MEETING. IN ORDER TO MINIMIZE THE SPREAD OF THE COVID-19 VIRUS, THE COUNTY IS CONDUCTING BUSINESS IN COMPLIANCE WITH SOCIAL DISTANCING REQUIREMENTS WITH SEATING FOR THE PUBLIC LIMITED TO TWENTY FIVE.

WE HAVE ALSO PROVIDED SOME OVERFLOW SPACE ON A FIRST COME FIRST SERVE BASIS.

FOR MEMBERS OF THE PUBLIC WHO DO NOT WISH TO ATTEND IN PERSON.

WE HAVE BEEN ACCEPTING GENERAL PUBLIC COMMENTS VIA EMAIL AND VOICEMAIL FOR NON AGENDA AND AGENDA ITEMS. WE WILL NOW START WITH THE INVOCATION PROVIDED BY PASTOR TYSON TOLBERT OF FAITH COMMUNITY, BIBLE CHURCH IN AND THEN THE PLEDGE OF ALLEGIANCE WILL BE LED BY SUPERVISOR PAREIRA.

IN SEPTEMBER OF TWENTY TWENTY, YOU APPROVED FOR MY DEPARTMENT TO LAUNCH A NEW DIVISION, OUR JUSTICE AND COMMUNITY INTEGRATION TEAM, OR WE SO FONDLY CALLED OUR JUSTICE LEAGUE.

IN THAT TIME, WE EXPLAINED TO YOU THAT THERE WILL BE MULTIPLE PHASES WITHIN THAT DIVISION. OUR FIRST PHASE WAS THE DART TEAM, WHERE WE COLLABORATE WITH MERCED PD AS WELL AS GOING OUT WITH THE SHERIFF'S DEPARTMENT.

AT THIS TIME, PHASE ONE IS MULTI-PRONGED AND YOU WILL BE ACTUALLY VOTING ON TWO MOUS WITH PROBATION. ONE, WHERE MY DEPARTMENT WILL BE ABLE TO BE FULLY INTEGRATED IN JUVENILE JUSTICE TO WORK DIRECTLY ALONGSIDE PROBATION OFFICERS AND DO REAL TIME RESPONSES.

HELLO, MY NAME IS I'M THE ADMINISTRATIVE ASSISTANT ORGANIZATION WORKING ON SYSTEMS CHANGE, CHANGING RULES WITHIN ORGANIZATIONS AND INSTITUTIONS IN ORDER TO BUILD TRUST WITHIN THE COMMUNITY.

OUR GOAL IS TO MOVE THEM ALL FORWARD.

TODAY, I'M HERE TO URGE YOU, THE BOARD OF SUPERVISORS, TO TAKE ACTION AND RESPONSIBILITY TO ENSURE THAT WEEKLY COMMUNITY IMPACT REPORTS THAT ARE CREATED BY OUR COMMUNITY NEEDS TO SEE WHETHER THEY ARE ENSURE RESOURCES ARE DISTRIBUTED EQUALLY.

AS WITH THE HOUSING ASSISTANCE INITIATIVE.

NOT ALL WITHIN CULTURAL OR ETHNIC BARRIER.

WE NEED TO MAKE THAT DISTINCTION.

THE COMMUNITY NEEDS TO KNOW ABOUT VULNERABLE POPULATIONS IN ORDER TO DO OUTREACH WORK AND TAKE ACTION TO REDUCE THE RISK.

WE NEED MORE DATA THAT WE CAN HOLD TO REPRESENT THE ETHNIC GROUPS.

AND THEN WE OFFER ANY PUBLIC HEALTH TO BE FULL TIME. AND THERE IS A DIRE NEED FOR THE HMONG COMMUNITY TO UTILIZE THE PUBLIC SERVICES. AND THEY HAVE MANY WHO DO NOT UNDERSTAND THE BASIC ENGLISH LANGUAGE.

PLEASE CONSIDER THE NEEDS OF OUR COMMUNITY AND TAKE ACTION.

GOOD MORNING, MERCED COUNTY BOARD OF SUPERVISORS.

MY NAME IS BRIAN MUNOZ WITH PROJECT GROWTH IN MERCED AND I HAVE A GENERAL PUBLIC COMMENT . MERCED FAMILIES ARE EXPERIENCING HUNGER AT LEVELS NEVER SEEN BEFORE.

THIS WAS NOT CAUSED BY THE COVID-19 PANDEMIC, BUT IT WAS WORSENED BY IT.

WE KNOW SCHOOL FOOD PROGRAMS, FOOD BANKS AND PANTRIES HAVE BEEN WORKING HARD, OFFERING GROCERIES, PREPARED MEALS AND EVERYTHING IN BETWEEN.

BUT IT OFTEN ISN'T ENOUGH.

ONE FEDERAL PROGRAM DID MAKE A DIFFERENCE.

WHEN CONGRESS PASSED A LAW GIVING FAMILIES THE CASH VALUE OF THE MEALS THEY MISSED WHEN SCHOOLS WERE CLOSED SOME MERCED COUNTY BOARD OF SUPERVISORS CAN ALSO MAKE A DIFFERENCE BY REQUESTING THE FUNDS BE ALLOCATED TO ALLEVIATE THE FOOD NEEDS OF OUR COMMUNITY.

ON OUR PART, PROJECT GROUP HAS LAUNCHED A LOCAL COALITION WHOSE ONLY GOAL IS TO ENSURE FAMILIES HAVE ACCESS TO NUTRITIOUS FOOD AND QUALITY EDUCATION OPPORTUNITIES.

WE INVITE THE PUBLIC TO JOIN US AND HELP US PUSH THIS INITIATIVE FORWARD.

I ACTUALLY LIKE TO PREFACE MY REMARKS TODAY BY FIRST THANKING THIS ENTIRE BOARD FOR ITS LEADERSHIP ON THIS AUTOTECH PROJECT, ITS VISION TOWARDS THE FUTURE AND ITS FOCUS ON DIVERSIFYING OUR LOCAL ECONOMY BY BRINGING HIGH TECH JOBS TO OUR DOORSTEP.

OVER THE NEXT SEVERAL MINUTES, I WILL BE WALKING YOU THROUGH THE PARTICULARS OF THIS PROJECT, ESSENTIALLY WHERE WE'VE BEEN, WHERE WE'RE AT AND WHERE WE'RE GOING.

THIS HAS BEEN A MULTIYEAR EFFORT WHICH HAS MOVED AT AN INCREDIBLY FAST PACE THIS PAST YEAR, EVEN DESPITE THE CHALLENGES FACING THIS COUNTY WITH COVID.

THE COUNTY'S COMMITMENT TO ECONOMIC DEVELOPMENT DID NOT WAVER.

WE STAYED ON TARGET AND WE WORKED HARD TO POSITION THIS COUNTY FAVORABLY.

I'M PROUD TO SAY THAT WE HAVE ACHIEVED EACH OF YOUR PRIMARY OBJECTIVES, WHICH I'LL TALK ABOUT MOMENTARILY, MOST NOTABLY TO CREATE AN ECONOMIC DEVELOPMENT OPPORTUNITY FOR THE BETTERMENT OF OUR COUNTY, THE PEOPLE OF OUR COMMUNITIES AND THE REGION AS A WHOLE.

TODAY, AT A TIME WHEN WE ALL NEED SOME GOOD NEWS UPON THIS BOARD'S APPROVAL, MERCED COUNTY WILL BE CONTRACTING AND PARTNERING WITH THE LEADING TRANSPORTATION AND RESEARCH AND DEVELOPMENT ORGANIZATION IN THE COUNTRY TO OPERATE YOUR AUTOTECH TESTING AREA AT CASTLE, WHICH IMMEDIATELY WILL PLACE YOU AT THE FOREFRONT OF TECHNOLOGY DEVELOPMENT AND TESTING IN CALIFORNIA.

BY LEVERAGING OUR PROXIMITY TO THE SILICON VALLEY AND THROUGH YOUR CREATIVE VISIONING, THIS WILL RESULT IN NEW DIRECT AND INDIRECT JOBS, FUTURE INVESTMENT, SYNERGISTIC OPPORTUNITIES WITH BOTH UC MERCED AND MERCED COLLEGE AND MERCED COUNTY WILL BE PLACED ON A MAP FOR ALL OF THE RIGHT REASONS.

BEFORE TRANSITIONING TO THE PRESENTATION, THERE ARE SEVERAL ACKNOWLEDGMENTS THAT I FEEL LIKE I NEED TO MAKE.

AND THIS IS IN GREAT PART, THANKS TO OUR RELATIONSHIP WITH GOOGLE AND OTHER AUTONOMOUS VEHICLE ORIENTED COMPANIES OVER THE PAST SEVERAL YEARS TOOK NOTE OF WHAT WE HAD BEEN SUCCESSFULLY DOING WITH US ABOUT DOING SOMETHING PROSPECTIVELY AT CASTLE.

INHERENTLY, WE KNEW SEVERAL THINGS.

ONE, OUR LOCATION IS UNIQUE BECAUSE OF OUR CLOSE PROXIMITY TO THE SILICON VALLEY.

TWO, WE DID HAVE SOME UNDERUTILIZED SPACE AT CASTLE.

THREE, WE KNEW WE WERE GENERATING REVENUE AND WE ALSO KNEW WE HAD THE OPPORTUNITY TO PARTNER WITH THOSE IN THE INDUSTRY TO DO SOMETHING SPECIAL.

AS A BRIEF REMINDER, THIS BOARD HAD SEVERAL KEY OBJECTIVES WITH THIS PROJECT.

YOU WANTED TO ADVANCE JOB CREATION, TO TRANSFER OPERATIONS OF THE AUTO TECH FACILITY TO A THIRD PARTY OPERATOR, TO BE FLEXIBLE AND WORK WITH AN ENTITY WHO WOULD BRING PROSPECTIVE INVESTMENTS TO THE AREA, TO INTEGRATE THIS PROJECT INTO THE LARGER CASTLE STORY, WHICH INCLUDES AIR, RAIL AND MANUFACTURING, TO GENERATE POSITIVE CASH FLOW AND TO FACILITATE OTHER PARTNERSHIPS TO INCLUDE WITH LOCAL EDUCATIONAL INSTITUTIONS AND STATE AGENCIES.

IN EACH CASE, I BELIEVE YOU WERE SUCCESSFUL WITH THIS CONTRACT IN FRONT OF YOU FOR YOUR CONSIDERATION TODAY.

SINCE THIS PAST YEAR, THE COUNTY AND THE KPMG TEAM UNDERTOOK AN AGGRESSIVE AND HIGHLY COMPETITIVE PROCUREMENT PROCESS TO ENGAGE A POTENTIAL OPERATOR FOR A FACILITY.

OVER THAT PROCESS, WE ENGAGED SEVERAL INDUSTRY LEADERS AS A PART OF THE MARKET SOUNDING PHASE. WE DEFINED THE COMMERCIAL STRUCTURE REFLECTIVE OF WHAT WE LEARNED, AND WE DEVELOPED A HIGHLY STRATEGIC MULTIPHASE PROCUREMENT PROCESS TO IDENTIFY THE OPTIMAL PARTNER FROM WHICH TO WORK.

SPEAKING OF A PROCESS, THIS PARTICULAR SLIDE DEPICTS EACH OF THE STEPS THAT WE TOOK JUST SINCE THIS PAST OCTOBER, CONCLUDING WITH YOUR POTENTIAL APPROVAL TODAY.

THIS HIGHLY COMPETITIVE PROCESS WAS EFFICIENT, EFFECTIVE AND REQUIRED A GREAT DEAL OF INTERNAL AND EXTERNAL COORDINATION.

AND ULTIMATELY, AFTER THE NUMBER OF SHORTLISTED PARTIES WAS NARROWED DOWN TO TWO, ONE CLEARLY ROSE TO THE TOP.

BUT WHEN YOU LOOK AT THE NUMBERS AND WE'RE THE THIRD LEAST TO RECEIVE VACCINATIONS, THAT'S NOT ACCEPTABLE.

AND THE PROBLEM WITH THAT IS, YOU KNOW, A LOT OF TIMES PEOPLE WANT TO POINT THE FINGER AT US. AND UNFORTUNATELY, IT'S WE'RE DOING EVERYTHING THAT WE CAN.

THEY'RE GOING TO HAVE SOMETHING IN PLACE WITH BLUE SHIELD WHERE BLUE SHIELD WILL WORK DIRECTLY WITH THE PROVIDER COMMUNITY THROUGH, YOU KNOW, THE DOCTORS, THE CLINICS, THE HOSPITALS, THE PHARMACIES AND THE STATE WILL BE ALLOCATING TO BLUE SHIELD AND THE BLUE SHIELD WOULD BE ALLOCATING TO THOSE PARTS OF THE COMMUNITY.

AND WE HAVE A REAL QUESTION RIGHT NOW OF WHAT THE ROLE OF THE PUBLIC HEALTH SYSTEM IS GOING TO BE AND WHETHER WE WILL GET VACCINE OR NOT.

WE BELIEVE WE'RE GOING TO GET VACCINE, BUT THE PRIMARY DISTRIBUTION FOR VACCINES IN THE NEXT COUPLE OF WEEKS IS GOING TO CHANGE TO WHERE IT'S GOING TO BE THE STATE DIRECTLY TO PROVIDERS THROUGH BLUE SHIELD.

AND SO IT'S HARD FOR US AT THIS POINT TO COMMENT AND COUNT ON WHAT VACCINE WE'RE GETTING.

I MEAN, WE HAVE THIS ADMINISTRATION BLAMING THE LAST ADMINISTRATION, THE LAST ADMINISTRATION BLAMING THIS.

GOVERNOR, BLAMING THE LAST ADMINISTRATION.

BUT AT THE END OF THE DAY, WHEN YOU LOOK AT IT WITH LOGISTICS AND SUPPLIES, THESE FOLKS CAN ONLY MAKE SO MANY VACCINES.

THE PROBLEM IS, IS WE HAVE A GOVERNOR WHO WANTS TO CONTINUE TO BROADEN THE POOL.

AND SO WHEN YOU CONTINUE TO SAY-- WHEN WE'RE ON A TRAJECTORY FOR SEVENTY FIVE AND OLDER AND ALL OUR HEALTH CARE PROVIDERS, THEN YOU LOOK AT THAT SUPPLY, THEN IT'S MAYBE A LITTLE EASIER TO MOVE FORWARD.

BUT THEN WHEN YOUR GOVERNOR DROPS IN, WE'RE GOING TO DO 65 AND OLDER.

WE'RE GOING TO DO THIS SEGMENT.

WE'RE GOING TO DO THIS NOW.

ALL OF A SUDDEN, WE HAVE WAY TOO MANY PEOPLE TRYING TO GET IT.

AND THEN IT CREATES DIVISION AMONG THOSE PEOPLE WHO SHOULD BE GETTING IT.

I DON'T DISAGREE THAT ANYBODY THAT THEY'VE EVER MET MENTIONED SHOULD BE GETTING A VACCINE. BUT LET'S LOOK AT WHAT THE PROBLEM IS.

IT'S A SUPPLY PROBLEM.

WE HAVE A GOVERNOR THAT KEEPS CHANGING THE WAY HE WANTS TO DELIVER THE GOODS, THE VACCINE, AND THAT'S AS A VEHICLE OF DISTRIBUTION FOR OURSELVES.

IT GETS VERY, VERY CONFUSING ON HOW YOU'RE GOING TO DELIVER IT AND THEN WHETHER YOU'RE GOING TO BE THAT TOOL TO DELIVER IT OR NOT.

SO LET'S I THINK IF EVERYBODY JUST STAYS FOCUSED ON IT'S A SUPPLY PROBLEM, HOW DO WE GET IT TO THE END USER? AND LET'S MAKE SURE WE ACCOMPLISH SOME OF THESE GOALS THAT WE'RE TRYING TO ACHIEVE BEFORE YOU START ADDING EVERYBODY ELSE INTO THE POOL.

FOR ME, THAT'S THE FRUSTRATING PART.

I MEAN, I COME FROM A DISTRIBUTION LOGISTICS BUSINESS BACKGROUND.

AND WHENEVER I SEE THIS HAPPENING, IT'S LIKE WHEN YOU INTRODUCE A NEW BUD LIGHT AND IT TAKES OFF THE FIRST COUPLE OF WEEKS, IT'S GOOD.

AND THEN ALL OF A SUDDEN, EVERYBODY FIGURES OUT EVERY STORE IN YOUR AREA SAYS, HEY, I WANT THAT, TOO, AND YOU RUN OUT.

IT'S BASICALLY THE SAME THING GOING ON HERE.

SO STAY IN FOCUS ON THE PEOPLE THAT IT IMPACTS THE MOST WHO NEED IT THE MOST, I THINK IS

THE WAY TO DO IT. I HOPE THIS NEW SYSTEM, THE GOVERNOR IS WANTING TO DO IT.

AND, YOU KNOW, AND I'VE HAD DISCUSSIONS WITH THIS WITH STAFF THAT, YOU KNOW, IF YOU CUT OUT A FEW AREAS OF THE DISTRIBUTION LOOP, YOU DO SAVE TIME AND GET THAT PRODUCT OUT FASTER. SO I'M HOPING THAT WITH THIS GOING THROUGH BLUE SHIELD, WE'LL GET IT TO OUR PROVIDERS AT A FASTER RATE.

AND I THINK AND I HOPE AND I WANT OUR PROVIDERS OUT THERE TO STICK WITH YOUR ATTESTATION OF WHAT YOU SAID YOU'RE GOING TO PROVIDE.

THERE'S A SERIOUS PROBLEM OUT THERE.

I SEE FACEBOOK POSTS ALL THE TIME OF FOLKS WHO ARE NOT SUPPOSED TO HAVE VACCINE YET, WHO ARE GETTING VACCINES IN THEIR ARMS BECAUSE ANY VACCINE THAT HAPPENS TO THAT PERSON WHO IS BRAGGING ON FACEBOOK THAT THEY'RE, YOU KNOW, THIRTY FIVE YEARS OLD AND THEY GOT A VACCINE IN THEIR ARM, YOU'VE JUST TAKEN IT AWAY FROM A SEVENTY FIVE YEAR OLD WHO NEEDS IT MORE THAN YOU DO. SO MAYBE JUST GET OFF THE SOCIAL MEDIA, QUIT BRAGGING ABOUT IT.

THAT'S WHAT'S FRUSTRATING FOR ME.

BUT MOVING FORWARD, I LIKE HOW STAFF HAS GRASPED IT.

I LIKE HOW BECKY HAS COME PUBLIC WITH HER FRUSTRATION AND NOT JUST BESTOWED UPON US AND THEN CONTINUE TO WORK WITH THIS GOVERNOR.

WE ARE FRUSTRATED.

IT IS HARD TO GET OUT.

LET'S ACCOMPLISH OUR SMALL GOALS BEFORE WE GO AFTER THE BIG GOALS AND LET'S BE REALISTIC THROUGH THIS PROCESS.
