SEEKING AUTHORITY TO NEGOTIATE THREE YEAR MASTER PRICE AGREEMENTS WITH EACH SELECTED VENDOR AS AUTHORIZED UNDER GOVERNMENT CODE SECTION 25330 AND 6500, AND THEN RETURN TO THE BOARD FOR INDIVIDUAL CONTRACT APPROVALS PROSPECTIVELY.

I KNOW, EVEN THOUGH THEY GET CHARGED A YEARLY FEE, BUT I THINK IT ADDS VALUE, WHETHER IT'S A MAINTENANCE DISTRICT WITH REGARDS TO DRAINAGE OR LIGHTING OR WHATEVER IT IS, BECAUSE, YOU KNOW, IN THE PAST IN LIVINGSTON, WE HAD ISSUES WITH PEOPLE TRYING TO TAKE IT AWAY AND THERE'S A BUT, YOU KNOW, IF YOU REMOVE IT, THEN, YOU KNOW, THOSE SUBDIVISIONS ARE NOT GOING TO HAVE LIGHTING OR MAINTENANCE OR BETTER IMPROVEMENTS, WHATEVER IT IS AROUND THAT COMMUNITY.

SO, YOU KNOW, I REGRET NOT DOING AND SO I'M HOPING THAT THAT HOPEFULLY WE CAN DO SOMETHING IN THE COUNTY ADDRESSING THE NEEDS OF THE, YOU KNOW, AND AFFORDABLE HOUSING IN OUR COUNTY.

ALSO FIREWORKS. I'VE PROBABLY, ALONG WITH ALL OF THIS BOARD WE COULD CAUSE ON FIREWORKS, ILLEGAL FIREWORKS. YOU KNOW, WE, I LIKE TO SEE THE SAME FIREWORKS.

BUT NOT IN EVERY COMMUNITY.

THERE'S, I THINK THE ILLEGAL FIREWORKS IS GETTING WORSE.

AND ESPECIALLY, YOU KNOW, I LIVE IN LIVINGSTON, MY NEIGHBORS ALL AROUND AND THROUGHOUT THE YEAR, EVERY OTHER WEEKEND, THERE'S PARTIES AND PEOPLE ARE SHOOTING OFF THE ILLEGAL FIREWORKS. SO, YOU KNOW, I REGRET PASSING A LONG TIME, BUT I KNOW IT BENEFITS A LOT OF THE NONPROFITS, THEY HAVE MONEY, BUT UNFORTUNATELY, IT JUST CREATING, YOU KNOW, ISSUES FOR ANIMALS AND BUT JUST THE CONSTANT CALLS FROM FROM PEOPLE COMPLAINING ABOUT THE ILLEGAL FIREWORKS ALL AROUND.

SO, YOU KNOW, THAT JUST MAKES THEIR BUT, YOU KNOW, AND BUT I KNOW THE NAME OF THE COMMUNITYWITH THE NONPROFITS.

ALSO, I'D JUST LIKE TO ADDRESS THAT I WOULD LIKE TO SEE ABOUT GETTING THE AGENDAS IN SPANISH AND HMONG RIGHT NOW WITH TECHNOLOGY, I THINK WOULD BE GREAT AND EASY FOR WITH GOOGLE. AND, YOU KNOW, YOU PUT IT ON GOOGLE OUR REGULAR AGENDA AND IT WILL PROBABLY TRANSLATE ABOUT 90 PERCENT, YOU KNOW, MUCH OF IT.

AND THEN A COUNTY COUNCIL AND AN ASSISTANT COULD PROBABLY LOOK OVER THE LITTLE ISSUES.

AND I THINK IT WOULD BE PRETTY EASY.

AND I THINK THE COST WOULD BE NOT THAT MUCH, BUT IN THE FUTURE, WE'LL HAVE TO DO THEM ANYWAY. SO I THINK THE AGENDAS IN SPANISH AND HMONG WOULD PROBABLY, YOU KNOW, WORK GREAT.

SO FOR THE BENEFIT OF THE PUBLIC AND TO SEE WHAT'S HAPPENING IN THAT COUNTY AND THAT WAY WE CAN HAVE MORE PEOPLE HERE TO, YOU KNOW, COMMENT OR, YOU KNOW, WITHIN THE QUESTIONS TH EY MIGHT NEED.
